About this file

This is a General Terms and Conditions contract document from the Washington State Department of Children, Youth & Families (DCYF) for the provision of Independent Living Skills (ILS) Program services to eligible transition-age youth, specifically youth ages 15 to 23 in foster care. The contract outlines the framework for ILS service delivery including referral acceptance, intake, assessment, goal planning, and task design to prepare youth for the transition to adulthood. Services are provided through contracted Case Managers who deliver youth-centered, timely, and consistent support with frequent communication. The contract term spans 2025-2027 with services delivered according to the Statement of Work detailed in Exhibit B. Key service components include Casey Life Skills Assessments, Learning Plans and Progress Reports, mentoring, advocacy, skills groups, and community-building activities. The contractor must maintain compliance with all federal and state laws, complete required staff training in Information Security Awareness, and comply with data security protocols outlined in Exhibit A.

Compensation is structured through three payment mechanisms: a monthly capacity rate per qualified full-time equivalent ILS Case Manager (up to maximum funded positions per the DCYF published ILS Rate Table), a case rate per youth served monthly, and separate fee-for-service rates for specific activities including outreach funds, skill groups, training manuals, and special events. Travel time and mileage reimbursement are available at current state rates set by the Office of Financial Management. Support funds are available for active youth to assist with independent living goals, with different funding categories for ages 15-17 (transportation, graduation fees, vocational training, household goods) and ages 18-23 (rent, deposits, utilities, housing, education, training, and NYTD services). The contractor must maintain Commercial General Liability Insurance with minimum limits of $1,000,000 per occurrence and $2,000,000 general aggregate, Business Automobile Liability Insurance with $1,000,000 combined single limit, and Professional Liability Insurance with $1,000,000 per occurrence and $2,000,000 aggregate. Claims for payment must be submitted within 60 days of service delivery, and DCYF will process payments within 30 days of receipt of properly completed invoices. The contract requires strict compliance with data security requirements including encryption standards, multi-factor authentication, segregation of DCYF data, and proper data disposition procedures upon contract termination.
