About this file

This document is Appendix A to a T1464 Substance Abuse Services contract awarded by the New Jersey Department of Corrections (DOC). It establishes core program standards for a vendor providing substance use disorder (SUD) treatment services to DOC offenders across two facilities: South Woods State Prison (SWSP) and East Jersey State Prison-Trenton Complex (EMCF). The contract defines operational, clinical, and administrative requirements that the contracted vendor must meet to deliver evidence-based treatment programming to the criminal justice population.

The vendor shall offer three levels of care: Outpatient (OP) services providing less than nine hours per week of individual, group, and family counseling; Intensive Outpatient (IOP) services providing a minimum of nine hours per week including clinical substance use disorder counseling and psycho-education; and Long-Term Residential (LTR) care designed for personal growth and social skills development with at least seven hours per day in structured activities. All offenders must be assessed using a SAMHSA-approved, evidence-based tool within five days of screening referral, with placements determined by DSM-5 and ASAM criteria. The vendor must maintain specific staffing ratios (OP 1:35, IOP 1:24, LTR 1:12 counselors to participants), ensure 50 percent of staff are licensed clinical alcohol and drug counselors (LCADC) or certified alcohol and drug counselors (CADC), employ a Statewide Director and facility-specific Directors with specified qualifications, and establish comprehensive policies covering admission criteria, treatment planning, discharge planning, clinical records maintenance, program participant rights, and safety procedures. The vendor must also provide co-occurring disorder services, medication-assisted treatment support, vocational and educational counseling, legal services, housing resources, and discharge planning with community referrals to support long-term recovery.
