About this file

This is a Technical Proposal attachment document (Attachment F) for RFP 27-87901 issued by the Indiana Department of Education (IDOE) for Analysis of ILEARN and ACCESS ELP Data: Calculating and Using Student Growth. The contract requires the selected vendor to develop comprehensive growth measures, associated analytic models, decision rules, and validation methods aligned with NCIEA's Student Growth Percentile (SGP) definitions and Indiana's approved ESEA Plan. The vendor must demonstrate understanding of IDOE's statutory requirements and how their methodology supports Indiana's statewide accountability model as defined in 511 IAC 6.2-12. Key deliverables include analytic consultation and guidance throughout the contract period, with the vendor required to participate in recurring consulting meetings with IDOE and relevant partners. The proposal instructions require vendors to address six primary questions covering scope of work objectives, use of artificial intelligence in content development, compliance requirements, project management approach, deliverables and timeline adjustments, and key personnel qualifications.

The technical proposal must include detailed resumes and CVs for all key staff members, with demonstrated expertise requiring 7-10 years of experience in state-level student growth analyses, accountability metrics, or educational measurement systems (8+ years preferred), and an advanced degree in educational measurement, statistics, psychometrics, mathematics, data science, or a closely related field. Vendors must provide evidence of advanced expertise in growth modeling methodologies such as SGP, growth to standard models, or projected growth modeling used in statewide accountability systems, and demonstrate a proven ability to develop, refine, or apply growth models for state assessment programs. The submission must be organized with a table of contents listing page numbers for each question response, and supporting documentation may be referenced and included as appendices with clearly marked sections.
