About this file
This document contains responses to pre-proposal requests for information (RFIs) related to Solicitation Number 12639523R0018 for an Effluent Decontamination System in Maryland issued by the Department of Agriculture Animal and Plant Health Inspection Service Marketing and Regulatory Programs Business Services. The RFI responses clarify that the period of performance is 480 days; the superintendent can serve as the site safety and health officer and quality control manager if properly trained and certified; the biocontainment barrier only needs replacing in impacted areas; the effluent decontamination system supplier should provide all valves for consistency; acceptable leak detection systems and models are identified; and the effluent decontamination system will have a standalone control panel with a BACnet IP interface to transmit relevant process information to the facility's automation system. Electrical area classifications are also provided for the boiler and treatment rooms.

PRE-BID REQUESTS FOR INFORMATION
Solicitation No.: 12639523R0018 Project Name: USDA APHIS (Effluent Decontamination System)
RFI-001 – General – Period of Performance
The Solicitation states the period of performance for the project is 340 calendar days.
The effluent decontamination system supplier (BioSAFE Engineering) communicated the standard lead time for their equipment is 48 weeks which does not include procurement, submittals, installation, or start-up and commissioning. Amendment 0004 changes the period of performance to 480 days.
Please provide a revised period of performance accordingly.
RFI-002 – General – Superintendent Roles
Please confirm the superintendent can also serve as both the Site Safety and Health Officer and Quality Control Manager. Confirmed, however the superintendent should be trained/certified in these specific areas to function as the Site Safety and Health Officer and Quality Control Manager. Additionally, it is not recommended the superintendent perform worker duties such that it would inhibit his/her ability to properly oversee and manage site construction.
Additionally – Please confirm the project manager can serve as the superintendent in the event the superintendent is unavailable. Confirmed
RFI-003 – Painting – Biocontainment Barrier Limits
Please confirm the biocontainment barrier only needs to be replaced in areas impacted by the work (e.g. knock-out wall, process mechanical penetrations, electrical penetrations, etc.) and does not need to be removed and replaced in its entirety. Confirmed
RFI-004 – Process Mechanical – Valve Supplier
Sheet M-DG-002 shows the effluent decontamination system supplier (BioSAFE Engineering) provides almost all valves on the project.
The effluent decontamination system supplier (BioSAFE Engineering) should provide all valves on the project for consistency and conformity (e.g. valve manufacturers). Sharpe - See attached
Please confirm this is acceptable. Contractor to supply valve/valves that BioSAFE would not supply as indicated on the contract drawings or specs.
RFI-005 – Process Mechanical – Process Pipe Schedule Material schedules and insulation is stated on the contract drawing and specifications.
Please provide a detailed pipe schedule that includes the material, size, schedule, insulation requirements, double wall containment requirements, etc. for each process piping system. +CF pipe system or Equal
RFI-006 – Process Mechanical - Leak Detection System
Sheet M-P-001, General Notes et al. indicate a leak detection system is required for the contaminated water piping and maintenance return piping.
Please provide a make/model for the leak detection system and confirm the leak detection system is a standalone system. +GF+ Model 981Q Alarm Box detection system, PAL-AT Continuous Cable System, and Low Point Leak Detection System, or Equal.
If the leak detection system is not a standalone system - Please confirm if the leak detection system is integrated with the effluent decontamination system control panel, existing building automation system, or both the effluent decontamination system control panel and existing building automation system.
RFI-007 – Controls – Standalone System vs. Integrated System
The Documents show the effluent decontamination system as a standalone system - The effluent decontamination system control panel (control panel) is not shown to be connected to or integrated with the existing building automation system.
Please confirm the effluent decontamination system is a standalone system. Confirmed
If the effluent decontamination system is not a standalone system:
• Please confirm the facility controls integrator (Smart Building Technologies) is required to perform all control integration between the control panel and the existing building automation system.
• Please confirm the communication protocol for the control panel and the existing building automation system (e.g. BACnet).
• Please confirm the communication interface between the control panel and the existing building automation system (e.g. new raceway and cabling, existing raceway and cabling, cabling type, etc.).
• Please detail and define the control integration required between the control panel and the existing building automation system (i.e. analog points, discrete points, screen modifications, monitoring vs.
control, etc.). BioSafe will be installing a bacnet IP interface that can transmit all of the relevant process information to the facilities automation system.
RFI-008 – Controls – Sump Tank Level Monitoring
Please confirm level monitoring and/or level control of the existing sump tank through either the effluent decontamination system control panel or the existing building automation system is not required. The EDS system control panel will have level monitoring and alarm for the existing sump pit.
RFI-009 – Electrical – Electrical Area Classifications
Please provide the electrical area classifications for the Boiler Room and Treatment Room. The Boiler Room has no electrical area classification to the north of the mezzanine line, except for at any door coming out of the Treatment Room as described below. There should be no work installed plan south of the mezzanine line (i.e., to plan west of the Treatment Room). For the Treatment Room, which will be adequately ventilated:
Class I Division 1: Below grade within the grinder sump tank.
Class I Division 2: From finished floor to 3 feet above the floor in the entire room, for a 5-foot radius in all directions from any effluent leakage source within the room, and for a 5-foot radius and 3 feet AFF outside the room at any point from a door exiting the room. Utilize conduit seals where required within 18” entering/exiting either classified area. Locate all electrical equipment at least 5 feet from any process piping or equipment, and at least 3 feet AFF.
