About this file
This is Amendment 1 to a Request for Proposal issued by the State of South Carolina, specifically the S.C. Insurance Reserve Fund (IRF), for Building Valuation Services. The amendment clarifies key requirements and responds to vendor questions regarding the scope of work. The IRF seeks a licensed property appraiser to complete on-site appraisals and provide opinions of value for approximately 23,739 building segments, with each structure valued at $50,000 and above to be appraised at least once over a five-year contract period. The project covers all 46 South Carolina counties, with the highest concentration of structures located along the coast and in the Richland/Lexington and Greenville/Pickens regions. Vendors must propose comprehensive solutions including appraisal methodology, data collection and coordination approaches, and software for viewing, reporting, and exporting data; prior appraisal reports will not be provided, and vendors must independently collect all required data elements. The pre-proposal conference was held on March 6, 2024, at 10:00 AM ET via Microsoft Teams, questions from offerors were due by March 7, 2024, at 3:00 PM ET, and proposals must be submitted by April 9, 2024, at 11:00 PM ET. The award will be posted on May 22, 2024, and offerors must hold their offers open for a minimum of 90 calendar days after the opening date.
The IRF will provide successful vendors with policy numbers, asset numbers, insured values, locations, insured contacts, statements of values, and segment-by-range reports post-award. Data requirements include replacement cost valuations, exclusions, actual cash value calculations, flood risk information, water proximity, and personal property information. Appraisals should be scheduled with consideration to policy renewal dates, as IRF policies renew throughout the year rather than on a universal date. Quarterly meetings with the IRF will be held, with virtual participation via Zoom or Teams accepted as an alternative to in-person meetings. The solicitation does not allow for split contracts, and vendors may not bid solely on building valuation services without the required software component. No scoring methodology breakdown or historical appraisal recordings were provided to prospective offerors. The solicitation number is 5400026472 (corrected from 5400026055), and the procurement officer is Kathy Santandreu at ksantandreu@mmo.sc.gov or 803-896-5304.

Questions from Offerors - amendment (Jun 2017) The solicitation is amended as provided herein. Information or changes resulting from questions will be shown in a question-and-answer format. All questions received have been reprinted below. The “state’s response” should be read without reference to the questions. The questions are included solely to provide a cross-reference to the potential Offeror that submitted the question. Questions do not form a part of the contract; the “state’s response” does. Any restatement of part or all of an existing provision of the solicitation in an answer does not modify the original provision except as follows: underlined text is added to the original provision. Stricken text is deleted. [02-2a097-1]
Combined Vendor Questions Can the State please provide your definition of the difference between physical inspection and appraisal? We see "inspection/appraisal" referenced in the RFP and normally it is one or the other. E.g., Appraiser providing an opinion of value by a licensed property appraisal. Or inspection normally conducted by licensed inspector for condition and verification of physical assets.
IRF seeks a licensed property appraiser to complete an on-site appraisal and provide an opinion of value along with the other criteria specified in the RFP.
Is the State open to possible split contract?
No.
With respect to the reporting structure/schema, can the State provide any historical work been done so we have a better sense of what you’re looking for?
IRF seeks a vendor to propose its appraisal process including its proposed solution to collecting, coordinating approach, and exchanging the data. The current data elements exchanged are listed in Attachments A and B. IRF intends to work collaboratively with the successful vendor. At a minimum, IRF will provide data from IRF’s system, including policy number, asset number, insured value, location, insured contact, and other relevant information to successful vendor post award. In addition, IRF will provide a statement of values and Segment by Range report, etc.
Is the State also interested in knowing vacancy or occupancy of properties?
Yes, see Attachment B previously posted.
Is there a recording of the pre-proposal MS Teams conference available that we can receive?
No, the pre-proposal was not recorded.
What information is available the details the format requirements of the data transfer between the IRF statistical database and our online database?
The data elements exchanged are listed in Attachments A and B (previously posted); and IRF seeks a vendor to propose solutions including the collection, format, and transmission of data. See RFP III Scope of Work, D. Information Technology Requirements.
