USDA APHIS PPQ Effluent Decontamination System – Laurel, MD

Attachment 1

Statement of Work for

Construction Services

April 2023

1.0 TITLE: Upgrade/Replace Continuous Flow Effluent Decontamination System (EDS)

2.0 LOCATION: U.S. Department of Agriculture (USDA), Animal and Plant Health Inspection Service (APHIS), Plant Protection Quarantine (PPQ), National Center for Applied Plant Protection (NCAPP), 9901 Powder Mill Rd, Laurel, MD 20708

3.0 PROJECT BACKGROUND: The NCAPP opened in 1979 to safeguard agricultural resources from the risks associated with the entry, establishment or spread of exotic plant diseases from foreign germplasm introduced into the United States. Over the years, expansion projects have added other Programs to the facility.

The 128,000 square foot facility is comprised of ten (10) connected buildings on 127 acres of property situated in a mostly wooded area. The campus includes greenhouses, screenhouses, offices, labs, and warehouse space.

Due to the multiple repair issues, antiquated equipment/technology, and reduced reliability to obtain key components or service, the current EDS is obsolete and needs replacing. The EDS is a thermal system and has a sole manufacturer, Environmental Waste International, that is located in Canada. This makes it extremely difficult to get service or secure replacement/spare parts. Several key components on the system are either deteriorating or inoperable. The system initially operated on a microwave principle; however, that function is not working. To compensate, six (6) immersion heaters, four (4) of which need repair, are used to treat waste. Ceramic disks are also fractured. These disks aid in maintaining pressure in the processing vessel and allow temperatures to rise above boiling point for sterilization. Per staff, it takes approximately four (4) hours to treat one load of waste and requires weekend operations to meet current waste disposal needs.

The EDS is connected to a subterranean storage tank that holds waste product before treatment. Currently, the facility treats 2,000 gallons/day of liquid slurry during peak season (summer) and 500 gallons/month during winter. Note: The first system installed had a 10-micron filter that would clog after a couple of runs. Even though the pit has grinder pumps, the pumps do not liquify the solids from the restrooms and plant material that may go down the drain. Operational and control voltages are 480 volts and 120 volts, respectively.

4.0 PROJECT DESCRIPTION: The purpose of this Statement of Work (SOW) is to procure construction services to install a new packaged (skid-mounted) electric continuous flow Effluent Decontamination System (EDS).
