Statement of Objectives, Addendum 1 Containerized Housing Units (CHUs) Camp Anderson Peters (Camp Bullis)

JBSA-Lackland, Texas April 6, 2020

1.0. INTRODUCTION.

1.1. General: The US Air Force Tactical Air Control Party Apprentice Course (TACP) located at JBSA-Lackland, TX is increasing the use of Camp Anderson Peters (AP) located at JBSA-Camp Bullis. With the implementation of the TACP B-Course, the 353 Special Warfare Training Squadron (SWTS) will occupy Camp AP in excess of 180 days per year. In order to improve the quality of life of their instructors, the 353rd SWTS is looking to locating containerized housing units (CHUs) for approximately 30 instructors.

1.2. Background and Objectives: This Statement of Objectives (SOO) defines the requirements for the contractor to provide freight shipment, inside delivery, unpacking, assembly, placement, installation, testing and debris removal of all products. The contractor shall provide all personnel, equipment, tools, materials, supplies, labor, supervision, permits and other necessities to provide a ready to use solution to the government. The CHUs need to be mechanically secured and safe for its intended use as dormitories/ living quarters for the SW instructors. The contractor shall perform all work in accordance with industrial, environmental, and OSHA standards. Work has day operations of the Government personnel at the site.

2.0. TASK REQUIREMENTS AND APPLICABLE DOCUMENTS.

2.1. Applicable Standards, Certifications and Regulations: The following documents are a part of this contract:

- All equipment shall meet the standard safety regulations put forth by the company of origin.

- JBSA-Lackland Air Force Base Design Standards, Architectural Compatibility Plan, and the Installation Facilities Standards (IFS).

- The contractor shall obtain and comply with any other applicable manuals not identified above that are required to meet industry standards applicable to the trade required to complete task requirements.

- Any holes dug in the ground must be coordinated with, and approved through JBSA Civil Engineering or a government representative prior to execution to ensure no existing infrastructure in the ground is disturbed.

2.2. General Requirements: The requirement shall incorporate applicable structures as per paragraph 2.3 below, at the location shown in Attachment A. The layout provides for (10) 8’ X 40’ single use containers configured with 3 rooms each. Eight of the ten units are located within 10 feet of existing electrical, then remaining two units will need power extended from the existing main power distribution panel. (contractor shall provide a proposed layout for government approval before installation). All equipment shall be safe and durable once

Containerized Housing Units installed. All equipment shall be labeled according to the manufacture of origin. All equipment shall be accompanied by a user’s manual when applicable.

2.2.1 Equipment: All equipment shall operate as advertised and without detriment to the current infrastructure. The contractor shall assemble, install, arrange, ensure that all equipment is fully operational and tested, and deliver a ready to use solution satisfying all requirements as stated in this SOO. All required equipment and supplies provided shall be new (with the exception of the containers, as long as they are single-use containers structurally sound and in good condition). The contractor shall provide all personnel, equipment, parts, material, tools, supplies, transportation and any other items necessary to perform and complete the stated requirements. The installation shall be accomplished to the prevailing commercial industry standards in a neat, workman-like manner.

2.2.2. Restoration: All installation locations and/or grounds shall be restored and returned to their original condition (e.g. any damage or changes to existing facilities shall be repaired and documented.) The contractor shall not modify existing electrical, mechanical, structural or civil design elements or related components in a manner that impacts design or capacity, or that affects maintenance, or affects operational safety. The contractor shall provide fitting and repair work as required to restore surfaces to original conditions after completion of work. The contractor shall not cut and patch construction in a manner that results in visual evidence of cutting and patching. The contractor shall not cut and patch construction exposed on the exterior or in occupied spaces in a manner that negatively affects the building's aesthetic qualities. The contractor shall replace all materials and workmanship that are unsatisfactory.

2.2.3. Facility Standards (as applicable): All installed equipment shall be neat and uniform in appearance with the surrounding structures.

2.2.4. Project Residue: The contractor shall remove all debris and dispose at an off-site location, following JBSA Environmental standards and principles.

2.2.5. Storage of Equipment: The Government does not have storage available to receive, store or stage equipment.

2.2.6 Project Schedule: The contractor shall provide a baseline schedule with its proposal. The contractor shall provide a copy of the updated schedule and meet with the government point of contact (POC) at least 3 days prior to beginning of work to outline the plan of installation and describe the general installation activities (see point 2.4) and timelines.

