About this file
This is a Question and Answer Response document for RFP 26-84944 issued by the Indiana Department of Administration (IDOA) on behalf of all state agencies and the Indiana Department of Transportation (INDOT) to establish a quantity purchase agreement for mobility vans. The procurement seeks to acquire approximately 195 vehicles annually across multiple categories: up to 80 low floor minivans, 50 small transit cutaway vehicles, 15 large transit cutaway vehicles, 40 medium transit vehicles, and 10 Ford Transit Cutaway vehicles. The pre-proposal conference was held on October 29, 2025, with proposals due December 17, 2025, at 3:00 PM Eastern Time. The initial contract term is two years with options for three additional one-year renewals, potentially extending to five years total. The Q&A document contains 71 substantive responses addressing bidder inquiries regarding vehicle specifications, technical requirements, cost proposal formatting, contract terms, and compliance documentation across all vehicle types specified in Attachments D and M of the RFP.
INDOT has approved numerous specification modifications and clarifications in response to vendor questions, including acceptance of alternative backup camera systems, revised battery specifications for Ford Transit Cutaway vehicles, updated seat belt configurations, modified wheelchair accessibility dimensions aligned with WC18 standards, and acceptance of alternative flooring materials such as thermoplastic honeycomb panels. The state confirmed that no bid bond is required and that financial surety is not a requirement for this solicitation. Pricing will be based on the Cost Proposal Attachment D, with provision for annual price increases utilizing Producer Price Index Series for body portions and OEM chassis invoice pricing for chassis portions. The estimated total spend is approximately $20,497,026 over two years, with federal Section 5310 and 5311/5339 funding covering at least 80 percent of vehicle purchases; INDOT increased its share to 85 percent to assist subrecipients. The contract will serve 44 Section 5310 and 46 Section 5311/5339 subrecipients throughout Indiana, and vendors must comply with extensive federal requirements including Buy America provisions, Americans with Disabilities Act regulations, FTA bus testing standards, and Altoona Testing protocols.

| 13 | Attachment D Cost Proposal Template | Mobility Vans sheet | NA | Price Increases |
All past QPA’s for Mobility Vans, as well as current QPA 44253, included terms for annual price increases, however, there are no provisions or terms in the bid documents related to price increases. RFP 20-005 (QPA 44253) included the annual price increase terms on Attachment D Cost Proposal.
We are confident that no bidder would accept a multi-year contract without price increase provisions and could result in bidders choosing not to bid. We request the bid and awarded contract include terms for a 2 component annual price increase as follows:
1: Body portion price increase based on Producer Price Index Series ID WPU1413 / Truck and Bus Bodies. This does not include the chassis portion of the base vehicle price.
2. Chassis portion price increase based on OEM chassis invoice pricing. The chassis portion of the vehicle does not include any mark up costs, and a chassis increase would only be for the actual chassis cost increase from the last model year to the new model year.
| It is not reader friendly to fit the complete details in this Q&A cell. For a complete explanation, please see PDF Q&A No.4 Request for Annual Price Increases | Given the constant flucation in prices, INDOT is amendable to this request. | ||
| 14 | Attachment D Cost Proposal Template | Mobility Vans sheet | |
| Rows 13 & 14 | In the Note, if references Attachment I two times | ||
| We request this be revised to Attachment M | Revised | ||
| 15 | Attachment D Cost Proposal Template | Mobility Vans sheet | |
| Low Floor Minivan | Cells C37 | Rear Entry Ramp | |
| The Braun rear entry conversion does not modify the lower parts of the sliding passenger doors like the side entry. As a result, the step heights are higher. All rear entry vans sold on QPA 44253 included a running board / step. With the running board, the step is 14" from the ground. Without the running board, it is 24". Please see PDF Q&A No.6 LFMV Rear Entry Step Heights |
| We request the state revise the option to: Rear Entry Ramp including a running board / step on each side of the van that can be accessed by all 4 passenger doors. | INDOT has revised the option to include the running board/step on each side that can be accessed by all 4 passenger doors. | ||
| 16 | Attachment D Cost Proposal Template | Mobility Vans sheet | |
| Low Floor Minivan | Cells C38 |
C39 C40 Optional Side Entry Folding Ramps 30" x 45" folding ramp 30" x 62" folding ramp 31" x 57" Ramp Note that this corresponds with Q&A No.42.
These 3 ramps are no longer available and we request that these options be deleted.
