About this file
This is a Glossary of Terms document for Invitation for Bid (IFB) C000853 Enterprise Network Support issued by the New York State Office of Information Technology Services (ITS). The document provides standardized definitions for technical and contractual terminology used throughout the solicitation, including network protocols (BGP, DHCP, DNS, EIGRP, OSPF, MPLS, SNMP, TACACS, TCP, VoIP, VPN), infrastructure components (Data Center, LAN, WAN, WAP, VDI), and operational concepts (Configuration, Installation, Maintenance, Implementation). Key contractual definitions include distinctions between mandatory and permissive language, classifications of parties (Bidder, Contractor, Offeror, Vendor, Subcontractor), and definitions of products, services, and deliverables. Business Day is defined as Monday through Friday, 8:00 AM to 5:00 PM ET, excluding New York State or Federal holidays. The glossary establishes consistent terminology to ensure clarity and uniform interpretation throughout the bidding process and resulting contract.
The glossary includes definitions relevant to the broader procurement context, such as Equal Employment Opportunity (EEO) policies, Minority and/or Woman-Owned Business (MWBE) certification, and staffing considerations. Additionally, the document defines the scope of "Enterprise" as ITS' total business operations in the United States, and references the Contract Term as including initial term with any renewals and/or extensions. The glossary provides no pricing information, set-asides, incumbent details, or funding sources, as its purpose is solely to establish a common lexicon for use in the solicitation documents and resulting contract negotiations.