What information is required from the appraiser concerning flood risk and proximity to water?
See Attachment B (previously posted), both are required.
Will the IRF share its information regarding content and business personal property for any buildings requiring this type of valuation?
IRF seeks a vendor to perform on-site appraisals and not validate prior appraisals. Vendor is required to physically appraise all properties and collect all data elements independently. Data from IRF’s system, including policy number, asset number, insured value, and other relevant information will be provided to successful vendor post award.
We assume there will be historical properties in the mix. Does the IRF require replacement cost or reproduction cost appraisals for historical buildings?
IRF does not offer a reproduction policy and seeks replacement cost, not reproduction cost.
Will the IRF share a list of historical properties with us prior to the proposal phase?
The Statement of Values will be released to the successful vendor.
Will the IRF share a list of contacts for each agency responsible for buildings in their purview?
Yes, the list of contacts names, addresses and locations will be released to the successful vendor.
Are the quarterly meetings in person or can they be done online via Zoom or Teams type applications?
Physical meetings are appreciated; however, virtual meetings will be accepted.
Does the list of 23,739 segments include the last date of appraisal and value?
Yes.
Does the IRF require each segment broken down by replacement cost, exclusions, and Actual Cash Value?
Yes.
Can a Contractor only bid on the Building Valuation Services portion of this RFP and not include software, if the deliverables provided will be able to upload into IRF’s current property management software via Excel?
No, IRF seeks both the building and PITO values as well as the software to view, report and export data.
Can you provide which RMS Wind and Earthquake data elements IRF is requesting to be included?
Please see Attachment B (previously posted).
Valuations need to be completed 120 days in advance of any insured’s policy renewal date per the RFP. What is the renewal date? Or when would the first set of deliverable reports be expected to be delivered by?
IRF seeks a vendor to propose solutions on appraisal scheduling. One consideration is for appraisals to be completed with some consideration to policy renewal dates. IRF policies renew all through the year, the property policies are not on a universal renewal date.
Can we receive a copy of the IRF Building Segment by Range Report?
Please contact Kathy Santandreu at ksantandreu@mmo.sc.gov for Attachment C, the Segment by Range Report which will have this information. Subject line of your email should read: Building Valuation Service Range Report – RFP 5400026472.
Should we assume all 23,739 buildings should be visited over a 5-year period?
Yes, each structure valued $50,000 and above should be appraised at least once over the 5-year period. See III. Scope of Work, B. Appraisal Requirements, 1.
Will prior appraisal reports be provided to the firm awarded the contract?
IRF seeks a vendor to perform on-site appraisals and not validate prior appraisals. Vendor is required to physically appraise all properties and collect all data elements independently. Data from IRF’s system, including policy number, asset number, insured value, and other relevant information will be provided to successful vendor post award.
What information will be provided to the firm awarded the contract?
IRF seeks a vendor to propose a solution to collecting, coordinating approach, and exchanging data.
Do you require site improvements to be quantified; & if so, insurable or also misc. items such as paving?
IRF seeks a vendor to propose its approach and methodology. IRF currently receives information on all insurable items, including PITO. Paved surfaces are not generally insured.
Can you provide how the proposals will be scored – i.e. pricing @ 20%, etc.
No.
The 23,739 buildings are spread over how many physical properties – i.e. public works is 20 buildings
Please contact Kathy Santandreu at ksantandreu@mmo.sc.gov for Attachment C, the Segment by Range Report which will have this information. Subject line of your email should read: Building Valuation Service Range Report – RFP 5400026472.
How many total counties and can you provide # of buildings per county?
SC has 46 counties, there are structures in each county. The highest concentration of structures is along the coast and in Richland/Lexington and Greenville/Pickens. IRF will provide data from IRF’s system, including policy number, asset number, insured value, location, insured contact, and other relevant information to successful vendor post award.
Can you provide a current SOV?
SOV will be made available to the successful vendor.
All other terms, condition, bidding instruction, and specifications remain unchanged. If there are any question or if any confusion or uncertainty arises as a result of this amendment, it is the sole responsibility of the Offeror to contact the procurement officer for clarification.