There is one optional side entry ramp available which is the 30" x 57" Swing Away Ramp .
| We request this be added to the Cost Proposal. | INDOT has revised the option checklist for Low Floor Minivan to exclude the three unavailable ramps and to add the 30 inch by 57 inch swing away ramp. | ||
| 17 | Attachment D Cost Proposal Template | Mobility Vans sheet | |
| Low Floor Minivan | Cell C41 | Q-Straint Model #Q-10010 QRT-360 Retractors are on Attachment D Cost Proposal as an option, but they are specified as mandatory on Attachment M, A23 on page 11. | Note that this corresponds with Q&A No.41. |
| Many QPA customers prefer the QRT Deluxe for the Low Floor Minivans. We request the option be revised in Attachment D to Q-Straint Model # QTR Deluxe Model Q-8100-A1-L with L-Track Fittings and Q8-6325-A Standard Lap & Shoulder Belt Assembly. | INDOT has changed Attachment M specification to reflect the preference for QRT Deluxe retractors for low floor minivan. Attachment G option for QRT-360 Retractors will remain the same. | ||
| 18 | Attachment D Cost Proposal Template | Mobility Vans sheet | |
| Small | Cell C45 | Delete Lift: / specifies: | |
| Total seated capacity shall be 12 plus the driver. | 12 passengers on this size body leaves an excessive amount of open floor space in the passenger area. Increasing to 14 passengers will allow this to remain as a Non CDL bus, and still leave 37" seat spacing (34" hip to knee spacing) on the driver side and 45" seat spacing (42" hip to knee spacing) on the curbside, and increase value for the operator. |
Please see PDF Q&A No.9 Small Delete Lift 14 Passenger Floor Plan.
We request changing Cell C45 to:
| Total seated capacity shall be 14 plus the driver. | INDOT has changed the option checklist to reflect total seat capacity of 14 plus the driver. | ||
| 19 | Attachment D Cost Proposal Template | Mobility Vans sheet | |
| Small & Large | Cells C63, C85 | Flat Floor With No Wheel Wells | |
| The E-Series flat raised floor adds 1/2" to first step height from the ground. (Note: Transit Cutaway flat raised floor first step meets the 12") |
Please approve:
| The first step height from the street level shall not be more than 12.5 inches from the ground. | INDOT has changed the option checklist to reflect this request. | ||
| 20 | Attachment D Cost Proposal Template | Mobility Vans sheet | |
| Small, Large & Transit Cutaway | Cells C67, C95, C123 | Diagnostic scanner tool, available for purchase if requested | During the last two QPA's 15273 & 44253, this has been ordered less than 5 times. Transit operators can easily be purchase directly off the internet for less than $100 and also allow them to select a scanner from numerous styles and capabilities that best fits their needs Diagnostic scanner tools are not a common purchase item for dealers, and creates one-off administration for a special order. |
| We request these 3 identical options be deleted from Attachment D Cost Proposal. | INDOT has deleted the diagnostic scanner tool from the option checklist. | ||
| 21 | Attachment D Cost Proposal Template | Mobility Vans sheet |
"Large" Cell C71
C72
C73 Body Length : 270" Overall Length and 26" minimum hip to knee room
Body Length: 285" Overall Length and 34" minimum hip to knee room.
12 Ambulatory 2 W/C Bus Body Size
Please consider that these 3 options have "morphed" over the last two QPAs 15273 & 44253 into what they are today, and could be greatly simplified to one option The listed body lengths of 270" & 285" are specific to pre-COVID body sizes which no longer exist. The QPA 44253 offered 279" & 291", and in addition, QPA 44253 moved solely to the 291" mid contract. Any shorter body length creates very tight spacing between the wheel well and rear wall for the larger retractors.
Please see PDF Q&A No.12 Medium 291 inch 12+2 Floor Plan.
Lastly, please note that these are currently categorized as an alternate body size "Large Transit", which is very confusing to purchasers. QPA Transit operators who are familiar with this size refer to these as a Medium Transit Vehicle. We request the following revisions:
Cell C71 / request this be deleted (see Cell 73 requested revision below):
Body Length: 270" Overall Length and 26" minimum hip to knee room.
Cell C72 / request this be deleted (see Cell 73 requested revision below):
Body Length: 285" Overall Length and 34" minimum hip to knee room.
