RE:
RFI Response IFB 2027000027 Fire Protection System Replacement, Rifle Correction Center 200 Co Rd 219, Rifle, CO, 81650
To all bidding contractors, Here are the responses to the supplied Request for Information (RFI) submitted for this project. The RFI identifies a scope change in question 6. This change requires removing the backflow preventers located in both Living Units and providing them to the owner.
1. Can the owner provide any fire pump inspection report that was completed by a licensed contractor. (I happen to know that Fire Pumps Sales and Services completed a fire pump test and inspection in the recent past and the information in that report will be very valuable.)
Response: There is an attachment to this RFI. The “20250515 Rifle Correctional Facility FPT Report” jockey pump and other items have since been repaired.
2. What is the plan of action if the fire pump does not preform as required upon reconnection? If the over heating problem persists with the new cooling water connection?
Response: This is outside of the scope of this project; these items will need to be addressed through modifications if & when they arise.
3. Would the owner entertain the idea of hiring a licensed fire pump contractor to test the fire pump to confirm functionality prior to receiving bids for this work scope?
Response: This is outside of the scope for this project; as noted during Pre-bid, the fire pump runs but is not in auto, as the cooling water could clog; thus, a staff member needs to be present when running.

4. We are concerned that the current cooling water (from the pond) contains debris that clogs the strainers and causes a fire pump overheating problem . What is the internal condition of the pipe that is supplied by the water storage pond? Upon reconnection of the fire pump (supplied by the pond) to the suppression systems in the living units, is this water source clean enough to be used? If debris from the pond is flowed into the suppression systems it will cause a critical deficiency and the systems will be deemed nonfunctional.
Response: This is not in the scope of this project; if an issue arises, we can discuss how to resolve it.
5. The owner stated that the underground lead-in to the living units have been pressure tested. How and when were they pressure tested?
Response: This is outside of the scope of this project; The jockey pump was recently repaired and maintains system pressure.
6. Have the back flow preventers in the living units been tested annually. No inspection tag was present on either fire sprinkler riser.
Response: This scope of work has changed and will now include removing both backflow preventers located in each living unit and providing them to the owner.
7. Is surface conduit acceptable in all areas where it cannot be concealed? An example would be modular trailers.
Response: Surface-mounted conduit in modular buildings is not acceptable. Conduit shall be routed behind all wall finishes.
8. In all areas where 811 will not locate (because of private property) we will need Owner to locate all and any lines underground for excavator to be aware. Please confirm.
Response: The contractor will be responsible for hiring a private, third-party locating contractor.
9. Please confirm 4-10 hour days are acceptable to the facility.
Response: 4-10 hour days are acceptable for this project.
10. Please confirm areas in main buildings are considered to have a complete conduit system that will need NEW wire installed in existing conduits.
Response: All devices and wiring shall be in conduit. All screws for conduit boxes and devices in offender areas shall be tamperproof. The existing conduit can be reused if in good condition.
11. Does any ditches need concrete encased?
Response: No concrete encasement is required.
12. For new fiber runs and connection of buildings does there need to be a separation of fiber in the underground ditches.
Response: The fiber optic cable routed for the fire alarm does not need to have separation from other fiber optic cable. It shall be labeled as “Fire Alarm” as the fiber optic cables enter and leave any junction boxes.
13. Verify Size of conduit for Fiber and Copper for Building Tie-Ins.
Response: The underground conduit to be used is a 2” conduit. The connections to each building shall remain the same size: 2” conduit.
14. Verify NO SMOKE Control in this project.
Response: This facility has no smoke control.
15. Verify DOC to provide and continue fire watch until new system is complete.
Page 3 Copyright ©10/6/2026 Jensen Hughes, Inc.All Rights Reserved.T0123
Response: The facility is currently on Fire Watch. This Fire Watch is provided by CDOC and will continue until this project is complete.
16. Per the specifications, a jobsite trailer is required. During the site visit, we believe it was mentioned that there would be no jobsite trailer required. Please confirm.
Response: A job trailer is not required for this project. The contractor can provide one if needed.
17. There is a question regarding the Network Panel. It does not seem that one has been spec’d out.
define the equipment and functions required. Our base includes networked fire alarm panels and the LED graphic mimic; computer-based graphics is a separate option. Please advise.
Response: The system may be from any manufacturer listed in the approved manufacturers in Specification 284621.11, Sections 2.8.A.1 and 2.8.A.2. The fire alarm annunciator shall also meet the specification requirements of 2.3.B. LED annunciators are unacceptable. The annunciator shall be an LCD type with at least 80 characters.
