SECTION 00250
CONSTRUCTION STAKING
PART 1 - GENERAL
1.01 SUMMARY
A. This work shall consist of the construction staking of roads, parking lots, parking spurs, culverts, and retaining walls in accordance with the drawings and specifications. The work includes the furnishing of all labor, equipment, instruments, materials, transportation and other incidentals necessary to complete the construction staking in accordance with these specifications and acceptable engineering practice.
B. Construction staking shall be accomplished under the direction of a Civil Engineer, Engineering Technician, or Land Surveyor closely associated and familiar with construction staking; periodic visits to the project site are required.
C. Measurement shall be lump sum for surveying and staking the project through all phases of construction.
PART 2 – PRODUCTS
2.01 GOVERNMENT-FURNISHED PLAN AND PROFILE DRAWINGS
A. The Government will provide the contractor with a set of drawings showing horizontal and vertical alignments for parking areas and access roads.
B. FIELD STAKING
1. At Clear Lake CG the government shall perform rough horizontal location staking for all spurs and facilities.
2. At Clear Creek CG the contractor shall stake the Center Line (CL) of the road and Entrance Station (Fee Station) and parking area CL intersections, road edges, catch points, CL paths and facility and tent pads, toilet, dumpster pad and gates.
3. The Government will adjust staking as necessary befoe work can begin.
4. The Contractor shall be required to perform as required additional horizontal and vertical staking.
2.02 STAKES
A. Identification stakes and hubs shall be of sufficient length and width to provide and solid set in the ground and to provide space for marking above ground when applicable. Other dimensions and materials may be used, such as steel reinforcing bars, wire flagging and markers, and metal pins, if approved in writing by the Contracting Officer (CO). The top 2 inches of all slope, guard, reference, clearing, and structure stakes shall be painted or marked with plastic flagging. Colors used on stakes or for flagging shall be as follows:
1. Roads, parking lots, and parking spurs -Orange
2. Excavation and grading -Pink

PART 3 – EXECUTION
3.01 GENERAL
A. The Contractor shall be required to provide all necessary staking and control for all phases of construction. The contractor shall use the data and information shown on the project drawings to establish the location of all facilities to be constructed under this contract. The Contractor may choose any method of establishing horizontal and vertical controls provided the following minimum precision and accuracy requirements are met.
B. Allowable deviation of cross section line projection from a true perpendicular to tangents, a true bisector of angle points, or a true radius of curves: +/-3 degrees.
C. Cross section topography measurements shall be taken so that variations in ground form a straight line connecting the cross section points will not exceed: 1.0 ft.
D. Horizontal and vertical accuracy for slope stake, slope stake references, and clearing limits. In feet or percentage of horizontal distance measured form centerline or reference stake, whichever is greater. Slope reference stakes and slope stakes: 0.15 ft or 0.6%.
Clearing limits: 1.0 ft.
3.02 ESTABLISING AND REFERENCING IMPROVEMENT LOCATIONS
A. Access Roads, Parking Spurs, and Parking lots:
1. Slope stakes (cut and fill catch points), clearing limits, and slope stake references shall be established on both sides of the centerline at each station established. Slope stakes and slope stake references shall be located on a line at right angles to tangents and on radial lines or curves. Slope stake catch points shall be located by using the grading plans and/or profiles as shown on the drawings.
2. Slope stakes shall be set at 50-foot intervals, at significant breaks in the ground profile, culvert locations, and widening transition points. Slope stakes shall be set at 25 foot intervals around curves having a radius less than 100 feet.
B. Paths and Recreation Facilities
1. Paths and recreation facilities shall be staked on the ground by the Contractor and approved by the Government.
C. Culverts
1. Slope stakes and slope reference stakes shall be set at all culvert locations. A culvert reference stake and hub shall be set on the centerline of the culvert 10 feet from each end or beyond the clearing limit. Whichever is greater. The following shall be recorded on these stakes:
a. The actual field measured length