Cell C73 / request to add bold underlined text as follows :
12 Ambulatory/ 2 W/C Bus Body Size (Medium Transit Vehicle): In lieu of the standard body size. Minimum 156 inch wheelbase. This passenger body size vehicle will incorporate all specifications, dimensions and standard items listed (except floor plans) for the standard body size. Floor plans for the 12 ambulatory/2 wheelchair bus body size will be determined by Respondent and purchaser prior to issuing the purchase order. 291" minimum Body length and 33" minimum hip to knee room (Option Must be Available)
| INDOT has changed the option checklist to reflect this request. | |||
| 22 | Attachment D Cost Proposal Template | Mobility Vans sheet | |
| Transit Cutaway | After Cell 101 | Request to add: Optional Ford Transit Cutaway body size. |
Please see PDF Q&A No.13 Ford Transit Cutaway Optional 138 WB 6+2 We request the following optional chassis size and floor plan be added as follows:
| 6 Ambulatory / 2 W/C Bus Body Size: In lieu of the standard body size. Minimum 138 inch wheelbase with flat floor (no wheel wells). This passenger body size vehicle will incorporate all specifications, dimensions and standard items listed (except floor plans) for the standard body size. Floor plans for the 6 ambulatory /2 wheelchair bus body size will be determined by Respondent and purchaser prior to issuing the purchase order. (Option Must be Available) | INDOT has added this option to the option checklist . | ||||||
| 23 | Attachment E Business Proposal Template | 2.3.5 | 2 | As issued: 2.3..5 Contract Terms/Clauses - Please provide the requested information in RFP Section 2.3.6 | Note this should be 2.3.5 and request it be revised. | Revised | |
| 24 | Attachment M Specifications, Terms & Conditions | NA | 1 | Page Header. When Attachment M was revised in Addendum 1, the header on page was changed to Attachment I. | The header should be corrected to Attachment M. | Revised | |
| 25 | Attachment M Specifications, Terms & Conditions | A5 | 6 | Sub Floor: The interior floor shall be insulated with 3/8” marine grade plywood to provide a smooth surface for flooring attachment and to minimize interior noise. | Braun currently utilizes Plascore which is superior to marine grade plywood. |
Please see PDF Q&A No.16 Plascore Honeycomb Thermoplastic.
We request the spec be revised to, or approved, for the following:
| Sub Floor: The interior floor shall be thermoplastic panels, consisting of a polypropylene honeycomb core with chopped glass reinforced facing on both sides – providing a durable water-resistant base with superior strength to weight ratio. The panels provide a smooth surface for flooring attachment and minimize interior noise. | INDOT has revised the specification. | ||||
| 26 | Attachment M Specifications, Terms & Conditions | A7 | 7 | Doors / Rear Emergency Exit Door (Liftgate): The rear door (liftgate) shall be equipped with a manual device for opening from the inside and outside, which may be quickly released but designed to offer protection against accidental release. The opening device shall be easily reached from the interior of the vehicle. |
The rear door shall include a lock warning system that will activate a light and buzzer in the driver’s area to alert the driver that the door is locked whenever the ignition is in the run position. The door lock warning system shall be independent from the rear emergency exit door ajar warning. The second paragraph in red is a new specification that was never a previous QPA requirement and we do not believe it is needed. Considering a Chrysler OEM van equipped with speed activated automatic lock controls and impact sensing unlock, this change is not recommended or even feasible. We believe only the first paragraph in blue (which has been the spec for the last two QPA’s 15272 & 44253), in conjunction with the Chrysler automatic lock controls, is best practice for the LFMV.
It is not reader friendly to fit the complete details in this Q&A cell. For a complete explanation please see PDF Q&A No.17 LFMV Lift Gate Lock Warning.
| We request the previous spec remain intact and the second paragraph be deleted. | INDOT has revised the specification and deleted the second paragraph. | ||
| 27 | Attachment M Specifications, Terms & Conditions | A11 | |
| 8 | Spare Tire. Specifies a full size spare and wheel | As presented to INDOT in March of 2025, the full size spare has a negative impact on cost and Buy America. We are requesting the spare tire spec be revised to the Chrysler OEM inflatable spare. Being Chrysler OEM, it improves the US Buy America content. In contrast, the full-size spare tire is an aftermarket kit consisting of a Mopar tire and parts. Mopar does not provide a content statement, so the matching full-size tire must be considered as foreign content when compiling Buy America percentage. The inflatable spare tire costs less, adds to U.S. content, does not take up any space in the rear of the van (full size spare does), and has a positive impact on Buy America compliance. |
Please see PDF Q&A No.18 LFMV Inflatable Spare Tire.
We request the spec to revised to the inflatable spare, or approve as acceptable.
| INDOT has revised the specification to an inflatable spare tire. | ||||
| 28 | Attachment M Specifications, Terms & Conditions | A22 | 11 | Ramp / Mid way down the top block, it specifies: |
When the in-floor ramp is deployed, it shall provide a minimum usable width of 30” and a slope of 12.5 degrees (maximum). We request the length of the ramp be added that allows the slope of 12.5 degrees, as follows:
When the in-floor ramp is deployed, it shall provide a minimum usable width of 30”, length of 63.5" and a slope of 12.5 degrees (maximum).
