About this file

This is a Glossary of Terms document supporting Request for Proposal #354-PD27-07 for the Town of Cary's Computer Aided Dispatch (CAD) System Replacement Project in North Carolina. The Town of Cary is seeking proposals from qualified vendors to provide a CAD system that will support the processing of 9-1-1 calls for services by Cary's Public Safety Answering Point (PSAP) and its regional first responder partners. Questions regarding the RFP are due by August 19, 2026, with final bids due on Friday, October 2, 2026 at 2:00 PM ET. The glossary document itself is informational in nature and is not a required component of vendor responses; it is provided solely to promote clarity and consistency in the interpretation of RFP terminology and key concepts.

The glossary defines over 60 terms, acronyms, and concepts relevant to CAD systems and emergency dispatch operations, including technical infrastructure components such as Automatic Vehicle Location (AVL), Mobile Data Terminals (MDT/MDC), and interfaces like CAD-to-CAD (C2C) connections; operational capabilities such as Alarm Management Systems, Dynamic Dispatching, and Fire Station Alerting; data management and security frameworks including Criminal Justice Information Services (CJIS) and Records Management Systems (RMS); disaster recovery and continuity features such as Recovery Time Objectives (RTO) and Recovery Point Objectives (RPO); and integration technologies including Geographic Information Systems (GIS), APIs, and connections to external systems like NG9-1-1 and social media platforms. In the event of discrepancies between definitions provided in the glossary and formal requirements outlined elsewhere in the RFP, the RFP requirements take precedence.
