1 GENERAL
1.1 SECTION INCLUDES
1.1.1 This specification states the requirements for a Mobile Chemical Effluent Decontamination System (MCEDS) used for the temporary decontamination of liquid laboratory waste via chemical and includes the engineering design and testing to provide a working system. System to include two 350 gallon chemical processing tanks, all valving, HEPA filters, pumps, controls, and installation inside of a 40’ high cube iso container.

1.3 APPROVAL
1.3.1 Manufacturer shall submit the following system for approval, and shall not begin construction until the materials have been approved by the customer.
1.3.1.1 Detailed P&ID drawing.
1.3.1.2 Detailed system drawings.
1.3.1.3 A detailed discussion and presentation of the step by step performance of the system and discussion of each feature, how it works, how it addresses safety, and the purpose of the design.
1.4 DESCRIPTION
1.4.1 BioSAFE shall include, but not be limited to the following equipment. BioSAFE shall engineer and fabricate a self-contained, Mobile Chemical Effluent Decontamination System to be contained within a standard 40’ high cube ISO container.
1.4.2 Engineering and Services by BioSAFE
1.4.2.1 BioSAFE shall provide engineering and services as required to provide a fully engineered, operational container mounted system. Engineering and services shall include, as a minimum the following activities:

1.4.2.1.1 Sizing and design of all components, based on the
operational conditions specified consistent with information supplied to BioSAFE by Customer. This shall include, two Effluent Collection/Chemical Treatment Tanks, tank mixers, chemical metering pumps, and all valving/control equipment.
1.4.2.1.2 Design of all piping and other accessories within the skid boundaries as delineated by BioSAFE’s Drawings. Drawings shall be created for all piping systems, complete with piping and valve sizes, types, descriptions of operation, pipe and valve numbers, and dimensional information.
1.4.2.1.3 Arrangement of all piping and equipment on each
Decontamination tank to allow for proper equipment access.
1.4.2.1.4 Design of all wiring systems and supply of wiring
interconnecting diagrams, schematics, and loop diagrams for all electrical equipment.
1.4.2.1.5 Creation of O&M Manuals for all supplied equipment.
1.4.2.1.6 BioSAFE shall within reason expedite the delivery of all equipment purchased in order to meet the schedule requirements. This includes continued correspondence with sub-vendors.
1.4.2.1.7 BioSAFE is responsible for providing the correct
specifications for materials of construction, relevant operating conditions and warranty requirements to all sub-vendors for all material and equipment purchased by BioSAFE.
1.5 SUBMITTALS
1.5.1 Proposal drawings shall illustrate completely the proposed construction. The proposal shall include complete dimensional and other information regarding materials, finishes, gauges, fasteners, calculations, and other pertinent information necessary for evaluation of the proposal.
1.5.2 BioSAFE shall submit “for approval” and “final” drawings containing critical interface dimensions (including bolt patterns), and overall dimensions.
1.5.3 BioSAFE shall submit any MSDS sheets for all applicable materials. This includes oils, solvents, sealants, coolants, and similar materials. MSDS sheets shall be supplied with the approval drawings.
1.5.4 2 sets of O&M Manuals shall be submitted after SAT, and an electronic copy shall be provided.
1.6 EQUIPMENT WARRANTY AND REMEDY
1.6.1 This sale is subject to BioSAFE’s Standard Terms and Conditions and BioSAFE shall warrant to the Customer that equipment of is free from manufacturing defects for one (1) year from the date of SAT:
1.6.1.1 BioSAFE guarantees to either repair or replace parts found to be defective, provided written or verbal notice of the alleged defect is provided within one (1) year from date of SAT. Warranty service and labor are included and are to be provided at the customer site of the equipment installation.
1.6.1.2 The warranty is not intended to include:
1.6.1.2.1 Ordinary wear and tear, erosion, corrosion.