b. The vertical and horizontal distance from hubs to the invert at the ends of the culvert.
3.03 DISCREPANCIES
A. The contractor shall compare the staked centerline horizontal and vertical alignment with the design data. Differences between previously recorded and observed elevations of bench marks shall be referred to the Contracting Officer. Differences in centerline profile elevations exceeding 1 foot at any two or more consecutive points shall be reported to the contracting Officer for evaluation and possible revision. Staking of these areas shall be deferred until the Contacting Officer resolves these differences.
PART 4 - MEASUREMENT
4.01 METHOD
A. The method of measurement, as described in Section 01025, will be designated in the
SCHEDULE OF ITEMS. Quality control shall include all incidental items, including but not limited to: travel, per diem, transport of samples, testing of samples, and lab supplies.
PART 5 - PAYMENT
5.01 BASIS
A. The accepted quantities will be paid at the contract unit price for each pay item shown in the SCHEDULE OF ITEMS. Payment to the contractor for work completed will not be made until the applicable inspection report(s), indicating compliance with the contract specifications, have been submitted to the Government and accepted by the Contracting Officer.

SUMMARY OF THE WORK
PART 1 - GENERAL
1.01 LOCATION
A. The Clear Lake and South Clear Creek Campgrounds are located on the Clear Creek
Ranger District, Arapaho and Roosevelt National Forest and Pawnee National Grassland in Clear Creek County. Both Campgrounds are along the County Road 381(Guanella Pass Road). The first campground, Clear Lake Campground can be reached from Denver by traveling west along Inter State 70 (I-70) approximately 33 miles to Georgetown, Colorado.
Turn left onto 15th St. go through the roundabout to Argentine St. Argentine St becomes Brownell St., turn left onto 6th St. Take the 2nd right onto Rose St., turn left onto 2nd St.
Turn right onto Guanella Pass Road. Then travel South approximately 4 miles on the Guanella Pass Road to the intersection with National Forest Service Road 243.3A -Clear Lake Campground Road. The proposed site for constructing South Clear Creek Dispersed Campground is approximately four (4) more miles south of the Clear Lake CG.

1.02 DESCRIPTION OF WORK
A. This project consists of the ADA modification of the Clear Lake Campground and construction of the South Clear Creek Dispersed Campground in the geographic area just southwest of Georgetown, Colorado. The campground modification and construction would include, but not limited to, improvement of the access roads to the campground, reconstruction/construction of the campground loop roads and spurs, campground recreational facilities (facility pads, picnic tables, fire rings, tent pads, bear-proof storage lockers, aggregate trails) and other recreation facilities (two-unit prefabricated concrete toilets, kiosks, fee station, concrete sidewalks, barrier rocks, wheelstops, culverts, gates, and signage).
B. The intent of the contract is to provide for the complete construction of the project as described in the contract. This project requires the Contractor to supply all labor, materials, equipment, tools, transportation, freight and delivery, as well as all necessary licenses and permits required to complete the project in reasonably close conformity with the drawings and specification, and in accordance with the provisions of the contract.
1.03 SPECIFICATIONS
A. The specifications establish the construction procedures and materials to be employed throughout the contract.
B. Some variation in construction details will be allowed for offsite construction of subsystems or total units, provided that the final product is equal to or superior to that shown and specified. Use of the finish materials shall remain as specified or as shown on the drawings.

C. Offsite construction of major subsystems or the units themselves will require the contractor to notify the Contracting Officer or his designated representative of progress and schedules to permit full inspection for conformance with the contract.
1.04 MEALS AND LODGING
A. Meals and lodging are commercially available within 45 miles of the construction site.
Meals or lodging will not be available at Forest Service facilities.
1.05 WEATHER
A. The construction site experiences snowfall and cold temperatures, with snow on the ground typically intermittently before June and after September.
1.06 CONSTRUCTION ADMINISTRATION
A. No dumping of waste products of any type will be permitted. All waste shall be transported to a sanitary landfill off National Forest lands.
B. No on-site sanitary facilities are available for Contractor’s use. Contractor shall provide facilities for construction employees. Human waste disposal shall conform to Colorado State Laws. Use of existing or new toilet facilities will not be allowed unless otherwise approved in writing.
C. Materials for construction and construction vehicles and equipment may be stockpiled and staged at the project site in an area designated by the Contracting Officer.
D. The Contractor shall take precautions to protect all work during the construction period.
E. The Contractor is responsible for safeguarding the public and employees from construction operations.
F. Camping will be allowed.
1.07 SURVEY CONTROL
A. The Contractor shall be responsible for establishing the layout survey and maintaining all horizontal and vertical control for the duration of the project.

