About this file

This is a Questions and Answers document for RFP 26-87776 issued by the Indiana Gaming Commission soliciting independent gaming laboratory services. The document addresses inquiries submitted by potential bidders regarding the certification testing of electronic gaming equipment, software additions, and feature changes required before deployment in Indiana casinos, racinos, sports wagering operations, and qualified charitable gaming organizations. The pre-proposal conference is scheduled for June 24, 2026 at 9:30 a.m. ET with both in-person and virtual attendance options. Written questions were due June 29, 2026 by 3:00 p.m. ET, with responses provided in this Q&A document posted by July 10, 2026. Proposals are due July 22, 2026 at 3:00 p.m. ET, and award recommendations are anticipated in Fall 2026. The contract term is four years from execution with an optional two-year renewal for a potential six-year total.

The Q&A document provides clarification on mandatory requirements, evaluation criteria, and operational expectations for prospective laboratories. Key topics addressed likely include requirements for ISO 17020 and 17025 certifications at U.S.-based facilities, demonstration of at least two years of certification testing experience for gaming regulatory agencies in commercial casino jurisdictions since January 1, 2007, compliance with specified Indiana gaming administrative rules, and maintenance of absolute independence with conflict-of-interest disclosures. This is a zero-dollar contract with the Indiana Gaming Commission, as all testing costs are billed directly to supplier licensees, casino operators, sports wagering platforms, and charitable gaming organizations seeking certification. Evaluation uses pass/fail assessment of mandatory requirements and quality scoring up to 100 points, with bidders required to submit three client references, Dunn & Bradstreet reports or audited financial statements for the two most recent fiscal years, Indiana Secretary of State registration documentation, and compliance certifications for E-Verify, drug-free workplace, and information technology security framework requirements.

1Other Documents1.5 Solicitation Outline7Attachments A, A1, and CSlides in the General Presentation of the Pre-proposal conference mention that Attachments A, A1, and C are required. However, Attachment A (Minority and Women’s Business Enterprises Participation Plan), Attachment A1 (Indiana Veteran Participation Plan), and Attachment C (Indiana Economic Impact Form) are listed as “Reserved” in the solicitation materials. Can the State please confirm if “Reserved” indicates these forms are not applicable and do not need to be completed or submitted as part of the response? The RFS is a modified version of the RFP and those documents are not included in the RFS model.
2Attachment D Cost Proposal TemplateRespondent Cost ProposalN/A, Excel FileHourly RatesThe Cost Proposal requests a single hourly rate for the services. As a global company serving a wide range of suppliers and manufacturers, our pricing may vary depending on the type, complexity, and location of services provided. Please advise. Please provide an estimate of your hourly rate range. All fees are paid by the casinos, not the state, so it is up to them to pick vendors from the approved list.
3Other Documents1.46Indiana Economic Impact FormI didn’t see the Indiana Economic Impact Form( Attachment C) as mentioned on page 6 of the Main RFS Document , is this required? If so I didn’t see the attachemtn in the bid documents that were published. This was an oversight on the RFS document which is a modification of the RFP. The Indiaian Economic Impact for is not included in the RFS process.