1.6.1.2.2 Unintended use, misuse, abuse or improper handling, operation or storage by any third party.
1.6.1.2.3 Inability of BioSAFE or its subcontractors to make timely delivery on account of Acts of God, labor troubles, intervention or any civil or military authority, material shortages, delays by suppliers or any other cause reasonably beyond its control.
1.6.1.3 Equipment parts of accessories manufactured by others will carry the warranty (if any) of the manufacturer, or will be warranted by the system manufacturer, whichever warranty is longer.
2 PRODUCTS
2.1 MANUFACTURER
2.1.1 Product
2.1.1.1 BioSAFE Engineering LLC.
2.2 EQUIPMENT
2.2.1 BioSAFE shall engineer and fabricate a self-contained, ventilated, Mobile Chemical Effluent Decontamination System which shall contain the following major pieces of equipment, which are supplied by BioSAFE unless otherwise noted.
2.2.2 Biowaste Decontamination Tanks
2.2.2.1 BioSAFE shall supply Effluent Decontamination System tanks for collection and processing in the size and quantity as specified. Two Collection/Chemical Treatment Tanks shall be provided.
2.2.2.2 Collection/Chemical Treatment Tank 350 gallons useable;
2.2.2.2.1 The Decontamination Tank shall be used to accept gravity or pumped flow of biowaste water from the effluent sump pumps.
2.2.2.2.2 Decontamination tank shall be constructed of HDPE.
2.2.2.2.3 All connections to the tank shall be welded CPVC bulkhead fittings.
2.2.2.2.4 The Decontamination Tank shall provide a fresh water Clean in Place flush nozzle to flush any solid materials or residual chemical from the tank.
2.2.2.2.5 The Decontamination Tank shall feature the following:
• 8” cleanout port
• Horizontal configuration
• Common operational HEPA vent connection and HEPA
• 4 x point level detection with high level switch backup
• Cl concentration meter via conductivity. (Concentration shall be displayed at control panel in ppm)
• Top entry mixer with bottom mount steady bearing
• Tank CIP flush
• One drain for chemical processing to drain. Drain valves shall be flush mounted.
• Chemical injection nozzle and dip tube
• Elastomers to be Viton
• Fittings to be CPVC
• All hardware to be stainless steel

2.2.2.3 Chemical dosing pump system shall contain the following at minimum
2.2.2.3.1 Redundant positive displacement metering pump suitable for dosing 12.5% NaOCl
2.2.2.3.2 Level sensor and quick coupling systems for use with standard 350 gallon IBC tote
2.2.2.3.3 Safety relief device that relieves back to the supply tank or supply line
2.2.2.3.4 Back up connection for stand-by chemical drum with
isolation and switchover valves.
2.2.2.4 Secondary spill containment
2.2.2.4.1 Secondary spill containment to be provided below all components within system to have minimum capacity of at least 500 gallons.
2.2.2.5 Space conditioning
2.2.2.5.1 Space within the operating container to have electric heating system to maintain 50F within internal space with external temperature down to -32F.
2.2.2.5.2 space within the operating container to have cooling capacity to keep the interior space at or below 85F.
2.2.2.5.3 space within the operating container to have HEPA filtered exhaust system.
2.2.3 Piping
2.2.3.1 General
2.2.3.1.1 All piping to and from MCEDS is by others
2.2.3.1.2 All system piping, with the exception of the water flush lines, is CPVC schedule 80. All joints to be socket welded or flanged to the extent possible.
2.2.3.1.3 Water flush lines shall be copper tube, hard drawn, type L to
ASTM B88.
2.2.4 Valves
2.2.4.1 General
2.2.4.1.1 BioSAFE shall supply and install, as a minimum, all isolation and control valves as indicated on the referenced drawings.
2.2.4.1.2 Unless otherwise specified, valve materials exposed to the process shall be substantially similar to the materials of construction used in the adjacent piping. This includes, but is not limited to, corrosion resistance, general material type, and tensile strength.
2.2.4.1.3 All isolation (block) valves shall be positive shut-off ball type.
2.2.4.1.4 All ball valves shall be fully ported unless otherwise noted.
2.2.4.1.5 All valves located in gravity flow lines shall be fully ported.
2.2.4.2 Manual Valves
2.2.4.2.1 All manual gate and globe valves shall have rising stems.
2.2.4.2.2 All manual gate and globe valves shall be of an OS&Y design. All packing and gaskets shall be PTFE. Valve construction shall be carbon or stainless steel, depending on the service.

