About this file
This is a Financial Section of a Request for Proposal (RFP) #3015-25 issued by the State of New Hampshire's Department of Administrative Services for the administration of medical benefits covering approximately 27,300 lives. The RFP seeks a third-party administrator to provide comprehensive medical benefits administration services for active employees, dependents, and non-Medicare retirees across New Hampshire and surrounding New England states. The proposal response is due by April 17, 2025, at 2:00 PM Eastern Time. The contract will commence January 1, 2026, for an initial four-year period (CY 2026-2029) with optional extension years through CY 2031. The RFP requires bidders to provide detailed administrative and program fees in fixed Per Employee Per Month (PEPM) format for all active plans and non-Medicare retiree plans, including medical administration and claims processing, network access and leasing fees, utilization management, ID cards, provider directories, data and performance reporting, disease management, and wellness programs. Additional fees must be separately identified for services such as partner provider networks, non-contracted provider savings, subrogation, provider attribution, external vendor overpayment recoveries, and enhanced fraud, waste, and abuse prevention. The State will not be responsible for any fees not identified in the proposal, and all charges must be clearly identified on monthly invoices.
Bidders must provide current physician and hospital discount percentages as of March 1, 2025, for proposed networks across specified New Hampshire zip codes and the Boston, Massachusetts region, reflecting actual negotiated rates rather than projected discounts. The RFP includes claims repricing analysis requirements using actual medical claims data paid between January 1, 2024, and December 31, 2024, across three claim categories: active HMO plan participants (eligible charges totaling $319,252,439), active POS plan participants (eligible charges totaling $102,033,805), and non-Medicare retiree plan participants. All quoted fees must exclude commissions and assume mature basis pricing with at least 18 months of runout administration. Fees are guaranteed for each 12-month period and must assume full pass-through of provider discounts to the State with no retention to offset administrative fees. The State requires maximum fee guarantees and values proposals offering transparency and charge limits. Wellness program fees must be provided separately, and bidders may offer annual allowances to fund State wellness programs. No incumbent vendor is identified in the documentation, and the State self-funds its health benefit plan.
