About this file
This is a Business Proposal Attachment E form issued by the Indiana Department of Administration (IDOA) for RFP 26-84944 to establish a quantity purchase agreement for mobility vans serving all state agencies. The RFP solicitation was posted on October 15, 2025, with a pre-proposal conference scheduled for October 29, 2025, and proposals due on December 17, 2025, at 3:00 PM Eastern Time. The procurement seeks to acquire multiple vehicle types including up to 80 low floor minivans, 50 small transit cutaway vehicles, 15 large transit cutaway vehicles, 40 medium transit vehicles, and 10 Ford Transit Cutaway vehicles annually, primarily for transportation needs of older adults and people with disabilities. The initial contract term is two years with options for three additional one-year renewals, potentially extending to a total of five years. The estimated total spend for mobility vans is approximately $20,497,026 over two years.
Respondents must provide comprehensive financial documentation demonstrating stability, including Dunn & Bradstreet Business Reports or audited financial statements for the two most recently completed fiscal years, along with CEO/CFO certification of accuracy. The procurement will serve 44 Section 5310 and 46 Section 5311/5339 subrecipients throughout Indiana, with federal Section 5310 and 5311/5339 programs funding at least 80% of vehicle purchases, with INDOT increasing the share to 85% to assist subrecipients. Vendors must be registered to do business with the Indiana Secretary of State prior to contract negotiations and must comply with extensive federal requirements including Buy America provisions, Americans with Disabilities Act regulations, and specific testing standards. The RFP emphasizes opportunities for diverse vendor participation, including Minority/Women-owned Business Enterprise (MWBE) and Indiana Veteran-owned Small Business (IVOSB) designations. Respondents must provide three client references from similar projects, company financial information, proof of legal authorization to commit contractually, evidence of financial responsibility, and details regarding business continuity and disaster recovery plans, technology security measures for state information, and willingness to extend pricing to other governmental bodies.