| INDOT has revised the specification and added "length of 63.5 inches" | |||||
| 29 | Attachment M Specifications, Terms & Conditions | A26 | 12 | Control Interlock | Please note that for RFP 20-005 back in 2020, Addendum 3 was issued because this section includes two independent Interlock control systems. No van converter uses both systems, so these should both remain, but be as an "either / or" specification combined into one paragraph. While Braun meets the lower spec, the top spec does not apply to their interlock system. We request this be revised. |
| INDOT has revised the specification | |||||
| 30 | Attachment M Specifications, Terms & Conditions | B2, C2, D2 | 14, 30, 47 | Driver area wall panels and rear AC bulkhead. | Please see PDF Q&A No.21 Vinyl Clad Plywood. |
| For the driver area wall panels, rear AC bulkhead & WC door header, please approve the standard vinyl covered plywood. | INDOT has revised the specification to include standard vinyl covered plywood in the driver area wall panels, rear AC bulkhead and wheelchair door header. | |||||
| 31 | Attachment M Specifications, Terms & Conditions | B7 | 15 | Axles. | ||
| The specified GAWR of 5,000 lbs. front & 8,500 lbs. rear apply to the E350 158" WB 12,500 lbs. | The GVW specified in B8 Frame is 11,500 lbs. which has different GAWR's. The E350 138" WB 11,500 lbs. have GAWR's of 4,600 lbs. Front and 7,800 lbs. Rear. Please revise. | INDOT has changed the specification. | ||||
| 32 | Attachment M Specifications, Terms & Conditions | B19, C19 | 16, 33 | Back Up Camera. As specified: Rosco Model STSK4730B with 7" diagonal LCD Color Monitor. This uses a separate monitor that must be mounted on the dash or driver overhead. This takes up valuable space and can also lead to a potential blind spot / safety hazard for the driver. | Please see PDF Q&A No.23 Rosco STSK4750B 7IN Mirror Monitor Back Up Camera. |
To match what QPA 44253 customers have and are used to, we recommend the spec be changed to the Rosco STS4750B which uses a rear view mirror with 7" monitor that replaces the Ford OEM rear view mirror.
| INDOT has changed the specification. | ||||
| 33 | Attachment M Specifications, Terms & Conditions | B20, C20, D20 | 17, 33, 50 | Speakers as specified: |
… with four (4) speakers (two driver area, two behind driver area, two rear). The spec calls for (4), but also 2, 2 & 2 a total of 6. For buses this size, 6 is more than needed. Specifying 5 where the driver area utilizes the Ford OEM speaker in the driver door is the most common configuration.
| We request this be revised or approved as:... with five (5) speakers, (one Ford OEM in driver door, two behind driver area, two rear). | INDOT has changed the specification. | ||||
| 34 | Attachment M Specifications, Terms & Conditions | B33, C33, D33 | 20, 37, 53 | Front Service Entrance |
3rd block from the bottom, last sentence:
| Thickness shall be measured from top of ribs of floor covering. | This is an old reference to RCA Rubber floors which has not been available for about 6 years, and does not apply to the GerFlor or Altro that is specified. | ||||
| We request this sentence be deleted. | INDOT has changed the specification and deleted this sentence in all three vehicle types. | ||||
| 35 | Attachment M Specifications, Terms & Conditions | B42, C42, D42 | 21, 38, 55 | Undercoating / Specifies: |
The Respondent shall undercoat the entire underside of the vehicle body including undersides of fenders and Undercoating shall not be applied to those areas of the OEM chassis where undercoating is not recommended. Ford does not include the chassis front fenders as areas that are not recommended to undercoat. Some operators prefer to have them undercoated.
| Please clarify if the Ford front fenders need to be undercoated, or not. | Undercoating shall be applied to the front fenders. INDOT has revised the specification. | |||||
| 36 | Attachment M Specifications, Terms & Conditions | B46, C46, D46 | 22, 39, 55 | Alignment. For all 3 Transit Buses, the last item in each section specifies: | ||
| Alignment documents to be provided with each bus. | Alignment requirements on the last 2 QPA's 15273 & 44253 included a caster/camber kit as this is best practice for proper alignment, maximizing mileage between alignments and minimized uneven tire wear. We request the Caster Camber Kit be added back into the spec. | INDOT has added the caster/camber kit back into the specification. | ||||
| 37 | Attachment M Specifications, Terms & Conditions | B51, C51, D51 | 23, 40, 56 | Diamond Plate Running Board | Please see PDF Q&A No.28 Punched Aluminum Self Draining Running Board. |
Punched aluminum is a better option as it allows for a safer step because it self drains water, melting snow and ice. The diamond plate does not.