CONTROL OF MATERIALS
SECTION 01020
1.01 HANDLING MATERIALS
A. All materials shall be transported and handled to preserve their quality and fitness for the work.
B. Aggregates shall be stockpiled, loaded, and transported in a manner that will preserve specified gradation and avoid contamination. Stockpiles of aggregate having different gradations shall not be intermingled.
1.02 WEIGHING DEVICES
NOT APPLICABLE
1.03 SAMPLING & TESTING
A. For contractor-furnished sources (see Subsection 1.06), the contractor shall submit test results and a Certificate of Compliance that states that the aggregate meets the contract requirements.
B. For designated sources (see Subsection 1.06), the contractor shall submit test results for aggregate gradation and a Certificate of Compliance that states gradation meets contract requirements. Crushing, screening, and mixing plants shall be equipped with sampling devices.
C. The contractor shall take additional samples as required to validate the certification.
D. Sampling and testing of the material before incorporation into the work shall be in accordance with AASHTO requirements and shall occur as follows:
1. For onsite produced materials at crushing or screening plants: after additions of any necessary blending material.
2. For commercially produced aggregates: at the producer's plant or stockpile.
3. For gradation of combined aggregate in bituminous plant mixtures: either before or after introduction of bituminous material.
These test results shall not preclude later sampling and testing for final acceptance after final processing of the material.
1.04 CERTIFICATION & SAMPLING OF BITUMINOUS MATERIAL
A. Certification with Shipments. When each load of bituminous material is delivered, the contractor shall furnish the Engineer with one copy of the weigh ticket. A fully executed Certificate of Compliance shall be required for each approved mix design.

B. Sampling. Sampling of bituminous material may be required to validate certifications furnished by the contractor. When sampling is directed by the Government, the actual samples shall be obtained by the contractor in the presence of the Engineer. All delivery and plant equipment shall be constructed to permit sampling in conformance with AASHTO T 40 test procedure.
1.05 RIGHTS IN & USE OF MATERIALS FOUND OR PRODUCED ON THE WORK
A. The contractor, with the written approval of the Contracting Officer, may use on the project suitable stone, gravel, sand, or other material found in the excavation. Payment will be made both for the excavation of such materials at the corresponding contract unit price and for the pay items for which the excavated material is used. The contractor shall replace, without additional compensation, sufficient suitable materials to complete the portion of the work that was originally contemplated to be constructed with such material.
B. Materials produced or processed from Government lands in excess of the quantities required for performance of this contract are the property of the Government. The Government is not obligated to reimburse the contractor for the cost of their production.
1.06 MATERIAL SOURCES
A. Designated Sources. Specific government designated sources are contained in more detail in the Products Section of the standard specification.
B. Contractor-Furnished Sources. When the material sources are not designated as provided above, or the contractor elects not to use designated sources, the contractor shall be responsible for furnishing material that produces an end product equivalent in performance to that originally designated. An adjustment in contract price will be made where the weight/volume relationship differences between designated source material and contractor-furnished source material results in a financial disadvantage to the Government. The contractor shall be responsible for completing any pit development specified for a designated source, even though the contractor does not choose to obtain material from the source if such a statement is SHOWN ON THE DRAWINGS.
C. Quality testing in conformance with applicable requirements and acceptable to the
Engineer to establish the equivalency of the end product shall be the responsibility of the contractor. Test results shall be furnished to the Engineer.

