e. Brief Description of the Project; Prepared an EID as part of the PER for the wastewater collection system for the Sleepy Farms Community, located within agricultural land of the lower Rio Grande. The Border Environment Cooperation Commission funded the PER and associated EID for Doña Ana County (DAC), the lead entity evaluating the feasibility of providing DAC wastewater collection services to the Sleepy Farms area of Vado.
Currently, on-site wastewater treatment, such as septic systems, is used and is creating health, sanitation, and environmental problems, primarily due to aging infrastructure. The EID was prepared per requirements outlined in the NMED’s Construction Programs Bureau State Environmental Review Process. The evaluated topics included important farmland, soils, general land use, floodplains, wetlands, water resources (surface and groundwater), biological and cultural resources, socioeconomics/environmental justice, and other important topics. In addition, as part of the public involvement process, conducted all agency outreach and coordination to gather input on the project. Also conducted one public meeting in Vado for members of the community.

c. Estimated Project Cost; $81,850
d. Project Begin and End Date; August 2019 to July 2020
e. Brief Description of the Project; GLA prepared a water audit, conservation plan and rate study for the City of Lyford. The rate study examined water and sewer rates. The rate study recommended several changes to budgetary practices since it was difficult to distinguish expenses and revenues associated with the water and sewer departments. We found that those departments were completely funding the animal control department.
Ultimately, we determined a surplus in the water budget, but recommended small increases starting in the coming years to fully fund the water department under future conditions. The sewer department was also found to have a surplus and we recommended increases start several years out and that changes in the structure be implemented to create better equity amongst customers.