We request the spec be revised to Punched Aluminum Self Draining Running Board, or at least approved.
| INDOT has revised the specification to a punched aluminum self-draining running board. | |||||
| 38 | Attachment M Specifications, Terms & Conditions | B54, C54, D54 | 23, 41, 57 | Seat Belts. The spec has been changed from the last 2 QPA's 15273 & 44253. As specified in this RFP, belts are to be Under Seat Retractable (aka USR). | Because QPA 44253 specified standard retractable seat belts in an addendum for RFP 20-005, NOT USR, we request the state to confirm USR is the requirement. While USR belts add cost compared the current standard retractable, they are more comfortable for passengers, have fewer failures, and only require 1 PN per bus since they are used for both rigid seats and foldaway seats. The QPA 44253 with retractable belts required 3 PN's per base vehicle. The USR would also allow for 1 seat belt extender where the QPA 44253 has 2 PN's. We recommend USR. |
We request the state confirms this change is required.
| INDOT has added "underseat" to the automatic retractable seat belts for passenger seating positions. | ||
| 39 | Attachment M Specifications, Terms & Conditions | B56, C56, D56 |
B69, C69, D69 24, 41, 57
27, 44, 60, 61 Mobility Aid Positions. As specified in B56, C56, D56 : Each mobility aid position shall be at least 30 inches wide and 48 inches deep.
As specified in B69, C69, D69 the 2nd blocks, 30 inches by 48 inches, and in the 5th blocks, they specify multiple larger dimensions to meet WC18. We suggest the references to 30 inches by 48 inches be removed and the specs be revised so all dimensions correspond with the larger WC18 dimensions. INDOT has removed the references to 30 inches by 48 inches in sections B56, C56 and D56.
In the 2nd block of this section for all three vehicle typies, the specification now reads "Each mobility aid position shall comply with WC18 recommendations."
40 Attachment M Specifications, Terms & Conditions B58, C58, D58 24, 41, 58 In the 3rd block Driver Stanchion As Specified: One vertical stanchion shall be mounted at the rear of the driver's seat next to the aisle.
Entrance Stanchion
| As specified: Another vertical stanchion as well as a barrier panel shall be installed at the rear of the front service entrance stepwell. | To clarify what QPA customer have been receiving and to match the Entrance Stanchion spec, we request the Driver Stanchion be revised to include as well as a barrier panel. | INDOT has revised the specification to include a barrier panel for the driver's stanchion. | ||||
| 41 | Attachment M Specifications, Terms & Conditions | B69, D69 | 27, 61 | The 6th blocks for the Small & Transit only state: The distance between centerlines of the tracks shall be approximately 50 inches. | Note the Large Transit does not include this. Since dimensions are dictated in the 5th blocks, we request the 6th blocks be deleted. |

| 42 | Attachment M Specifications, Terms & Conditions | B72, C72, D72 | 28, 45, 62 | As specified: Warranty, all body repairs as specified one year or 12,000 miles | The bus body manufacturer warranty for QPA's 15273 & 44253 has been 36 months or 36,000 miles. We recommend the spec be revised to 36 month / 36,000 miles as this is what QPA customers expect. | INDOT has revised the specification. |
| 43 | Attachment M Specifications, Terms & Conditions | B72, C72, D72 | 28, 45, 62 | As specified: |
OEM Warranty for chassis – 3 years/36,000 miles OEM warranty for transmission Please note that Ford has increased their Power Train warranty to purchasers with a valid FIN (Fleet Identification Number), and all QPA purchasers qualify for a FIN. The normal Power Train warranty without a valid FIN is 5 Year / 60,000 Miles. Ford has a 3 part warranty, as follows :
Basic Warranty 3 Year / 36,000 Mile Power Train with valid FIN / 5 Year / 100,000 Mile or 4,000 Engine Hours, whichever comes first.
Corrosion Perforation 5 Year / Unlimited Mileage
| We recommend that the specs to be revised accordingly. | INDOT has revised the specification. | ||||||
| 44 | Attachment M Specifications, Terms & Conditions | C25 | 34 | Wiring | Please note the last 3 sentences of the spec are duplicates of the 2nd, 3rd & 4th sentences above them. | INDOT has revised the specification. | |
| 45 | Attachment M Specifications, Terms & Conditions | D9 | 49 | Ford Transit Cutaway / Suspension Mor/Ryde | Ford Transit Cutaway operators do not typically specify the Mor/Ryde suspension as it is considered as overkill for this lighter GVWR chassis and not a good use of money. | ||
| We recommend deleting Mor/Ryde as a Ford Transit Cutaway requirement. | INDOT has deleted the Mor/Ryde from the Ford Transit Cutaway specification. | ||||||
| 46 | Attachment M Specifications, Terms & Conditions | D10 | 49 | Ford Transit Cutaway wheelbase of 138 inches. |
For proposed floor plans, notes and detail, please see 3 page PDF Q&A No.37 Ford Transit Cutaway Wheelbase 138 to 156 The 8+2 floor plan on the 138" wheelbase does not allow the required 52" minimum WC18 QRT 360 spacing. The 138" WB also does not allow the required foldaway seat on the rear driver side position enough space to meet the minimum 26" hip to knee on the driver side. Both the WC18 spacing and required foldaway can be met on the longer wheel base. The longer wheel base also allows the passenger capacity to be increased from 8+2 to 9+2.