MEASUREMENT AND PAYMENT
SECTION 01025
MEASUREMENT & PAYMENT
PART 1 – GENERAL
1.01 MEASUREMENT & PAYMENT
A. Measurement and payment for contract work will be made only for and under those pay items included in the SCHEDULE OF ITEMS. All other work and materials will be considered as included in the payment for items shown.
B. When more than one class, size, or thickness is specified in the SCHEDULE OF ITEMS for any pay item, suffixes will be added to the item number to differentiate between the items.
1.02 DETERMINATION OF QUANTITIES
The following measurements and calculations are used to determine contract quantities.
A. For individual construction items, longitudinal and lateral measurements for area computations will be made horizontally or corrected to horizontal measurement unless otherwise specified. Measurements for seeding, mulching, geotextiles, netting, erosion control blankets, and sodding will be along slope lines.
B. The average end area method will be used to compute volumes of excavation or embankment. However, if in the judgment of the Engineer, the average end area method is impractical, measurement will be made by volume in hauling vehicles or by other three dimensional methods.
C. Structures will be measured according to neat lines SHOWN ON THE DRAWINGS or as altered by the Engineer in writing to fit field conditions.
D. For items that are measured by the linear foot, such as pipe culverts, fencing, guardrail, and underdrains, measurements will be made parallel to the base or foundation upon which the structures are placed. Pipe and pipe arch culverts shall be measured along center of invert and arches shall be measured at spring line.
E. For aggregates weighed for payment, the tonnage will not be adjusted for moisture content.
F. For vehicular shipments, net certified scale weights or weights based on certified volumes will be used as a basis of measurement. Measurements will be adjusted when bituminous material has been lost from the vehicle or from the distributor, has been wasted, or has otherwise not been incorporated into the work. Determining true weights of hauling vehicles shall be made by weighing the empty vehicles at least once a day at the times the Engineer directs. Each vehicle shall bear a plainly legible identification mark.
G. For standard manufactured items--such as fence, wire, plates, rolled shapes, pipe conduits--identified by gauge, weight, section dimensions, and so forth, such identifications shall be
01025-2 considered the nominal weights or dimensions. Unless controlled by tolerances in cited specifications, manufacturer's tolerances will be accepted.
1.03 UNITS OF MEASUREMENT
A. Payment will be by units defined and determined according to U.S. Standard measure and by the following:
1. Cubic Yard. A measurement computed by one of the following methods:
a. Excavation, Embankment, or Borrow. The measurement computed by the average end area method from measurements made longitudinally along a centerline or reference line.
b. Material in Place or Stockpile. The measurement computed using the dimensions of the in-place material as compacted according to requirements.
c. Material in the Delivery Vehicle. The measurement computed using measurements of material in the hauling vehicles at the point of delivery.
Vehicles shall be loaded to at least their water level capacity. Leveling of the loads may be required when vehicles arrive at the delivery point.
2. Each. One complete unit, which may consist of one or more parts. The quantity is actual number of units completed and accepted,
3. Lump Sum. Do not measure directly. The bid amount is complete payment for all work described in the contract and necessary to complete the work for that item.
4. Station. One hundred linear feet measured horizontally.
5. Ton. Short ton consisting of 2,000 pounds.
1.04 METHODS OF MEASUREMENT
A. One of the following methods of measurement for determining final payment is
DESIGNATED on the SCHEDULE OF ITEMS for each pay item:
1. Designed Quantities (DQ). These quantities denote the final number or units to be paid for under the terms of the contract. They are based upon the original design data available prior to advertising the project. Original design data include the preliminary survey information, design assumptions, calculations, drawings, and the presentation in the contract. Changes in the number of units SHOWN in the SCHEDULE OF ITEMS may be authorized under any of the following conditions:
a. As a result of changes in the work authorized by the Contracting Officer.
b. As a result of the Contracting Officer determining that errors exist in the original design that cause a pay item quantity to change by 15 percent or more.
c. As a result of the contractor submitting to the Contracting Officer a written request showing evidence of errors in the original design that cause a pay item
01025-3 quantity to change by 15 percent or more. The evidence must be verifiable and consist of calculations, drawings, or other data that show how the designed quantity is believed to be in error.
2. Actual Quantities (AQ). These quantities are determined from measurements of completed work. The contractor shall be responsible for measuring all "AQ" items.
3. Lump Sum Quantities (LSQ). These quantities denote one complete unit of work as required by or described in the contract, including necessary materials, equipment, and labor to complete the job. They will not be measured.
4. Vehicle Quantities (VQ). These quantities are measured or weighed in hauling vehicle.
1.06 EARTHWORK TOLERANCES
A. Where tolerances are shown in the contract, they are intended to define “reasonably close conformity”. Make adjustments of horizontal or vertical alignment within the tolerances specified in this contract, or shifts of balance points up to 100 feet, as necessary to produce the designed roadway section and to balance earthwork. Such adjustments will not be considered “changes”.