18. Per the specifications, any fire watch would be by the contractor, but it was mentioned during the site visit that fire watch would be by the owner. Please confirm who provides it.
Response: The facility is currently on Fire Watch. This Fire Watch is provided by CDOC and will continue until this project is complete.
19. The drawings require removing all old conduit and boxes, but the spec lets concealed ones stay. Please confirm that existing conduits are to be re-utilized with existing penetrations. If anything is to be removed, what must be removed, what can remain abandoned, and what we can reuse. Our price assumes usable existing raceways; new/replacement raceways and temporary or separated network pathways would be a change order.
Response: All existing conduit and boxes can remain as long as they are in the correct location for new devices and in good condition. Bushings will need to be installed if missing. All new or moved devices shall be installed in conduit and back boxes.
20. Please confirm whether a full-time onsite superintendent will be required on the job.
Response: Yes, a Superintendent is required, per Article 7 of the General Conditions. A sample was released with the Advertisement for Bids.
21. The Info for Bidders §5 and GC 9.3 say to exclude taxes, but the Bid Form ¶1 says "Bidders should include all taxes that are applicable.” Please confirm the applicable tax requirements and exemptions.
Response: A Colorado tax exempt form will be provided to the Contractor, but any local, county, jurisdictional taxes outside of the State may still be collected from those respective entities.
22. Do liquidated damages apply?
Response: There are no liquidated damages for this project.
23. FA-001 Note 4 says only the living units are sprinklered, but the fire pump building scope modifies an existing sprinkler system there. Please advise.
Response: Only the fire hydrants are currently tied to the fire pump. The Living Units used to be tied to the fire pump but were later removed. This project's scope of work ties the Living Units back into the fire pump.
24. The new underground alarm conduits and the water tap under the driveway to the fire pump house are described only in notes. Size, depth, route and paving repair are not shown. Please provide sizes, routes, depths, driveway-crossing details and restoration requirements for underground work.
Response: The contractor will be responsible for hiring a private, third-party locating contractor.
25. Limited specification sections were issued. Are there additional sprinkler and fire pump piping, plumbing, or site work specifications available?
Page 4 Copyright ©10/6/2026 Jensen Hughes, Inc.All Rights Reserved.T0123
Response: The sprinkler and fire pump drawings are descriptive enough for qualified plumbing and sprinkler contractors to perform the work without additional specifications.
26. Please provide more details on the required temporary guard service. Is this a separate requirement from the fire watch service? Will this be provided by the owner?
Response: The facility is currently on Fire Watch. This Fire Watch is provided by CDOC and will continue until this project is complete.
27. Can the owner provide any fire pump inspection report that was completed by a licensed contractor. (I happen to know that Fire Pumps Sales and Services completed a fire pump test and inspection in the recent past and the information in that report will be very valuable.)
Response: Please reference attachment. The jockey pump and other items have been repaired since inspection.
28. What is the plan of action if the fire pump does not preform as required upon reconnection? If the over heating problem persists with the new cooling water connection?
Response: This is outside of the scope of this project; these items will need to be addressed through modifications if & when they arise.
29. Would the owner entertain the idea of hiring a licensed fire pump contractor to test the fire pump to confirm functionality prior to receiving bids for this work scope?
Response: This is outside of the scope for this project; as noted during Pre-bid, fire pump runs but is not in auto as the cooling water easily clogs, thus a staff member needs to be present when running.
31. The owner stated that the underground lead-in to the living units have been pressure tested. How and when were they pressure tested?
Response: The jockey pump was recently repaired and maintains system pressure.
32. Have the backflow preventers in the living units been tested annually? No inspection tag was present on either fire sprinkler riser.
Response: JH: This scope of work has been changed and will now include removing both backflow preventers located in each living unit and providing them to the owner.

Annual Fire Pump ITM Summary
Inspection Summary Deficiencies Noted during inspection. Refer to Deficiencies report
Note: The fire pump controller was found not to be in automatic, nor was the jockey pump found to be energized or in automatic. Fire Pump Sales & Services, Inc. (FPS&S) also found the jockey pump mostly functional with clear freeze damage to the jockey pump body. Additionally, the jockey pump controller’s pressure switch appeared to still be functional, having been exposed to freeze damaging conditions that were relatively recently repaired. However, all three isolatable portions of the system (the underground, jockey pump line (isolation valve and check valve) and fire pump line (isolation valve and check valve) were all found to be unable to hold pressure for any reasonable time during testing. Thus, FPS&S foresaw any attempt to return this equipment to auto at the conclusion of this testing would result in the jockey pump short cycling, then the jockey pump would most likely fail to start, resulting in nuisance starting of the fire pump. Additional Note: There appeared to be no functional fire alarm monitoring of any of the devices in this fire pump system. Also, the alarm bell on the side of the fire pump controller appeared to be disabled to limit the volume of the ringing of the bell when the unit was in auto.