We request the wheel base specification be revised to 156".
If the 156" becomes a requirement, we also suggest the passenger capacity on the either be increased to 9+2, or include an option to add 1 single rigid seat.
| Note that we are requesting an optional body size on the 138" WB with flat raised floor and 6+2 capacity on Attachment D Cost Proposal, see Q&A No.13 | INDOT has revised the specification to a 156 inch wheelbase as well as added an option for a 138 inch wheelbase with flat floor (6+2 capacity) to the Ford Transit Cutaway option checklist | ||||||
| 47 | Attachment M Specifications, Terms & Conditions | D19 | 50 | Back Up Camera. Specifies Rosco Model STSK4730B with 7" diagonal LCD Color Monitor. | The Ford Transit Cutaway comes with a Ford OEM camera and in-dash monitor. To add another camera & monitor is not needed, nor recommended. We request the spec be revised to the Ford OEM back up camera and monitor. | INDOT has updated the specification. | |
| 48 | Attachment M Specifications, Terms & Conditions | D24 | 50 | Battery System | |||
| Specifies Dual batteries with a minimum capacity of each battery of not less than 650 CCA | The Ford Transit Cutaway batteries unit of measure is Amp-hr., not CCA. The Transit comes with Dual AGM Batteries (70 Amp-hr. Each). Also note that AGM batteries are superior to lead acid batteries. |
| We request the spec be revised to: Dual AGM batteries with a minimum capacity of each battery of not less than 70 Amp-hr. | INDOT has revised this item. | |||||
| 49 | Attachment M Specifications, Terms & Conditions | D24 | 50 | Battery System | ||
| Specifies: The Ford OEM battery shall remain under the hood in the OEM location. The second battery shall be located in a skirt mounted battery compartment with hinged door for easy accessibility from outside the bus. | Please revise the specification based on the Ford OEM battery locations under the driver seat. Due to the OEM wire routing, these must remain under the driver seat. Even if wire could be re-routed, the Transit doe not have space to mount them in the skirt under the floor line or in the engine compartment. | INDOT has revised this item. | ||||
| 50 | Attachment M Specifications, Terms & Conditions | e. List of Possible Vehicle Options | 63 | The 3rd bullet on page 63 includes the Q-Straint Model # Q-10010 QRT-360 Retractors with L-Track Fittings as a possible option. The QRT 360 is standard equipment in A23 on page 11. | Note that this corresponds with Q&A No.8. |
We suggest changing page 63 to:
QRT Deluxe model Q-8100-A1-L with L-Track Fittings and Q8-6325-A Standard Lap & Shoulder Belt Assembly
| INDOT has changed Attachment M specification to reflect the preference for QRT Deluxe retractors for the low floor minivan. Attachment G option for QRT-360 Retractors will remain the same. | ||||||
| 51 | Attachment M Specifications, Terms & Conditions | e. List of Possible Vehicle Options | 63 | 5th Bullet is: Accessory, Low Floor Minivan 30" x 56" In-Floor Ramp | Note that this corresponds with Q&A No.7. | |
| The In-Floor ramp is mandatory equipment on Attachment M / page 4 / A1, not an option. We suggest this be revised to 30" x 57" Swing Away Ramp to correspond with the requested ramp revisions to Att D Cost Proposal. | INDOT has revised this item. | |||||
| 52 | Attachment M Specifications, Terms & Conditions | e. List of Possible Vehicle Options | 63 | 2nd to last Bullet: Accessory, Large Transit, Changeable Front And Side Destination Signs | This should match the Small Transit in the middle of the list and also to correspond with Attachment D, as follows: | |
| Hanover DD054 Front/DD139 Side & OCU Controller | INDOT has revised this item. | |||||
| 53 | Attachment M Specifications, Terms & Conditions | 4. Federal Clauses and Certifications | 72 | 1. 1. ACCESS TO RECORDS AND REPORTS…. | ||
| (a) A bid guarantee from each bidder equivalent to five percent of the bid price. The "bid guarantee" must consist of a firm commitment such as a bid bond, certified check, or other negotiable instrument accompanying a bid as assurance that the bidder will, upon acceptance of the bid, execute such contractual documents as may be required within the time specified. | This section in Attachment M appears to be from boiler plate FTA documents. In all of the RFP documents developed by the IDOA, there is no Bid Bond requirement. The last 2 RFPs that resulted in QPA's 15273 & 44253 did not require a bid bond. We are also not clear how a bid bond might be related to the RFP Main Document 1.25 Evidence of Financial Responsibility - see Q&A No.50 |
Is a bid bond required, and if yes, please confirm it is for 5%.
