2.0 Company Experience
2.1 If Offeror is proposing to provide services for Item #3 - Capacity Development Training (technical, managerial, financial), from Table 1, on page 3, Offeror shall respond to the following question #1:
Question 1:
ADEQ offers technical, managerial and financial training through its Capacity Development program. Does your company have experience providing training, in person and/or virtual, on topics of water system operations and management? What subject matter are you offering to train on and what is the level of expertise of the proposed trainer(s)?
Offeror Response:
Method of Approach - Tata & Howard has completed technical, managerial and financial capacity evaluations for numerous water systems. The completion of the Capacity Assessment and Improvement Plan will involve the evaluation of several key components discussed herein. The ultimate goal is to identify where a water utility system is currently at relative to its management, operation and maintenance of a system and where it needs to be to achieve and maintain regulatory compliance and operational goals.
Working with ADEQ and the water distribution system owners and operators, we will identify the key issues that are impacting water quality, why they are an issue, and what needs to be done (short term and long term) to solve the problem(s).
Technical Capacity - The technical capacity of the system will involve the completion of an evaluation identifying any gap in operational and maintenance practices and areas for improvement. The evaluation will review the operation of the current system from all aspects associated with its operation. This will be accomplished through a series of meetings, interviews, and field visits that will allow us to evaluate each component associated with the system. Depending on the size of the system, this may involve field visits to pump stations and treatment facilities, water supplies, and storage facilities to identify issues that may be impacting the treatment and/or distribution of safe, potable water to customers.
In addition, the technical capacity evaluation will include the development of a long-term capital improvement plan. The water system’s supply, storage, and distribution system will be evaluated based on criticality, hydraulics, and/or its condition assessment.
In order for a system manager to make informed decisions regarding infrastructure improvements, the manager needs to know the assets and condition of the assets in the system. Recommended improvements can then be prioritized and included in their capital improvement planning budget.
All above grade assets (water storage tanks, pump stations, treatment facilities, hydrants, etc.) will be assessed based on the historical operation and maintenance records and remaining useful life. Well and booster pumps will be evaluated based on energy efficiency and functionality. Recommendations for replacement will be prioritized based on the frequency of needed repairs and the remaining useful life of an asset.
Below grade assets (water mains and isolation valves) will be evaluated based on hydraulics, criticality, and risk of failure. When appropriate, a hydraulic model will be developed for the system and color coded maps will be provided to the operators for review and mark-up. The risk of failure component provides an asset management score to each water main and is based on several factors that are developed with the operators of the system and may include break history, age, material, bedding, etc. Mains that have a higher asset management score have a greater risk of failure than mains that have a lower scoring. Any water main scoring under all three components (hydraulically deficient, critical, and high asset management score), would have a higher priority for replacement than a water main that only falls under one or two of the criteria of evaluation.
Managerial Capacity - The managerial capacity of the system will also involve the completion of a business practice evaluation that will identify all management practices with opportunities for improvement. The business practice evaluation will review how the current system is managed relative to industry standards. This will be accomplished through a series of meetings, interviews, and field visits, completed concurrently with the technical capacity assessment that will allow us to evaluate how the system is managed.
Financial Capacity - The financial capacity of the system will also involve the completion of a business practice evaluation that will identify insufficient financial practices and areas for improvement. The evaluation will review how the current system is funded and if it is adequate to maintain and improve the system. This will be accomplished through a series of meetings and interviews completed concurrently with both the technical and managerial capacity assessments that will allow us to evaluate how the system is financed.
Opportunities for improvement in financing of the system will be evaluated and recommendations provided to improve the funding of the system relative to annual operation and maintenance as well as for capital improvement projects.
Tata & Howard has a former operator on staff. Jerald Postema has worked as an operator for Goodyear, AZ and Tualatin, OR. Jerry resides in Arizona and is able to provide all levels of training to operators. Additionally, we provide training on Emergency Response Plan (ERP) preparedness. The training includes a review the existing ERP, regulations, and exercises.

Project Name Water Audit
Project Location Newton, Massachusetts
Estimated Project Cost $197,500
Project Begin and End Date Begin: March 2014 | End: December 2014
Brief Description of the Project
The City of Newton contracted Tata & Howard to conduct a water audit of the system to assist in determining possible reasons for high non-revenue water losses over the years. The audit evaluated the City’s water system performance for the
12-month period of January 1, 2013 through December 31, 2013. The audit was conducted using the latest AWWA M36 standards and included an evaluation of
Infrastructure Leakage Index (ILI). The water audit included an analysis of the
City's 10 mg buried concrete tank. A leak test was conducted to determine if water was leaking or being discharged through drainage lines. Additionally, residential and commercial meters were tested for accuracy. Results of the master meter testing were evaluated to determine if there were discrepancies between actual usage and metered usage. Based on 15 years of leak detection reports and work orders, it was determined that system leakage was a major component of the lost water and that the most of the leaks were occurring on pipe installed between
1960 and 1975 which includes factory cement lined cast iron.

Project Name Capital Efficiency Plan and Asset Management Assessment
Project Location Worcester, Massachusetts
Estimated Project Cost $36,600
Project Begin and End Date Begin: November 2022 | End: Ongoing
Brief Description of the Project
Tata & Howard, Inc. was retained by the City of Worcester to complete a Capital
Efficiency Plan (CEP) Update for the Worcester water system as an update to the original CEP prepared by Tata & Howard and submitted in 2015. The purpose of the Capital Efficiency Plan was to identify areas of the water distribution system in need of rehabilitation, repair, or replacement; and to prioritize improvements to make the most efficient use of the City’s capital budget. In addition to distribution system water mains, water supply and storage needs were evaluated and prioritized. As part of the CEP in 2015, an asset management assessment was completed for the system. A number of factors were considered in the ratings including: age, material, diameter, break history, soil conditions, water quality, and pressure.
Key Personnel and Project
Project Name Capital Improvements and Asset Management Plan
Project Location Gardner, Massachusetts
Estimated Project Cost $241,000
Project Begin and End Date Begin: July 2019 | End: October 2020
Brief Description of the Project
Tata & Howard was retained by the City of Gardner to prepare a Capital
Improvements and Asset Management Plan (CIP) for the existing water, wastewater, and stormwater systems. The purpose of the CIP was to develop a complete inventory of all assets with replacement costs and useful life to assist the DPW in identifying areas in need of rehabilitation, repair, or replacement and prioritize improvements to make the most efficient use of the DPW’s budget.
The CIP was divided into three parts, water, wastewater, and stormwater systems.
Buried and above ground infrastructure was evaluated for the water and wastewater systems and the stormwater evaluation included drainage pipes and structures. Above ground infrastructure included all supply, treatment, pumping, and storage components. Equipment, including vehicles, lawn mowers, and construction equipment was not included in the inventory.
As part of the pipe asset management evaluation, each segment of pipe was evaluated based on material, age, diameter, soil conditions, break history, and system specific concerns such as static pressure, water quality, infiltration and inflow (I&I) concerns, etc. The asset management plan for above ground infrastructure included an inventory and evaluation of all above ground facilities, including the water supplies, water and wastewater treatment facilities, pump stations, and storage tanks. The evaluation was used to develop a prioritized list of assets and a replacement schedule.
