About this file

This is a Fee Table document for the Department of Children, Youth, and Families (DCYF) Foster Care Housing Program (FCHP), effective July 1, 2026, establishing compensation rates for service providers across six geographic regions in Washington State. The document outlines reimbursement methodologies for both pre-lease and post-lease housing services, including monthly capacity payments, case rates per day, and travel time compensation. Pre-lease services are structured around Full-Time Equivalent (FTE) funding allocations ranging from 0.30 to 0.50 FTE across regions, with monthly capacity payments ranging from $1,757.41 in Region 1 to $3,385.35 in Region 4. Post-lease on-demand services utilize FTE funding bases ranging from 0.26 to 1.61 FTE, with monthly capacity payments between $3,150.30 and $22,655.82. The fee table authorizes specific referral capacities by region for State Fiscal Year 2027, with pre-lease capacity ranging from 20 to 45 maximum youth per region and corresponding authorized service days between 1,822 and 3,906 annually.

The compensation structure incorporates detailed wage data sourced from Washington State Employment Security Department, regionalized occupational employment and wage statistics for Direct Service Workers, supervisors, managers, administrative support, and executive directors. Operational costs are calculated on a per-FTE basis and include benefits (health insurance at $12,531, paid time off, holidays, and training totaling $8,178 to $9,848 annually), professional development ($700 per FTE), and fixed operational expenses such as office utilities, supplies, insurance, bookkeeping, HR and payroll services, cloud services, staff equipment, and recruitment. The document applies Washington State payroll taxes including Social Security (6.2%), Medicare (2.9%), FUTA (6.0%), SUTA (1.4%), L&I (3.0%), Washington Cares (0.58%), and Washington B&O tax (1.5%). Total annual FTE costs range from $146,451 in Region 1 to $169,268 in Region 4, with corresponding yearly capacity and case rate reimbursement amounts specified by region. The rate modeling approach reflects DCYF's commitment to transparent, data-driven funding that ensures sustainability, efficiency, quality of care, and economic viability for community-based service providers.

Baseline Operational Assumptions- Community Cost Context Technical Notes

Cost of Trainings (external non EBP trainings) $275 Per DSW FTE Per year These are typical costs agencies incur for most commonly required non-service based trainings (e.g. Mandated Reporting and CPR). Included in this estimate is the dynamic that agencies have internal capacity to meet non-technical training requirements

Standard Operations

Office & Utilities (Office, phone, electric,Internet) $406 Per FTE per month

These expenses are factored based on an FTE basis per month. Based on using published sources and, where possible, cross-referenced. Wide variations are present based on unique operational parameters. Utilities are estimated at $2.10 per square foot per year. Office supplies range by data source between $27 and $92 per FTE per month. Office furniture, a long-term asset, is estimated between $1500 and $2500 per required office space. Janitorial services is estimated based on local data.

Office supplies $32 Per FTE per month These expenses are factored based on an FTE basis per month based on third party research.

Insurance (property and liability) $239 Per service delivery Per FTE per month

These expenses are factored based on an FTE basis per month. A wide variance has been found between existing providers due to both the unique operational parameters and discretional management choices. This estimated average cost is based on estimates provided by the Washington Counseling insurance purchasing guide.

Bookkeeping & Accounting $22 Per FTE per month

This cost is based on estimates provided by third party online services. The costs related for the options can be fairly similar on an FTE basis.

It should be noted that there exists crossover between bookkeeping/accounting and HR/payroll. Many third party resources often bundle these functions. For this purpose, we have isolated them to support greater individualized of Provider costs.

HR & Payroll $105 Per FTE per month These expenses are factored based on an FTE basis per month based on estimates provided by third party online services.

Cloud services $32 Per FTE per month

Staff Equipment - Phones, Laptops, etc. $58 Per FTE per month These expenses are factored based on an FTE basis per month. The estimated amount is the cost of a phone and laptop with a 3-year depreciation schedule to reflect the expected life expectancy of the devices.

Recruitment Employment Ads $549 Monthly fixed

Given the high turnover of staff roles by providers it is expected that they will incur advertising expenses to recruit a skilled and diverse workforce. This line item is based on current costs for employment recruiting websites and/or newspapers. This is a non-FTE adjusted rate as multiple positions can be advertised with a single promotion.

General Operations - see notes 5%

All operations face unplanned costs which could include incidental items such as attorney, IT functions, maintenance staff, necessary unplanned repairs and other umbrella agency allocations/expenses. An operational overhead category is supported by industry financial data and by information provided by current providers.

The intent of rate modeling is for DCYF to ensure that the cost of services, as required by contract, is fully funded. DCYF's approach to this goal, is to have a process that is transparent and data driven that ensures fair and equal funding to all Providers serving children, youth, and families DCYF contracts with.

These are baseline assumptions for community based services. DCYF strives to identify and use rate modeling assumptions for a typical service that are consistent with sustainability, efficiency, quality of care, and economy.

When developing rate models for each service line, DCYF can make modification to these assumptions when the contract for services exceeds the standards represented below. For example, evidence based service often times have higher service requirements. If a range is prescribed by the model, the midpoint was used.

DCYF uses Washington State Employment Security Department wage data, which are an extension of the US Bureau of Labor Statistics Occupational Employment and Wage Statistics. Wages in this data set are regionalized and available by standard occupational classification (SOC) code for each position.