2.2.4.2.3 Manual ball valves shall be quarter turn. Seats, packing and seals shall be Viton. Valve materials shall be either carbon steel, stainless steel, brass, or CPVC depending on the service.
2.2.4.2.4 Ball valves shall be true union type.
2.2.4.2.5 All manual valves shall have position indication and pad lock in position capability.
2.2.4.3 Automatic Block Valves
2.2.4.3.1 All block valves shall be quarter turn ball valves.
2.2.4.3.2 Material of construction shall be CPVC with Viton seats
2.2.4.3.3 All automatic block valves shall be electromechanically actuated Sharpe or equivalent ball valves. Actuators shall be permanently lubricated and service free.
2.2.4.3.4 All block valves shall be provided with limit switches and local indicators to indicate valve open/closed status.
2.2.4.3.5 All automatic valves shall have provisions for manual actuation.
2.2.4.4 Safety Relief Valves and Check Valves
2.2.4.4.1 All relief valves in contact with the biowaste shall be of CPVC construction. Diaphragm, seats, and or seals shall be viton or halar.
2.2.4.4.2 Check valves shall be of all CPVC construction with Viton orings.
2.2.4.5 Solenoid Vavles
2.2.4.5.1 Solenoid valves shall have 24 VDC. Valve enclosure shall be NEMA 4. Solenoids shall be rated for continuous duty and shall have plc provisions for manual actuation. Coil insulation shall be Class F. Coils shall be watertight. Seals shall be rated to 95°C (minimum).
2.2.4.5.2 BioSAFE shall determine the type of valve action required for each device (i.e. two-way, four-way, sprint return, etc.) to allow for proper operation and failure modes.
2.2.4.6 Instrumentation
2.2.4.6.1 All transmitters shall be 4-20mA.
2.2.4.6.2 Local analog gauges shall be easy to read.
2.2.4.6.3 Unless otherwise noted, all instruments shall be NEMA 4 rated.
2.2.4.7 Filter
2.2.4.7.1 Operational Vent Filter
• A 1-1/2” flanged connection with low point decontamination drain shall be tied into a common vent HEPA filter to be located on the decontamination skid.
• Filter configuration to be parallel for redundancy.
2.2.4.8 Control Panel
2.2.4.8.1 BioSAFE shall supply one NEMA 4 control panel and one remote monitoring panel for the system.
2.2.4.8.2 The control panel or monitored sub-panel shall contain all PLC hardware required to control the Effluent Decontamination System.

2.2.4.8.3 Power for the control panel shall be provided by the customer at a single point of connection.
2.2.4.8.4 I/O may be panel based or machine mount type, but must be NEMA 4 rated. The panel shall be sized to accept all I/O for the MCEDS.
2.2.4.8.5 The control panel shall be supplied with the following equipment:
• Necessary circuit breakers.
• Necessary transformers.
• Siemens Processor (Mitsubishi, or Allen Bradley acceptable alternates). The PLC shall be modular and shall contain the necessary input, output, analog, thermocouple and communication cards.
• The interface screen shall be a NEMA 4 Touch Screen and shall have a graphical description of the system, including tanks, piping, valves, etc. The interface will also show the operator run times, temperatures, tank levels, pressures, etc. An alarm screen shall be provided to document and track system alarms.
• A recipe screen shall allow viewing and changing system parameters (time, concentration, etc.)
• The system shall incorporate multiple levels of security to prevent unauthorized access.
• An Ethernet connection will be provided to allow remote monitoring and remote on-line changes.
• On loss of power, the PLC will shut down in an orderly manner, all I/O to their predictable state. When power is restored, the CPU will automatically restart and resume the cycle it was in prior to power loss.
• The PLC shall provide a comprehensive list of alarms and rankings, and appropriate dry contacts sufficient to send ranked alarm data and status data to a remote monitoring and building management system. BioSAFE to provide and wire remote monitoring panel as described on the drawings.
• If modem connected, the PLC may have a technician list with email, cell or other phone numbers that may be selected as to who is on call, and the system shall call and leave a text message to those selected, that an alarm condition on the EDS system exists.
2.2.4.9 Access Steel
2.2.4.9.1 BioSAFE shall supply all ladder, stairs, grating, handrail, stringers, kickplates, and other miscellaneous steel as required to create an access system for the Decontamination tank instruments.
2.2.4.9.2 All access steel and vessel framework shall be constructed of type 304 stainless steel, aluminum, painted steel, or galvanized steel.
2.2.5 Shop Wiring and Electrical Installation
2.2.5.1 BioSAFE shall supply the following electrical work:
2.2.5.1.1 All wiring and wiring accessories within the supplied electrical panels by BioSAFE.

