INSTRUCTIONS, CONDITIONS, AND NOTICES TO OFFERORS
A. INTRODUCTION
The purpose of this section is to provide guidance to Offerors concerning the content and organization of their proposals. Proposals submitted in response to the solicitation will be evaluated in accordance with the criteria set forth in this Section and Section M. Pursuant to federal acquisition regulation (FAR) 15.306(a)(3), offerors are advised the Government intends to evaluate proposals and award without discussions with offerors (except clarifications as described in FAR 15.306(a)). Therefore, the offeror’s initial proposal shall contain the offeror’s best terms from a price and technical standpoint. The Government reserves the right to conduct discussions if the Contracting Officer later determines them to be necessary.
Offerors are cautioned that “parroting” of the technical requirements with a statement of intent to perform does not reflect an understanding of the requirement or capability to perform.
The Government's intent in specifying a format is not to restrict the ingenuity and resourcefulness of the Offeror, but rather to facilitate an equitable and timely evaluation. Proposals shall be specific, detailed, and complete. Elaborate format is not desired; clarity and completeness is essential. Proposals must document clear and convincing evidence that fully substantiates proposal claims relating to promised performance to permit a complete and accurate evaluation of each proposal. Inconsistencies between the various sections of an offeror’s proposal may indicate a lack of understanding of the complexity of the requirements and increased proposal risk, and could result in an unacceptable rating.
Alternative proposals will not be evaluated and are ineligible for award.
An alternative proposal is a proposal that materially changes the requirements or conditions of this solicitation.
B. PROPOSAL SUBMISSION REQUIREMENTS
1. The proposal is to consist of the following three (3) volumes and the offeror shall submit its proposal in hard copy, with accompanying digital copies to the Contracting Officer, as set forth below:

Hard copy proposals will receive an initial screening to ensure completeness and compliance with the solicitation requirements. Prospective offerors, in order to qualify as sources for this acquisition, must be able to demonstrate that they meet standards of responsibility set forth in FAR 9.104. The Government reserves the right to conduct a pre-award survey on any or all offerors to aid in the evaluation of each offeror’s proposal and ensure that the selected contractor is responsible. No award can be made to an offeror who has been determined non-responsible by the Contracting Officer.
6. In accordance with FAR 15.306(d), discussion sessions with each offeror may be held. If discussions are conducted, they will be held in a manner prescribed by the Contracting Officer.
