About this file
This is Amendment #001 to a Request for Proposal (RFP) issued by the State of South Carolina's Procurement Services Division on behalf of Trident Technical College for food services. The solicitation seeks a food services vendor to operate retail cafes and micro-markets across multiple TTC campuses, including Thornley, Berkeley, Mount Pleasant, Palmer, and Dorchester. The RFP requires offerors to propose operational schedules providing breakfast and lunch service at minimum, with flexibility based on semester-specific student populations ranging from approximately 3,556 students at Thornley to 267 at Dorchester as of Fall 2021. The deadline for submission is October 8, 2021 at 11:00 a.m., with questions due by September 10, 2021 at 4:00 p.m. A virtual pre-proposal conference is scheduled for September 10, 2021 at 10:00 a.m. Award notification is anticipated on November 10, 2021, with contract start date estimated at November 22, 2021 and end date November 21, 2026. This is a one-year initial contract with four one-year renewal options for a maximum contract life of five years.
TTC's retail food services operate on a commission model based on gross sales with no required minimum commission percentage. Historical annual sales prior to COVID-19 totaled approximately $400,000 to $500,000 across all locations, with typical labor costs representing 30-40% and food costs at similar percentages. The college subsidizes fixed overhead costs including rent, utilities, telecommunications, security, kitchen equipment, parking, digital advertising, and meal card support rather than providing direct subsidies. The Micro-Markets on Thornley average $400-$500 daily sales, while Palmer and Berkeley locations have been closed since 2019. Offerors should acknowledge receipt of this amendment by signing and returning it, identifying the amendment number and date on Page Two, submitting a letter, or indicating receipt in their bid submission.

SAP Questions and Answers Solicitation# 5400021804 TTC-Food Services
1. Can you provide a breakdown of your student population for each campus that has a café (mainly looking for the student population that comes on campus, not online students) State’s response: Every semester, the college provides the retail vendor with a report for building and campus populations to gauge on-campus student headcount in the building locations and times of classes. This will allow the vendor to adjust for quantities and opening/closing times. The schedules are very fluid depending on the semester. Obviously, Covid has complicated this count, with some classes being converted to online (virtual) learning as needed for safety. Included is the 2019 report to show a normal breakdown prior to Covid. This number also reflects “students only” and omits faculty and staff. See attached Reports A, B, C and D.

1. Is there a requirement for operational days/hours for the cafés or is that up to the vendor to propose?
State’s response: The goal is to provide access for breakfast and lunch at a minimum. Offerors are to propose a schedule to provide all food services requested in the RFP.
1. Can you provide the annual retail sales from prior years for the cafés on each campus?
State’s response: Prior to Covid, the retail spaces had a typical sales volume of about $400-$500K (without Asado) per year (cumulative). Labor is usually around 30%-40% or @$150-200K and food costs are about the same percentages at @ $150-185K. The Micro-Markets on Thornley averages about $400/$500 day for the three grab-n-go locations with limited food production from the CIC classes. Palmer/Berkeley have been shut down since 2019. Prior numbers are listed below.
1. Can you provide the annual sales for the markets at each location?
State’s response:
1. Is there a minimum commission percentage expected from the café and markets?
State’s response: TTC does not have a required minimum percentage.
1. Will Trident Tech entertain paying a subsidy for retail foodservices?
State’s response: TTC ‘s retail food services has always operated on a commission model based on gross sales as it is the most advantageous financial method for TTC. The college does contribute a “subsidy” in the form of assuming fixed overhead costs including rent, electricity, telephone/internet, security, equipment in the kitchens/smallwares, parking, digital advertising, and pre-paid meal card support.
1. Is an extension possible for the response deadline?
State’s response: Due to the time frame on implementation of this project, the due date is as shown in the