SUBMITTALS
SECTION 01300
PART 1 – GENERAL
1.01 RELATED DOCUMENTS
A. Drawings and general provisions of the Contract, including General and Supplementary
Conditions and other Division Specification Sections, apply to this Section.
1.02 SUMMARY
A. This Section includes administrative and procedural requirements for submittals required for performance of the Work, including the following:
1. Contractor’s construction schedule.
2. Shop Drawings.
3. Product Data.
4. Samples.
5. Quality assurance submittals.
B. Administrative Submittals: Refer to other Division Sections and other Contract Documents for requirements for administrative submittals. Such submittals include, but are not limited to, the following:
1. Permits.
2. List of subcontractors.
3. Quality Control Plan
4. Construction Schedule
5. Erosion Control Plan
6. Construction Signing Plan
1.03 SUBMITTAL PROCEDURES
A. Coordination: Coordinate preparation and processing of submittals with performance of construction activities. Transmit each submittal sufficiently in advance of performance of related construction activities to avoid delay.
1. Coordinate each submittal with fabrication, purchasing, testing, delivery, other submittals, and related activities that require sequential activity.

2. Coordinate transmittal of different types of submittals for related elements of the Work so processing will not be delayed by the need to review submittals concurrently for coordination.
3. Processing: To avoid the need to delay installation as a result of the time required to process submittals, allow sufficient time for submittal review, including time for resubmittals.
B. Submittal Preparation: Place a permanent label or title block on each submittal for identification. Indicate the name of the entity that prepared each submittal on the label or title block.
1. Provide a space approximately 4 by 5 inches on the label or beside the title block on
Shop Drawings to record the Contractor’s review and approval markings and the action taken.
2. Include the following information on the label for processing and recording action taken.
a. Project name.
b. Date.
c. Name and address of the Contractor.
d. Drawing number and detail references, as appropriate.
C. Submittal Transmittal: Package each submittal appropriately for transmittal and handling.
Transmit each submittal from the Contractor to the Contracting Officer using a transmittal form. The Contracting Officer will not accept submittals received from sources other than the Contractor.
1. On the transmittal, record relevant information and requests for data. On the form, or separate sheet, record deviations from Contract Document requirements, including variations and limitations. Include Contractor’s certification that information complies with Contract Document requirements.
1.04 CONTRACTOR’S CONSTRUCTION SCHEDULE
A. Bar-Chart Schedule: Prepare a fully developed, horizontal bar-chart-type, contractor’s construction schedule.
1.05 SHOP DRAWINGS
A. Submit newly prepared information drawn accurately to scale. Highlight, encircle, or otherwise indicate deviations from the Contract Documents. Do not reproduce Contract Documents or copy standard information as the basis of Shop Drawings. Standard information prepared without specific reference to the Project is not a Shop Drawing.
B. Shop Drawings include fabrication and installation Drawings, setting diagrams, schedules, patterns, templates and similar Drawings. Include the following information:

1. Dimensions.
2. Identification of products and materials included by sheet and detail number.
3. Compliance with specified standards.
4. Sheet Size: Except for templates, patterns and similar full-size Drawings, submit
Shop Drawings on sheets at least 8-1/2 by 11 inches but no larger than 36 by 48 inches.
5. Submittal: Submit 3 blue- or black-line prints for the Contracting Officer’s review.
The Contracting Officer will return one print.
6. Do not use Shop Drawings without an appropriate final stamp indicating action taken.
1.06 PRODUCT DATA
A. Collect Product Data into a single submittal for each element of construction or system.
Product Data includes printed information, such as manufacturer’s installation instructions, catalog cuts, standard color charts, roughing-in diagrams and templates, standard wiring diagrams, and performance curves.
1. Mark each copy to show applicable choices and options. Where printed Product Data includes information on several products that are not required, mark copies to indicate the applicable information. Include the following information:
a. Manufacturer’s printed recommendations.
b. Compliance with trade association standards.
c. Compliance with recognized testing agency standards.
d. Application of testing agency labels and seals.
e. Notation of dimensions verified by field measurement.
2. Do not submit Product Data until compliance with requirements of the Contract Documents has been confirmed.
1.07 SAMPLES
A. Submit full-size, fully fabricated Samples cured and finished as specified and physically identical with the material or product proposed. Samples include partial sections of manufactured or fabricated components, cuts or containers of materials, color range sets, and swatches showing color, texture, and pattern.
1. Mount or display Samples in the manner to facilitate review of qualities indicated.
Prepare Samples to match the Contracting Officer’s sample.
a. Product name or name of the manufacturer.