2.3. Specific Arrangement and Requirements: Specific equipment requirements are defined in the subsequent paragraphs. All CHUs and associated components will be safe, durable, and commercial grade in nature. All equipment will be installed according to the manufacturers’ manuals and/or manufacturer standard procedures, complying with local, state and federal regulations.

2.3.1. The ten (10) CHUs will be industrial grade, not attached to any existing facility, and capable of housing between 27 and 30 personnel inside the available space, each person getting their own private room. Rooms must have space for and include the following items:

1.) Captain’s Bed w/ mattress -#TNT1242 (Laminated Drawers 38”W x 82”L x 11H)- 30 beds total, 2.) Nightstands-#TNT2139 (Laminated 3 Drawers 20”W x 20”D x 25”) 30 nightstands total 3.) Double Wardrobe-#TNT8501 (42” wide Wardrobe laminated doors) with Shelving kit- TNT8500&TNT8501. 30 Wardrobes total.

Rooms will have one usable door and one window. Contractor will provide blackout blinds for the window to allow minimal sunlight in the CHUs. Window will be equipped with a rolling, stiff shutter on the outside of the window with the operating system inside the container. The glass will be type (tilt and turn) glass that will allow air to flow through when opened inward. The window will include a permanently fixed mosquito screen. The size of the window shall be determined by the Contractor. Exterior walls and ceilings will be insulated with R7 form insulation or better within the space available with rigid, material that, in layers, provides maximum insulation value, reduces thermal bridging, and provides minimum 30 minutes of fire resistance. All rooms will be equipped with heating and air conditioning properly designed to fit the needs. There is no need for water or restrooms.

Rooms will have an LED light with a switch and an outlet with 2-110V sockets. Rooms will comply with all codes and regulations (especially fire protection safety). A sample sketch can be seen in attachment B, but is up to the contractor to propose their best solution. Each containerized facility shall be equipped with a fire detector with audible alarm/warning sound of the detector must be heard throughout the container and detectable above any HVAC or other equipment operating nearby.

2.3.2. Contractor will provide design drawings of the CHUs in a PDF format.

2.3.3. Containers will have to be painted in a color to be approved by the 353rd (a color similar to desert tan).

2.3.4. The contractor should try to provide a setup for open-air common area. Common area is not required.

2.3.5. CHUs will be located at Camp Anderson Peters Training site on Camp Bullis, Texas (see

Attachment A).

2.3.6. The configuration, number and size of the containers shall be specified in the contractor proposal for government evaluation. Any structural safety material such as anchor bolts, footers or piers will be installed per any applicable safety regulations. Containers will comply with all codes and regulations (especially safety, fire and lightning protection).

2.3.7. Utilities at the site are handled by an existing contractor. Once the electrical requirements for each individual or group of containers have been submitted and the container configuration is approved by the government, the existing contractor will install the electrical panels as needed. The contractor will be then responsible to connect each individual

JBSA Lackland, TX Attachment 1 container or group of containers to the designated electrical panel and verify that everything works according to the proposal.

2.3.8. Appendix A shows the site available for the gravel pad the CHUs would sit on. Image shows the location where the previously installed tents were located--the electrical infrastructure is remaining for eight (8) hook-ups. The footprint of the housing area as depicted is the best fit for the ten (10) CHUs and some gravel base may need to be placed to accommodate the configuration. Adjustments to this configuration must be approved by the 353rd SWTS and the assigned SWTSS Program Manager.

2.3.9. Contractor shall provide user’s manuals where appropriate and schedule onsite training with the Government or its contractors to explain the proper operation and maintenance (O&M) instructions after all the parts have been installed but before project completion.

2.3.10. An option should be provided to include the installation of shades over the containers or the potential common areas. These shades should comply with all the current regulations including the capacity to withstand the winds specified for the Camp Bullis area.

2.4. General Installation Activities: The contractor shall coordinate with Government representatives for all equipment installation activities. The contractor shall perform the installation in accordance with manufacturer standard procedures. All equipment shall be installed with little or no disruption to existing operations. Any disruption of operations shall be coordinated with the project Point of Contact (POC) of the Tactical Air Control Party Apprentice Course Superintendent or his designated representative. The project POC will be provided notification, schedule and requested approvals.

