About this file
This document is the Solicitation - Project Overview and Technical Acceptability Requirements for a federal contract opportunity to provide a high voltage probe station.
The key details are:
The National Renewable Energy Laboratory (NREL) requires a high voltage probe station that is compatible with their recently acquired Keysight Power Device Analyzer (PDA) model B1505A. The probe station must be able to handle the high voltage and current capabilities of the PDA, which none of NREL's existing probe stations can accommodate. The probe station will be used by multiple NREL groups for DOE and non-DOE projects. The mandatory qualifications are that the proposed probe station must meet all the required capabilities and technical/safety requirements, be compatible with the Keysight PDA, and fit within specified dimensions. Delivery is required no later than September 30, 2024. Proposals that do not meet the mandatory qualifications will not be evaluated further.

SOLICITATION- PROJECT OVERVIEW & TECHNICAL ACCEPTABILITY REQUIREMENTS
4/15/2024
1. Background and history:
A probe station is designed to allow researchers to apply voltage and current to very specific location on semiconductor devices. There are multiple existing probe stations at the National Renewable Energy Laboratory (NREL), but none are capable of utilizing the recently acquired Keysight Power Device Analyzer (PDA) (Model B1505A). The Keysight PDA is an ultra high voltage / high current capable curve tracer. None of the existing probe stations at NREL can handle the voltage and current delivered by the B1505A.
This equipment will be used by multiple groups for Department of Energy (DOE) and non-DOE projects. Groups include but are not limited to the Material Science group, the Solar group, and the Advanced Power Electronics group.
2. Purchase Order need summary:
None of the existing probe stations at NREL can handle the voltage and current delivered by the B1505A.
3. Timeline:
Delivery required no later than September 30, 2024.
4. Mandatory Qualifications
To be considered a ‘responsive offeror’ the following minimum criteria must be met. These criteria are not evaluated but are instead ‘pass/fail’ criteria. NREL reserves the right to ask clarifying questions of the offerors as necessary in determining responsiveness to this RFP.
Offerors’ proposals that do not meet the mandatory qualifications will not be evaluated or considered further for award under this solicitation.
a. The proposed probe station must meet all Required Capabilities and Technical/Safety Requirements established in the Technical Specifications document.
b. Proposed probe station must be compatible with the Keysight Power Device Analyzer (PDA)
c. Proposed probe station must fit within the following dimensions: 48”x48”
