About this file
This is a General Terms and Conditions contract document for the Department of Children, Youth & Families (DCYF) of Washington State that establishes the framework for client service contracts, specifically the Foster Care Housing Program (FCHP) for the 2026-2027 contract period. The contract provides housing support services to eligible youth aged 18-24 who have left or will leave foster care within 180 days, with services including locating housing, assisting with application submissions, covering deposits and fees, and providing post-lease support. The program operates through two phases: Pre-Lease services and Post-Lease services, with authorization based on individual youth assessments and housing support plans. Housing Navigators serve as the primary service delivery staff, with payment structured around monthly capacity rates for qualified staff and case rates per youth served according to the published FCHP Fee Table. Additional authorized services include travel time, mileage reimbursement at state rates, and concrete goods such as security deposits, limited rent assistance, utilities, appliances, furniture, moving costs, and credit checks, with concrete goods capped at amounts specified in the Fee Table.
The contract provides for monthly capacity payments for each qualified Housing Navigator FTE up to maximum funded positions, case rates per youth based on days of service provided, and reimbursement for actual concrete goods costs up to specified cumulative limits with prior written approval from DCYF. Claims for payment must be submitted within 60 days of service delivery, with DCYF making payment within 30 days of receipt of properly completed invoices; however, DCYF will not pay for services submitted more than three months after the calendar month services were performed. Contractors must comply with regionalized wage and benefit standards for Housing Navigators and Housing Navigator Supervisors as identified in the Foster Care Housing Program Fee Table. The contract requires comprehensive data security measures consistent with Washington Technology Solutions (WaTech) policies, insurance coverage including general liability, business automobile liability, and professional liability with minimum limits of $1,000,000 per occurrence, and compliance with all federal, state, and local laws including nondiscrimination requirements. DCYF may terminate the contract for convenience with 30 days' notice, for default immediately upon written notice if contractor fails to meet requirements or breaches terms, or due to changes in funding with immediate effect upon written notice.