2.2.5.1.2 All wiring and wiring accessories required to interconnect tank control systems shall be provided by the BioSAFE in the form of a pre-fabricated wire duct for easy field reconnection by the installing Contractor.
2.2.5.1.3 Remotely mounted components to be field wired by the installing contractor.
2.2.5.1.4 Interconnect wiring to the building control system and remote signals shall be by the installing Contractor.
2.2.5.1.5 The entire electrical system shall conform to the details contained in the specifications.
2.2.5.2 Individual Conductors
2.2.5.2.1 Individual conductors used in control panel assemblies shall have Class “B” conductor stranding. Wire insulation for single conductors shall be 600 volt type MTW at wire gauge appropriate for the devices being connected and loads being carried.
2.2.5.2.2 All current carrying conductor shall have appropriately color coded insulation. All grounding conductors shall have green insulation.
2.2.5.2.3 All wiring shall be clearly marked on both ends.
2.2.5.3 Cable Assemblies
2.2.5.3.1 Cable assemblies shall consist of individual conductors of stranded copper. Each conductor shall have a flame retardant cross-linked polyethylene insulation rated for 600 volts with a 90°C rating. Unless otherwise shown on the drawings, the conductor shall be #16 AWG and shall utilize Class B standing.
2.2.5.3.2 Assembly shall be twisted pairs or twisted triads.
2.2.5.3.3 Each pair or triad shall be individually shielded. Shield shall consist of a 100% aluminium polyester tape with a 20 AWG copper drain wire.
2.2.5.3.4 Jacket shall consist of thermoplastic chlorinated
polyethylene material.
2.2.5.4 Terminations
2.2.5.4.1 Wire terminations, other than for PLC I/O terminations or special terminal strips, shall consist of spade or ring tongue lugs for all power and control wiring connections. Signal wiring terminations and PLC I/O terminations shall be suitable for the terminal strip type supplied by the PLC manufacturer.
2.2.5.5 Interconnecting Wiring Terminations
2.2.5.5.1 Wire terminals other than for PLC and DCS I/O terminations, where appropriate, shall consist of spade or ring tongue lungs for all power and control wiring connections. Signal wiring terminations and PLC and DCS I/O terminations shall be suitable for the terminal strip type supplied by the PLC or DCS manufacturer.
2.2.5.6 General Wire Duct Design
2.2.5.6.1 BioSAFE, in planning the wire duct system and shall run the duct where it will not interfere with normal walkway traffic.
2.2.5.6.2 Wire duct shall be grounded.

2.2.5.6.3 The routing of duct shall avoid conflict with passageways or access to equipment required for operation, removal or maintenance. Wherever practical duct systems shall be routed to run either parallel or perpendicular to building, walls or structures.
2.2.5.7 Conduit
2.2.5.7.1 Conduit shall meet local codes.
3 EXECUTION
3.1 INSULATION AND LAGGING
3.1.1 BioSAFE shall design, supply and install insulation and lagging for all piping and equipment provided as follows within the MCEDS iso container boundaries.
Generally, the following areas shall be insulated and lagged:
3.1.1.1 All cold water piping.
3.1.1.2 Any equipment or piping not identified above that requires insulation for personnel protection purposes (by others).
3.1.1.3 Asbestos in any forms shall not be allowed.
3.1.1.4 All siding, lagging, panels, flashing, supports and fasteners are to be designed to allow for the thermal expansion present. Expansion shall not cause un-insulated gaps where these may be a problem. The outer covering of the insulation shall not buckle during heating or cooling.
3.1.1.5 All materials shall be new, clean, dry and of the best workmanship. All materials shall be non-corroding.
3.1.1.6 No valves or critical process piping joints shall be insulated.
3.1.1.7 Caulking shall be silicone sealant or approved equal.
3.1.1.8 All insulation and caulking materials shall be suitable for the maximum hot surface temperatures encountered.
3.1.1.9 The insulation and lagging system shall be designed to withstand normal maintenance without incurring damage.
3.1.1.10 All insulation shall be jacketed as appropriate for damp locations.
There shall be no cut edges or other areas where it will be possible for the insulation to absorb moisture.
3.1.1.11 Insulation shall not be applied over damp, wet or frosted surfaces. All surfaces to be insulated shall be clean and dry prior to application of the insulation. Surfaces shall be thoroughly cleaned of loose scale, dirt, or other foreign material by use of wire brushes, scrapers, or other devices required to accomplish the work.
3.1.1.12 Insulation and lagging shall be installed to fit tightly at all seams and joints. Insulation shall be contoured to fit tightly around all equipment irregularities.
3.1.1.13 Where equipment, valve or instrument name or data plates are located so that they will be covered by insulation, the plate shall be permanently installed on the outer side of the insulation. Equipment name or data plates, located such that they are raised above the insulted surface, shall have the area under the plate insulated and be suitably flashed and caulked to prevent the entrance of moisture.
3.2 GENERAL REQUIREMENTS FOR NONDESTRUCTUVE TESTING (NDT)
3.2.1 All non-destructive testing shall meet the requirements of the applicable Code and/or Standard.
3.2.2 Factory Testing

