Mexican Canyon Trestle Clarifications and Answers to Questions

Drawings

· Corrected references on sheets; L-2, L-3, & L-3.1

· Corrected terrain model dimensions on sheet L-6

· Corrected bid option numbering on sheet L-8

· Drawings and interpretive exhibit options showing the log loader option will be revised to eliminate the cable from the loader arm to the viewing bridge. The cable from the loader kiosk to the arm remains as an aesthetic item not required for structural support of the arm.

· Quadguard attenuators (Quadguard® CRASH CUSHION SYSTEM) have to be added to either end of the Concrete Wall Barrier (CWB). The concrete barrier in question starts at sta. 4+20.00 (offset = 14 ft L) and ends at sta. 7+40.17 (offset = 14.13 ft L). The attenuator will be appropriate for the speeds on US 82 in this location.

· The existing historic marker across the current viewing structure is to be located at the east end of the parking lot at sta. 12+85.00 (offset = 55.5 ft R).

Schedule

· Deleted p/v security lighting in Option 1

· Deleted field office line item.

1. When will we be able to access the electronic response system?

ANSWER : If you are registered in Fed Biz Ops you can access the electronic system.

2. Is there liquidated Damages for this project?

ANSWER : No

3. It looks like we are missing the bulk of the specifications. Is there additional specifications?

ANSWER: The NMDOT and FHWA specifications are available online.

NMDOThttp://www.nmshtd.state.nm.us/main.asp?secid=11183
FHWAhttp://flh.fhwa.dot.gov/resources/pse/specs/

4. Is there a recommended manufacturer/ engineer for pre-engineered structures?

ANSWER: The basic idea was to leave the option open for either local shops to produce shop drawings or use pre-engineered manufacturing companies to provide the building. The designer was not working with any particular manufacturer.

5. Will the traffic control plan need to be approved by NMDOT? Does it need to be stamped by professional Engineer?

ANSWER : Yes. Only if the NMDOT requires it stamped by the NMDOT.

6. Is there 180 Calendar Days to complete this work? Will there be additional days added if the options are awarded?

ANSWER : Yes. No additional days will be added based on options awarded.

7. What are the requirements for the field office?

ANSWER : The field office line item was deleted from the schedule of items and any costs associated with the contractors management of the job such as a field office should be included in the mobilization line item.

8. Is there a recommend source for the dry laid stone?

ANSWER : No.

9. Since this Solicitation is subject to FAR 52.219-8 and 52.219-9, have subcontracting goals been established for small business concerns (VO, SDVO, HUBZone, SDB and WOB) for this project?

ANSWER : No goals have been established.

10. Standard Form 1442 calls for submission of one original and three copies of the Offers. Section M lists the documents that Offerors are required to submit (listed below). Please clarify if Offerors are to submit originals plus three copies of each of the documents listed below, or if Offerors are only to submit one original of Items 1, 2, 3 and 5 along with one original plus three copies for Item 4 (Past Performance…). Section A (SF 1442),

1) Section B (Schedule of Items),

2) Section K (Certifications & Representations),

3) The Past Performance and Technical Capability information as a direct response to Evaluation Factors in Section M

4) Bid Bond

ANSWER : See section L of the solicitation. Note: if you do not have the capability of submitting electronically submit 1 printed copy and 1 CD-ROM copy of your offer by the closing date. 3 copies are no longer required.

11. Are all bid proposal documents to be submitted in one envelope?

ANSWER : All documents except the bond is to be submitted electronically.

12. The way that we interpret the note at the end of the bid schedule is that the items marked with an asterisk are to be paid at contract quantity or essentially a lump sum because the quantity will not change. Is this correct?

ANSWER : Contract quantities will be adjusted only when there are errors in the original design of 15% or more.

13. The manufacturer of the fiberglass terrain model noticed a discrepancy on the size of the model. The description states that it is a 24” x 120” model; however, the dimensions on page 14 of the interpretation details show it as 6’-1/2” long but no width dimension, so we can only assume it would be the 24”. Lastly, plan sheet L-6 shows the dimension as 6’ x 1’-6”. Which one is correct?

ANSWER : The RFP should read 18” x 72” (1-6” x 6’) fiberglass terrain model per sheet L-6. The 6’-1/2” dimension is including the ¼” steel casing. We have corrected sheet L-6 to show 1’-6 1/2” x 6’-1/2” dimension on the detail (including the steel casing) but the callout reads 18”x72” for the model dims itself (See Sheet L-6).
