About this file
This is a Computer Aided Dispatch (CAD) References Response Form for RFP #354-PD27-07 issued by the Town of Cary, North Carolina, in support of its CAD System Replacement Project serving the Cary Public Safety Answering Point and regional first responder partners in Cary, Apex, and Morrisville. Vendors responding to this RFP must submit five references from public safety agencies of similar or greater complexity where Computer Aided Dispatch services have been performed within the past five years. Each referenced CAD system must have been in live use for a minimum of 90 days post-cutover. Vendors are required to provide a case study for each reference, with each case study not exceeding two pages, that demonstrates relevance to Cary's specific operational and technical context, including key similarities such as multi-jurisdictional dispatching, complex CAD-to-CAD integrations, and regionalized interoperability. The reference response form requires vendors to provide detailed contact information for each reference agency, including agency name, contact person and title, address, phone number, and email, along with case study narratives addressing client context and drivers for CAD replacement, implementation synopsis regarding timelines and budget adherence, and challenges encountered with vendor mitigation and resolution tactics applied.
The Town of Cary will thoroughly verify all references provided during the evaluation period, and vendors are strictly cautioned to ensure all information is accurate and substantive. This reference submission is a component of the broader RFP evaluation process, where qualifications of applicants are weighted at 40 percent, technical response at 50 percent, and cost proposal at 10 percent. The contract encompasses an initial five-year term from the anticipated award date of February 2027, with an effective implementation date of May 2027, plus two optional one-year renewal extensions, allowing for up to a 10-year relationship. The overall cost proposal must be structured as a total not-to-exceed fixed price covering all work, products, and services across the contract period, with itemized costs for base system software, optional add-ons, professional services, training, and five-year maintenance and support. Questions regarding the RFP are due by August 19, 2026, and final proposals are due October 2, 2026, at 2:00 p.m. Eastern Time.

Appendix 1: CAD References Response Form
RFP #354-PD27-07
Project Title: Computer Aided Dispatch (CAD) Replacement Project
REFERENCES
Vendors must supply five (5) references from Public Safety operations of similar or greater complexity to the Town of Cary’s, for which Computer Aided Dispatch (CAD) services have been performed during the past five (5) years.
For each reference provided, the implemented CAD system must have been in live use for a minimum of 90 days (i.e., post-cutover).
Vendors are required to provide a case study for each of the five references. Within each case study, Vendors should offer their direct perspectives on why the reference is highly relevant to Cary’s specific operational and technical context.
Vendors should highlight key similarities — such as managing multi-jurisdictional dispatching, facilitating complex CAD-to-CAD integrations, or establishing regionalized interoperability — and any other attributes that demonstrate their value and position them as the best fit for the Town.
Notes:
· Vendors are requested not to exceed two (2) pages for each reference/case study.
· Vendors are strictly cautioned to ensure all information provided is accurate as the Town will thoroughly check all references during the evaluation period.