3.2.2.1 The system shall be fully assembled and tested at the BioSAFE’s factory prior to shipment to the Customer.
3.2.2.2 BioSAFE shall be responsible for point-to-point wiring check of all wiring installed under this contract. Complete documentation, acceptable to the engineer, indicating performance of these checks shall be provided.
3.2.2.3 BioSAFE shall shop calibrate all instruments and provide documentation to the engineer.
3.2.2.4 BioSAFE shall conduct a full test of the chemical decontamination cycle at the factory and verify system operating performance by demonstrating system achieves 4000 ppm chemical concentration with 30-minute dwell time. Concentration shall be verified by an appropriate alternate means to the system sensors. The BioSAFE provide full results to the engineer demonstrating the system has functioned according to the requirements. Provision of all chemical and testing equipment shall be the responsibility of the BioSAFE.
3.2.2.5 BioSAFE shall be responsible for correcting any deficiencies identified during shop testing procedures. The MCEDS unit will not be permitted to ship to site until a successful FAT has been completed.
3.3 QUALITY ASSURANCE AND CONTROL
3.3.1 The Decontamination tanks shall be field inspected by the customer for shipping damage, defects and conflicts with the specifications.
3.3.2 BioSAFE shall provide qualified personnel to check out, commission and start-up the equipment once installed on site. Any deficiencies found shall be resolved promptly. BioSAFE shall provide operational and maintenance training to required customer personnel
3.3.3 The Customer shall provide qualified personnel to assist in the equipment start-up and site acceptance testing.
3.3.4 The installing contractor shall provide qualified personnel to support the equipment start-up, commissioning, and site acceptance testing.
3.3.5 The following “hold points” are required by Customer. Shipment of the Decontamination tanks is forbidden until a successful FAT is conducted or grants a written waiver of approval.
3.4 DELIVERY AND STORAGE
3.4.1 The Decontamination tanks shall be protected against water, dust and damage to the equipment during shipment.
3.4.2 The Decontamination tanks shall be shipped directly to the Customer at the address listed in the purchase order.
3.4.3 The Decontamination tanks may not be stored outdoors. Dust/water covers, and shipping tags will not be removed until installation and shall be sufficiently watertight to keep the material clean and dry during such indoor storage. The storage site shall be controlled to prevent condensation on equipment. The installing Contractor shall take necessary precautions to protect the equipment from damage by other trades during storage.
3.5 START-UP AND ACCEPTANCE TESTING: (SAT)
3.5.1 Submit pre-system start-up check list.
3.5.2 Submit certification from manufacturer confirming that installation is consistent with manufacturer’s recommendations.

3.5.3 Operate, adjust, measure and balance system performance.
3.5.4 Verify system operating performance.
3.5.5 Provide for two (2) days of operator training by a qualified factory representative.
3.6 ON-SITE TESTING
3.6.1 Each function of the operating sequence described herein shall be confirmed after installation is complete.
3.6.2 BioSAFE shall provide full results to the engineer demonstrating the system has functioned according to the requirements for certification. Provision and testing of the BIs shall be the responsibility of the Customer.
3.6.3 Chemical Decontamination
3.6.3.1 BioSAFE shall conduct a full test of the chemical decontamination cycle and verify system operating performance by demonstrating system achieves 4000 ppm chemical concentration with 30 minute dwell time. Concentration shall be verified by an appropriate alternate means to the system sensors.
3.6.3.2 Verify system operating performance as installed through a full run complete with biological indicators in the presence of the Customer and engineer. Provide documentation to the engineer showing no growth and system compliance with established requirements.
Provision of the BIs and the responsibility for testing the samples shall rest with the Customer.
3.7 OPERATING SEQUENCE
3.7.1 General
3.7.1.1 The user may select effluent treatment for the MCEDS system, or fully bypass the system using the installed manual valves.
3.7.1.2 While in treatment mode, the MCEDS tanks are constantly receiving liquid from the biocontainment facility.
3.7.1.2.1 In treatment mode the effluent flows into the treatment tank until 350 gallons has accumulated. At this point the chemical treatment hold starts and effluent from the effluent is directed to the second treatment tank.
3.7.2 Chemical Treatment Mode
3.7.2.1 Once effluent in the treatment tank has reached the minimum level required (agitator submerged) the agitator shall start, and the metering pump shall start metering in chemical in order to achieve 4000 ppm chlorine concentration.
3.7.2.2 When the holding tank is filled, the inlet header will close and effluent from the lab diverted to the second treatment tank. When a concentration of 4000ppm is confirmed, a timer shall start counting down a 30-minute dwell time. The agitator shall be active at all times.
3.7.2.3 After the 30-minute dwell time is elapsed the effluent shall be discharged direct to sanitary. After the tank is empty and the drain valve closes, the treatment tank isolation valve shall open and the tank shall again receive effluent from the laboratory.