b. Compliance with recognized standards.
2. Submittals: Except for Samples illustrating assembly details, workmanship, fabrication techniques, connections, operation, and similar characteristics, submit 3 sets. The Contracting Officer will return one set marked with the action taken.
1.08 QUALITY ASSURANCE SUBMITTALS
A. Submit quality-control submittals, including design data, certifications, manufacturer’s instructions, manufacturer’s field reports, and other quality-control submittals as required under other Sections of the Specifications.

SECTION 01442
PART 1 -GENERAL
1.01 DESCRIPTION
A. The work of this section consists of preparing and executing a quality control program.
1.02 SUBMITTALS
A. Quality Control Plan: At the time of the preconstruction conference, submit for approval a written Contractor Quality Control (CQC) plan. If the plan requires any revisions or corrections, the Contractor shall resubmit the plan within 10 days. The Government reserves the right to require changes in the plan during the contract period as necessary to obtain the quality specified. No change in the approved plan may be made without written concurrence by the Contracting Officer. No work shall begin until the CQC is approved by the Contracting Officer. The plan shall include:
1. A list of personnel responsible for quality control and assigned duties. Include each person's qualifications.
2. A copy of a letter of direction to the Contractor's quality control supervisor outlining assigned duties.
3. Names and descriptions of laboratories to perform sampling and testing, and samples of proposed report forms.
4. Methods of monitoring and controlling environmental pollution and contamination as required by regulations and laws.
5. Methods of performing, documenting, and enforcing quality control of all work.
B. Submittals: Submit Quality Control Report showing all inspections and tests within 3 days following the date covered by the report.
C. Tests: Submit triplicate copies of complete test results not later than three calendar days after the test was performed. Submit failing test results and proposed remedial actions within four hours of noted deficiency.
D. Off Site Inspection Reports: Submit prior to shipment.
E. Progress Payments: If the CQC plan and Daily Quality Control Reports are not submitted in a timely manner, the Contracting Officer may retain an appropriate amount of the applicable progress payment.

1.03 QUALITY ASSURANCE
A. General: Except for tests or other items of work specified to be performed by the
Government, the quality of all work shall be the responsibility of the Contractor.
Inspect and test all work often enough to ensure that the quality of materials, workmanship, construction, finish, and functional performance is in compliance with applicable specifications and drawings.
B. Quality Control Staff: The Contractor's job supervisory staff may be used for quality control, supplemented as necessary by additional technicians. The Contractor's designated Quality Control Supervisor shall be employed full time at the project site whenever contract work is in progress.
C. Submit certified independent testing laboratory to perform sampling and testing approved by Contracting Officer.

PART 3 - EXECUTION
3.01 OFF-SITE CONTROL
A. Items that are fabricated or assembled off-site shall be inspected for quality control at the place of fabrication.
3.02 ON-SITE CONTROL
A. Notify the Contracting Officer at least 24 hours in advance of the initial and follow-up phases.
B. Preparatory: Perform before beginning each feature of work.
1. Review control submittal requirements with personnel directly responsible for the quality control work.
2. Ensure that provisions have been made for field control testing.
C. Initial: As soon as work begins, inspect and test a representative portion of a particular feature of work for quality of workmanship. Review control testing procedures to ensure compliance with contract requirements.
D. Follow-Up: Inspect and test as work progresses to ensure compliance with contract requirements until completion of work.

