RFP 3015-25
Issued by
Merrimack County, New Hampshire

About this file

This is a financial section from a Request for Proposal (RFP #3015-25) issued by the State of New Hampshire's Department of Administrative Services for the administration of medical benefits covering approximately 27,300 lives. The RFP solicits comprehensive third-party administrator services for the State's self-funded Employee and Retiree Health Benefit Plan, including active employees, dependents, and a Special Group of 510 subscribers from other organizations. Services requested encompass medical claims processing, network access, utilization management, ID cards, provider directories, data reporting, disease management, wellness programs, and related administrative functions. The proposal response deadline is April 17, 2025, at 2:00 PM Eastern Time. The initial contract period covers calendar years 2026 through 2029, with optional extension years through 2031. The RFP requires bidders to provide fees for two distinct populations: All Active Plans and Non-Medicare Retiree Plans.

Bidders must submit detailed pricing using a fixed Per Employee Per Month (PEPM) format for administrative and program fees across all contract years, with separate line items for medical administration, network access, utilization management, ID cards, provider directories, benefit materials, data reporting, disease management, and other services. Additional fees must be clearly identified and separated on monthly invoices, including partner provider network fees, non-contracted provider savings, subrogation, provider attribution, fraud and waste recovery, and enhanced claims editing services. The RFP requires current physician and hospital discount percentages as of March 1, 2025, for proposed networks across specific New Hampshire zip codes and Massachusetts, without projected or assumed discount percentages. Bidders must reprice actual medical claims data from January 1, 2024, through December 31, 2024, using their proposed networks and contractual arrangements, with all fees and savings clearly documented and explained. All fees must be guaranteed for each 12-month period and exclude commissions, with the State requiring transparent identification of all costs for which it will be responsible. The RFP mandates that all quoted fees represent mature basis pricing and include at least 18 months of runout administration, with provider discounts fully passed through to the State.