Also, if it is required, we need to understand what dollar amount the percentage will be based on. The awarded QPA will be a product offering where actual dollar amount and percentage are impossible to predict, so a percentage based on contract price does not seem to apply here. On Attachment D Cost Proposal, Cell G23, this is the only part of any RFP documents that has a "Total Bid Price", however, this is simply the total base vehicle prices for 4 vehicles, 1 of each type, so we do not believe this applies. Section A. Record Retention (Access to Record and Reports) should read as follows:
a. Record Retention. The Contractor will retain, and will require its subcontractors of all tiers to retain, complete and readily accessible records related in whole or in part to the contract, including, but not limited to, data, documents, reports, statistics, leases, subcontracts, arrangements, other third-party Contracts of any type, and supporting materials related to those records.
INDOT does not require a bid bond for this solicitation.

Cell G23 States: "Total Bid Amount: The amount that the Respondent proposes on Attachment D that represents their total, all-inclusive price." To document the 10/29/25 Pre-Proposal Teams conference, bidders were told that the Total Bid Amount is on Attachment D Cost Proposal / Mobility Vans sheet / Cell G23.
Please confirm.

| 58 | RFP Main Document | 1.4.6 | 11 | States… please refer to Tab A. Vehicle Minimum Specifications in Att D Cost Proposal | |
| Attachment D Cost proposal does not include a Tab A. We believe this a carry over from the 2020 RFP Attachment D where that RFP included a lot more vehicle types than just Mobility Vans. Please confirm Tab A. Vehicle Minimum Specifications is not part of Att D Cost Proposal. | Confirmed | ||||
| 59 | RFP Main Document | 1.25 | 24 | 1.25 Evidence of Financial Responsibility, it specifies: | |
| If the contract is greater than One Million Dollars ($1,000,000.00), financial surety or protection may be required. This will require the successful bidder to submit evidence of financial responsibility prior to submission of a fully executed contract. The evidence of financial responsibility shall not exceed 10% of the contract price. | This is not clear and we do not understand what may be required of the successful bidder. We are also not clear how this might be related to the Bid Bond - see Q&A No.44. While 1.25 states financial surety, we understand that to be a Surety Bond. However, a Bid Bond is a type of Surety Bond. Neither were required for the last two QPA's 15273 & 44253. And, in Q&A No.44, the Bid Bond percentage is specified 5%, and in this section it is 10%. Lastly, as stated in Q&A No.44, the awarded QPA will be a product offering where actual dollar amount and percentage are impossible to predict. |
Will this be required, and if yes, please clarify what is needed.
| Per INDOT, this is not a requirement. | |||||
| 60 | RFP Main Document | 2.3.14 | 31, 32 | Payment | |
| Respondent should be able to accept payment by credit card as an optional form of payment but should be able to accept other forms of payment from the State as well. In the Respondent’s proposal, the Respondent should agree to accept any credit card-user handling fees associated with acceptance of the State’s Purchasing Card. | We do not believe this applies to large dollar rolling stock capital purchases. There is no way to determine credit card handling fees. Plus, for the last 2 QPA's 15273 & 44253, ALL vehicle purchase payments from the state have been made via ACH. |
| We request this section be deleted. | With Mobility van purchases by INDOT subrecipients, INDOT has made ACH payments for federal funds directly to the vendor or directly to the subrecipient. Any federal funds for mobility van purchases paid directly to subrecipients are then combined with local share an forwarded to the vendor. | ||||||

| 62 | RFP Main Document | 3.2 | 35 | Step 1 / 5th Bullet / FTA bus testing states: (see page 83 of Attachment M) | Note that on page 83 of Attachment M, there is no reference to FTA bus testing | Updated to reference page 89 of Attachment M. | |

| 64 | Supplier Portal / Bid On Event | NA | NA | Bidding Instruction / Validate Entries | As discussed in the 10/29/25 Pre-Proposal Conference, the question was asked: what is Validate Entries and what does it do? | ||
| Please see PDF Q&A No.55 Bidding Instruction - Validate Entries | The "Validate Entries" function on the Secure Supplier Portal is a tool that allows bidders to check their bid responses for completeness and correctness before saving or submitting them. |
-It reviews all required fields and input formats in your bid response.
-It flags any missing or incorrectly entered information.
-It helps ensure that your bid is ready for submission by catching errors early.
