About this file

This is an Apprenticeship Utilization Certification form issued by the State of Colorado Office of the State Architect for the State Buildings Program, applicable to public construction projects valued at $1 million or more. The certification requires general contractors to document that all identified firms in specified trades—including mechanical, sheet metal, fire suppression, sprinkler fitting, plumbing, and electrical work—participate in apprenticeship programs registered with the United States Department of Labor's Employment and Training Administration or state apprenticeship councils recognized by the federal government. Contractors must demonstrate that participating firms have maintained a proven record of graduating apprentices at a minimum of fifteen percent for at least three of the past five years, with supporting documentation from the Department of Labor's Office of Apprenticeship required to verify compliance.

The certification statement, mandated by 24-92-115, C.R.S. (SB 19-196), requires general contractors to provide union certifications for each trade and submit documentation that must be made publicly available by the contracting agency within thirty days of submission. The form establishes enforcement mechanisms whereby contracting agencies may direct immediate termination of any subcontractor found to have willfully falsified documentation or misrepresented qualifications, with potential debarment proceedings available to the State under 24-109-105, C.R.S., along with other legal remedies as appropriate.