3.03 DOCUMENTATION
A. Maintain Daily Quality Control Reports of quality control activities and tests. Daily
Quality Control Reports may not be substituted for other written reports required under the General Provisions, such as Disputes, Differing Site Conditions, or Changes.
3.04 ENFORCEMENT
A. The Contractor shall stop work on any item or feature pending satisfactory correction of any deficiency noted by the quality control staff or the Contracting Officer.
Construction shall not proceed on any feature of work containing uncorrected work.
A. The method of measurement, as described in Section 01025, will be designated in the
SCHEDULE OF ITEMS. Quality control shall include all incidental items, including but not limited to: travel, per diem, transport of samples, testing of samples, and lab supplies.
A. The accepted quantities will be paid at the contract unit price for each pay item shown in the SCHEDULE OF ITEMS. Payment to the contractor for work completed will not be made until the applicable inspection report(s), indicating compliance with the contract specifications, have been submitted to the Government and accepted by the Contracting Officer.

MOBILIZATION

MOBILIZATION
A. This work shall consist of preparatory work and operations necessary for the movement of personnel, equipment, supplies, and incidentals to the project site, and for all other work and operations that must be performed or that cause costs to be incurred prior to beginning work on the various items on the project site.
A. The method of measurement, as described in Section 01025, will be DESIGNATED in the
SCHEDULE OF ITEMS.
PART 5 - PAYMENT
5.01 BASIS
A. Mobilization will be paid for at the contract unit price for the item as shown in the
SCHEDULE OF ITEMS.
Progress payments will be made as follows:
1. When 5 percent or more of the original contract amount is earned from other pay items, 50 percent of the amount for mobilization, or 5 percent of the original contract amount, whichever is less, will be paid.
2. When 10 percent or more of the original contract amount is earned from other pay items, 100 percent of the amount for mobilization, or 10 percent of the original contract amount, whichever is less, will be paid.
3. Upon completion of all work on the project, any unpaid amount for mobilization will be paid.
The total of all payments, including bonding, shall not exceed the original contract amount for this item.

GOVERNMENT FURNISHED MATERIAL
SECTION 01510
A. Applies to materials that shall be provided by the Government and installed by the
Contractor.
1.02 MATERIAL STORAGE
A. The materials specified here will be available at the Forest Service Work Center, Idaho
Springs, #4 County Road 314, Idaho Springs, Colorado, 80452.
B. The Contractor shall notify the Engineer at least 5 days prior to needing Government-furnished materials.
1.03 LIABILITY
A. The Contractor's liability for Government-furnished material shall start at the time he accepts the materials and shall terminate upon completion and final acceptance of the work.
1.04 REPLACEMENT AND/OR SUPPLEMENTAL MATERIALS
A. If the quantity of Government-furnished material accepted by the Contractor is insufficient to complete the specified work, supplemental materials complying with these specifications shall be provided by the Government at no cost to the Contractor.
B. The Government shall not replace any materials that, in the opinion of the Engineer, are damaged or lost due to the Contractor's negligence after the Contractor accepts the materials. Such materials shall be replaced at the Contractor's expense.
PART 2 -PRODUCTS
2.01 GOVERNMENT-FURNISHED MATERIALS
A. Government-furnished materials shall be limited to:

Government to furnish only sign panels, shields, plaques and recreational signs.
Contractor shall be responsible for attachment and mounting hardware for all signs.
Bear resistant food lockers are available at the FS Admin Site in Idaho Springs.
PART 3 -EXECUTION
3.01 GENERAL
A. Installation of Government-furnished materials shall comply with the applicable contract specifications covering work requiring the use of such materials.
3.02 LOCATION
A. Unless otherwise shown on the drawings, signs shall be installed at the locations designated by the Government and as staked on the ground.

SOIL EROSION AND POLLUTION CONTROL

PART 1 - GENERAL
1.01 SUMMARY
A. This work consists of furnishing, constructing, and maintaining permanent and temporary erosion and sediment control measures.
1.02 SUBMITTALS
A. Submit an erosion control plan to the Contracting Officer no later than at the pre-construction meeting. The erosion control plan shall show the quantity and location of each erosion control measure on the project site plan.
B. Submit documentation to the Contracting Officer from the manufacturer of each product if used based on laboratory and field tests that demonstrates the product meets the contract requirements.