Note: The fire pump engine batteries appear to have been manufactured in 2011. Only one of these batteries had the electrical capacity to start the fire pump engine at the beginning of FPS&S’s testing. Later, after a number of starts (approx. 6) this battery appeared to no longer be able to start this fire pump engine. This indicated that the fire pump engine alternator is not operating correctly. Additionally, the fire pump controller battery charger does not appear to have a high-rate output function to assist in engine starting or to keep the fire pump batteries properly charged. Additional Note: This fire pump controller’s battery charger is now 25 years old and is a single battery charger for 2 batteries, which is no longer a currently acceptable design for new fire pump controller per NFPA Fire Protection Standard.
Note: The fire pump engine appears to have last been serviced in 2020. It is unclear if this was before or after the turbo charger for this engine was replaced following what appears to be an overheating event. This engine began to heat-up (rise above normal operating temperature) during our flow testing of this fire pump when the screens on the raw water loop became clogged with pond debris and the engine was no longer discharging any cooling water.
FPS&S foresee this being a problem for any UL Listed / <FM> Approved raw water-cooled diesel driven fire pump system installed with this water source. Note: The fire pump raw water-cooling loop, both automatic and manual portion appear to have recently been rebuilt. Once again it is unclear if this was before or after the turbo charger replacement.
Note: At the time of this testing, the fire pump room ventilation did not appear to respond to any fire pump running conditions; i.e. no combustion air was being automatically supplied to this running fire pump engine. This fire pump test was conducted with the pump room door open to prevent the engine from being starved of oxygen. Fire pump room heating appeared functional and the thermostat-controlled fan for cross-room cooling appeared functional however neither room louver ever opened.
Note: Please see the attached Understanding the Hazard (UTH) from Global for information regarding this fire pump’s drive coupling. Additional Note: FPS&S does believe this fire pump was originally aligned after this system was delivered, however FPS&S does not believe this fire pump has been “Lazer” aligned or aligned with another type of machine that generates a report.
Note: This fire pump appeared to be programmed for an auto-shut off condition after approximately 30 mins of starting on a pressure drop. FPS&S was never able to successfully test this fire pump for an auto start / auto stop to confirm this setting. Nor was FPS&S ever able to collect and compare the set points for the fire pump system as is outline in this report.

Testing Summary Per NFPA 25-8.3.7.2.3 (2023 edition) Fire pump meets the flow and pressure requirements of the most demanding system(s)
No Data Available.
Fire pump supplies 100 percent of rated flow
The fire pump was able to flow greater than the fire pump rated flow of 1500.0 (GPM). The max flow measured was 1500.0 (GPM).
Net pressure at each flow point is at least 95 percent from test curve generated from the fire pump nameplate note: within, meets or exceeds 95% is acceptable
At churn test point, net pressure of 92.0 (PSI) is within 90% of 89.0 (PSI) (max rated pressure) At 100% test point, net pressure of 77.0 (PSI) is within 95% of 75.0 (PSI) (100 rated pressure) At peak flow test point, net pressure of 0 (PSI) is not within 95% of 57.0 (PSI) (150% rated pressure)

Understanding the Hazard
Elastomeric Fire Pump Coupling Failures
The Hazard FM Global has been made aware of fire pump failures involving elastomeric (plastic) fire pump couplings. This coupling type has been identified as one that depends solely on an plastic material for power transmission. These failures have occurred suddenly and catastrophically during fire pump operations, severing the connection between the driver and the pump. If this were to occur during a fire, the loss of water flow and pressure to the facility sprinkler system could lead to an uncontrolled catastrophic failure.
Elastomeric couplings can often be identified by the orange color of the plastic insert (see photos on the right).
What you can do!
Replace the coupling on the electric (or diesel) fire pump.
The coupling on the fire pump should be replaced with a coupling that does not rely solely on elastomeric (plastic) material for power transmission. Examples of couplings meeting this requirements are:
pin and bushing, jaw, disc, or steel grid type coupling where the drive components are metallic. The fire pump manufacturer should be contacted for a coupling recommendation.
The estimated cost for replacing the coupling is about $3,000.
