About this file
This is a Direct Labor Burden Calculation form issued by the State of Colorado Office of the State Architect for the State Buildings Program, involving the Colorado Department of Corrections and Facility Management Services. The form pertains to Project 2026-031M25, the RCC Fire Protection System Replacement project. The document serves as a template that contractors and major subcontractors must complete and submit for review prior to execution of a construction agreement. The form requires detailed breakdown of direct labor burden percentages, which encompass all benefits and overhead costs that contractors pay to employees on their payroll, including payroll taxes, pension costs, health insurance, dental insurance, life insurance, and other specified costs. Separate Labor Burden Calculation Sheets must be provided for the prime contractor and for each major subcontractor, defined as electricians, plumbers, mechanical contractors, excavators, millwork specialists, concrete contractors, and block layers.
The agreed-upon Labor Burden percentage must be mutually accepted by both the contractor and the Principal Representative and will be incorporated into the contract as part of Exhibit A. These rates will be used for calculating any future Change Order Proposals pursuant to form SC-6.312. The state reserves the right to require backup documentation confirming all information included in the labor burden calculation. The form itself contains line items for itemizing percentages of salary allocations across various benefit categories, with a total labor burden percentage to be calculated and documented.