2.5. Testing: The contractor shall ensure all equipment is tested, as required, prior to operational use, before the Government accepts the project as completed. The Government or its representatives will witness any and all testing of installed equipment. The contractor shall perform end-to-end system component and functionality testing during the installation phase in accordance with manufacturer’s installation and testing standard procedures, as required. The contractor shall test the equipment according to the manufacturer’s diagnostic and readiness test specifications after installation activities are completed. The contractor shall utilize the equipment manufacturer’s standard commercial/quality control practices to verify that the all equipment meets the requirements as a basis for acceptance by the Government.

2.6. Warranty: The contractor shall provide the standard manufacturer’s warranty plus a five year option for all equipment, and at least one year warranty on workmanship to start counting after Government acceptance of the installation. The warranty support shall include, but not limited to, as applicable, repair and replacement of damaged or faulty equipment within the warranty period at no additional cost to the government. The contractor shall respond to support requests within 48 hours of the request made via telephone or email and shall respond on-site within 7 business days of the support request as required. The processes to manage warranty support shall be clearly described in the contractor’s proposal. Warranty services shall include normal “break-fix” service and shall be consistent with industry standards.

2.7. Project Acceptance: The Government acceptance date will be defined as the date the Government approves the contractor final invoice in the DFAS WAWF system.

2.8. The customer maintains possession of all replaced items.

3.0. DELIVERABLES:

3.1. Contractor format for the deliverables is subject to Government acceptance. All deliverables are subject to Government acceptance. Deliverables are to be transmitted with a cover letter, on the prime contractor’s letterhead. To the fullest extent possible, the contractor shall use processes taking full advantage of electronic storage, distribution and manipulation of information.

4.0. PERFORMANCE:

4.1. Period of Performance: Due to evolving mission requirements, the project shall be completed no later than 90 calendar days after award. Completion shall include freight shipment of equipment, inside delivery, unpacking, assembly, placement, testing, debris removal of all products, site cleanup, and user training and acceptance (to include all owners’ manuals).

4.2. Place of Performance: The primary place of performance for installation related activities shall be in or around Government facilities at Camp Anderson Peters training site, Camp Bullis, Texas (see Attachment A).

4.3. Hours of Work: The installation shall be completed during normal duty hours (usually 0730 to 1630) Monday through Friday. The contractor shall coordinate with Government representatives for all equipment installation activities. Work shall generally consist of a 40-hour work week, excluding federal holidays. The contractor shall ensure continuity of operations during periods of Government personnel turnover and long-term absences. Long-term absences are considered those longer than two weeks duration. Active Government users will not be working within the facilities while this installation effort is accomplished.

4.4. Personnel:

4.4.1 Expertise and Experience: The contractor or installation personnel shall have experience in the application, installation and testing of the specified equipment and shall be responsible for providing personnel with the necessary expertise to complete the assigned tasks satisfactorily. The contractor or installation personnel shall have knowledge of, and comply with, all standard DoD security, and CE procedures. Personnel shall be capable of working independently and with demonstrated working knowledge of the equipment required by this SOO. The contractor shall designate an on-site project manager that will serve as a single point of contact for the Government.

4.4.2. Safety: The contractor shall not utilize individuals identified to the contractor by the

Contracting Officer or QAP as potential threats to the health, safety, security, general well-being, or operational mission of the installation and its population. This shall include individuals who are a potential threat as a result of prior felony convictions. Service provider

JBSA Lackland, TX Attachment 1 personnel shall present a neat appearance and be easily recognized as service provider employees.

5.0. SECURITY:

5.1. Clearance: All installation personnel assigned to this task shall be a United States citizen, shall have a Local Area Check (LAC) conducted by the contractor and shall identify possible security threats to the base Security Forces. The contractor shall provide the Government with the names, social security numbers, driver’s license numbers and state of issue, and birth date, of personnel performing on this task before they will be allowed on base. This information shall be provided a minimum of 72 hours prior to installation activities in order for the project POC to coordinate base access for assigned installation personnel. Personnel not meeting the minimal standards will not be issued an installation pass and will not be allowed access to the installation.

5.2. Badges: The contractor is required to provide identification badges for its employees. All contractor personnel shall wear these badges while on duty on the Government site. Badges are required to identify the individual, company name, and be clearly and distinctly marked as contractor. Size, color, style, etc. are to be mutually agreed upon by contractor and client.

5.3. Safety: The Contractor shall comply with all local safety regulations and procedures in effect at JBSA-Lackland, TX.