Use before saving your bid if you want to catch issues early. It’s especially helpful if your bid includes complex data or multiple sections. It’s optional before saving, but automatically triggered when you submit your bid.
| 65 | Supplier Portal / Bid On Event | NA | NA | Step 2: Enter Line Bid Responses | As mentioned in the 10/29/25 Pre-Proposal Conference, Step 2: Enter Line Bid Responses includes a Bid link in the table. Do we do anything with that? | ||
| Please see PDF Q&A No.56 Step 2 Enter Line Bid Responses - Bid link | The Bid link opens the form where you enter your price or select 'No Bid' for that specific line item. Please be sure to either enter a price or select 'No Bid' for each line item before submitting your response. | ||||||
| 66 | Supplier Portal / Bid On Event | NA | NA | Addendums | As the state advised in the 10/29/25 Pre-Proposal Conference, there will not be any Addendum Acknowledgement forms for bidders to sign, and Addendums do not need to be uploaded on the portal. Please confirm. | Confirmed | |
| 67 | A7 | 7 | Doors Rear Emergency Exit Door (Liftgate) | The OEM chassis comes standard with speed activated locks, which activate when the vehicle reaches a preset speed. This would trigger the light and buzzer to alert the driver that the doors are locked. To unlock, the driver would need to press the unlock button at the driver’s door. However, this action is not necessary because the converted van is equipped with a quick-release manual override that allows the door to be opened from the inside, even when locked. This eliminates the need for a rear door lock warning system. A decal is provided with operating instructions. This feature ensures that the OEM safety feature, the speed-activated door lock, remains intact | INDOT has deleted the 2nd paragraph that indicated a lock warning system activated by light and buzzer. | ||
| 68 | A11 | 8 | Tires and wheels | Please consider the inflatable spare tire as the OEM chassis option, and since the OEM chassis has 56.79% U.S. content, the inflatable spare tire is counted at that same percentage. In contrast, the full-size spare tire is an aftermarket kit consisting of Mopar parts and a tire. Inflatable spare tire costs less and carries a U.S. content value providing a significant positive impact on Buy America compliance. | INDOT has revised this item. | ||
| 69 | A15 | 9 | Regular Passenger Seat | Was there supposed to be a question here? | |||
| 70 | Attachment F Technical Proposal Template | 1.4.6 Vehicle Requirements | 2 | Request for additional vehicle types | We at Model 1 Commercial Vehicles respectfully request that INDOA and INDOT consider amending this RFP to include The Braun Promaster Companion Van and the Arboc Spirit Low Floor Van and Buses. These vehicles have been designed as a true paratransit vans which means an improved experience for clients as it relates to dignity, inclusion and convenience/comfort. | ||
| • | Unlike a high floor cutaway, there are no stairs to climb to enter these vehicle and all riders enter through the same door. Many Public Sector fleet managers have told us that “no stairs” is no longer just a wish but a demand among the customer they serve. Low Floor vehicles address the question, “Why can I board a large City Bus without climbing steps but not a paratransit van?” | ||||||
| • | Passengers using a walker or crutches can now enter without assistance. | ||||||
| • | Non-ambulatory Passengers will no longer be required to sit in the back of the bus. Due to the Low Floor design, wheelchair securement positions are now in the front portion of the passenger compartment and closer proximity to the driver improves communication. | ||||||
| • | Ease of use – Both the Arboc and Braun Promaster ramps have seen improvements to their design that eliminated issues with getting bound-up during deployment. | ||||||
| • | The Promaster Companion Van now features an In-Floor ramp that stows below the passenger door opening, out of the way of passengers and the operator. | ||||||
| • | The Low Floor design means the operator only has to deploy the ramp once per stop which mean: | ||||||
| o | Fast loading times for improved efficiency. | ||||||
| o | Design decreases temperature fluctuations in the passenger cabin lowering recovery time. | ||||||
| o | Quiet ride benefits all, especially noise-sensitive passengers. | ||||||
| o | Decreased time riders spend waiting to be loaded in poor weather. | ||||||
| o | Improved driver satisfaction and retention because of simplified passenger loading. |
Both the Arboc and Braun vehicles have proven that they have a place in a fleet such as yours. They offer the Public Sector marketplace innovative products designed to meet or exceed your client’s need and they also meet or exceed all federal and state regulatory requirements including Buy America, Altoona Testing and FMVSS regulations.
We appreciate the opportunity to offer these products for your consideration during this procurement. Additional information is attached and more is available if needed. INDOT is not currently interested in the Braun Promaster or the Arboc Spirit low floor vans for the following reasons:
1. They're more expensive.
2. More expensive vehicles means our subrecipients need to raise evem more local match.
3. INDOT has looked into low floor vehicles before and determined they are not suitable for the needs of our subrecipients.
