About this file
This solicitation document outlines requirements for the manufacture of M34 HELLFIRE Dummy Missiles. The Army Contracting Command-Redstone seeks proposals to manufacture 56 missiles for initial award, with options to produce up to 100 missiles per year for two additional years. Proposals will be evaluated on price and technical factors, with award going to the lowest priced technically acceptable offer. Price evaluation will assess reasonableness, completeness, and total evaluated price. The technical evaluation will assess the offeror's production management and quality program for manufacturing the missiles in accordance with the technical data package and statement of work. Proposals must receive a rating of at least "acceptable" on each technical factor to be eligible for award.

W31P4Q-20-R-0004 Attachment 0010 04 March 2020
SECTION M – EVALUATION FACTORS FOR AWARD
A. EVALUATION – BASIS FOR AWARD:
The Government intends to award to the offeror whose proposal represents the LPTA offer in accordance with FAR 15.101-2. Technical tradeoffs will not be made and no additional credit will be given for exceeding acceptability. Award will be made to the offeror with the technically acceptable proposal with the lowest evaluated price, who is deemed responsible in accordance with the FAR and whose proposal conforms to the solicitation requirements. The solicitation requirements include all stated terms, conditions, representations, certifications and all other information required in Section L of this solicitation.
Unbalanced, inaccurate or incomplete price proposals may be the grounds for eliminating a proposal from competition. The Government will evaluate the proposed price using a price analysis in accordance with FAR 15.404-1.
The Government may make a final determination as to whether the offeror’s proposal is acceptable or unacceptable solely on the basis of the initial proposal submitted. Offerors are advised to submit proposals that are fully and clearly acceptable without requests for additional information. The Government intends to award one contract for the manufacture of the M34 HELLFIRE Dummy Missiles to be delivered in a HELLFIRE II Universal Container as a result of this solicitation.
B. FACTORS TO BE EVALUATED
The following evaluation factors will be used to evaluate each proposal:
Price and Technical. To receive consideration for award, a rating of no less than “Acceptable” must be achieved for each technical factor.
Factor 1: PRICE
The contract will be FFP. Each offeror’s price proposal will be evaluated based on the following criteria:
1) Reasonableness: The Government will evaluate the reasonableness of the offered prices. Normally, adequate price competition establishes a fair and reasonable price. Analytical techniques and procedures described in FAR 15.404-1 may be used, singly or in combination with others, to ensure that the final price is fair and reasonable.
2) Completeness: Price will be evaluated to determine if the offeror has proposed a price for each CLIN in section B of the RFP.
Incomplete price submissions may not be evaluated and the proposal may be eliminated from the competition.
3) Total Evaluated Price: The Government will evaluate offers based on the lowest aggregate total price. The Government will evaluate offers for award purposes by adding the total of all CLIN prices to determine the Lowest Aggregate Total Price.
Continuing the example from Section L, the total evaluated price that reflects the following quantities and prices would be $600 calculated as follows:
CLIN 0001AA $100.00 (Proposed Total CLIN Price) CLIN 0002AA $200.00 (Proposed Total CLIN Price) CLIN 0003AA $300.00 (Proposed Total CLIN Price) $600.00 (Total Evaluated Price)
The example above is provided for illustrative purposes only. All of the quantities and unit prices listed in the example are notional.
Factor 2: TECHNICAL
The Technical Factor consists of Production Management (Production Approach, Critical Production Equipment, Facilities, and Parts Sources) and Quality Program. The Technical Proposal will be evaluated to ensure the M34 HELLFIRE Dummy Missile with be manufactured in accordance with the TDP.
An evaluation rating of “Technically Acceptable” or “Unacceptable” will be assigned upon completion of the technical proposal evaluation. If an offeror receives a technical rating of “Unacceptable”, it will not be considered for contract award.
TABLE 1. Technical Acceptable/Unacceptable Definitions
RATING DESCRIPTION
Acceptable Proposal clearly meets the minimum requirements of the solicitation.
Unacceptable Proposal does not clearly meet the minimum requirements of the solicitation
The following factors will be evaluated in the technical proposal:
a) Production Management: The offeror’s Production Management
Plan (PMP) shall demonstrate the offeror’s readiness to begin production of the prescribed quantities in accordance with the delivery schedule. The evaluation will focus on the major areas of Production Approach, Critical Production Equipment, Facilities, and Parts Sourcing.
1) Production Approach: The offeror’s Production Approach will be evaluated to determine if the offeror adequately and completely describes the process necessary to produce a M34 HELLFIRE Dummy Missile in accordance with the SOW and TDP. The Production Approach shall demonstrate the offeror’s understanding of the manufacturing processes required to produce the M34, including but not limited to, robotic and manual welding, soldering, painting and shoe installation. Welding certificates of the offeror’s employees will be evaluated to determine if offeror’s welders meet the standards set forth in MIL-W-8604 (superseded by MIL-STD-2219).
2) Critical Production Equipment – Tooling, Fixtures and Test Equipment:
The offeror’s proposed Tooling, Fixtures and Test Equipment will be evaluated to determine if the offeror demonstrates an understanding of the production equipment required to manufacture the M34. The offeror’s description of how it tracks, manages, and maintains tool calibration schedules will be evaluated to determine if the offeror understands the need to maintain the tooling.
3) Facilities: The offeror’s access to manufacturing and storage facilities will be evaluated to determine if the offeror understands the facilities required for production of the M34 in accordance with the SOW and TDP, in the quantities set forth in the delivery schedule. The offeror shall demonstrate that it has facilities for receiving, stocking of parts, production, in-house Chemical Agent Resistant Coating (CARC)-capable painting, inspection and testing, and finished goods holding/storage.
4) Parts Sources: The offeror’s access to all parts and parts sources needed to produce the prescribed quantity of the M34 in accordance with the requirements of this RFP and delivery schedule will be evaluated. The offeror shall demonstrate that it has all major parts in inventory or has a plan to acquire all major parts in a timeframe to support the delivery schedule.
b) Quality Program: AS 9100 and/or ISO 9001 certification or a quality program plan will be evaluated to determine that the offeror’s quality system is compliant with AS 9100 and/or ISO 9001 standards.