2.01 REQUIREMENTS
A. Materials shall meet the requirements of the following:
1. Erosion control bales, wattles, logs, and rolls
a. Straw Bales. Furnish bales tied with either commercial quality baling wire or string. Conform to the following:
1) Furnish certified weed free straw from oats, wheat, rye, or other grain crops that is free from mold or other objectionable material. Furnish straw in an air-dry condition.
2) Approximate length of 3.5 feet
3) Rectangular shape
4) Approximate mass of 70 pounds
b. Wood excelsior bales. Furnish bales of curled wood excelsior. Tie the bales with either a commercial bailing wire, plastic, or string. Conform to the following:
1) Approximate dimensions of 16 by 18 by 36 inches
2) Approximate mass of 70 pounds

c. Excelsior fiber wattles, logs, or rolls. Furnish wattles, logs, or rolls of curled excelsior fiber rolled into a cylindrical shape and encased in a seamless photodegradable tubular netting. Conform to the following:
1) Diameter of 12 inches, minimum
2) Mass of 3 pounds per foot, minimum
d. Straw wattles, logs, or rolls. Furnish straw wattles that are manufactured from weed free straw and wrapped in a tubular photodegradable plastic netting made from 85% high density polyethylene, 14% ethyl vinyl acetate, and 1% color for UV inhibition. Conform to the following:
1) Furnish certified weed free straw from oats, wheat, rye, or other grain crops that is free from mold or other objectionable material. Furnish straw in an air-dry condition.
2) Diameter of 9 inches, minimum
3) Netting strand thickness of 0.030 inches
4) Netting know thickness of 0.055 inches
5) Mass of netting 0.315 to 0.3185 ounces per foot
2. Silt fence. Conform to AASHTO M 288.
3. Seed:GFM Seed shall be picked up from the Idaho Springs Ad Site.
4. Wood Straw Mulch: Furnish wood straw engineered erosion control mulch conforming to the following:
(1) Free of weed seed.
(2) Free of coarse material
(3) Ratio of long strand to short strand lengths: 50:50 by area (mass)
(4) Long strand length: 6.3 inch
(5) Short strand length: 2.5 inch
(6) Width: 3/16 inch
(7) Thickness: 1/10 to 1/8 inch
Mulch shall be WoodStraw® ECM Engineered erosion control mulch (ECM) Model LS64-100 forestconcepts™ 3320 West Valley Hwy. N., Suite D-110 Auburn, WA 98001-2457 www.forestconcepts.com or by Mountain Pine Manufacturing Inc., 2206 Downhill Drive, Steamboat Springs, CO 80487 www.mpinem.com or approved equal.
5. Water used in the planting or care of vegetation shall be free of oils, acids, alkalis salts, or any substance injurious to plant life. The Contracting Officer shall approve water sources.
3.01 CONSTRUCTION REQUIREMENTS
A. Provide permanent and temporary erosion control measures to minimize erosion and
01561 - 3 sedimentation during and after construction according to the approved erosion control plan, contract permits, applicable laws and regulations, and this Section. Do not modify the type, size, or location of any control or practice without approval from the Contracting Officer.
B. The approved erosion control plan reflects special concerns and measures to protect resources. An alternate erosion control proposal, with all necessary permits, may be submitted for acceptance according to Section 01300. Submit alternate erosion control proposals at least 30 days before their intended use.
C. When erosion control measures are not functioning as intended, immediately take corrective action.
D. Apply erosion control measures to finished slopes and ditches within 14 days after completion of construction on a portion of the site. Do not seed during windy weather or when the ground is excessively wet, frozen, snow covered, extremely dry, cloddy, hard pan, or not friable.
3.02 CONTROLS AND LIMITATIONS ON WORK
A. Before grubbing and grading, construct all erosion controls around the perimeter of the project including filter barriers, diversions, and settling structures.
B. Construct erosion control and sediment control measures as follows:
1. Construct temporary erosion controls in incremental stages as construction proceeds.
2. Construct temporary slope drains, diversion channels, and earth berms to protect disturbed areas and slopes.
3. Construct outlet protection as soon as culverts or other structures are complete
4. Construct permanent erosion controls including waterway linings and slope treatments as soon as practical or upon completion of the project.
5. Construct and maintain erosion controls on and around soil stockpiles to prevent soil loss.
6. Following each day’s grading operations, shape earthwork to minimize and control erosion from storm runoff.
7. Mulch shall not be applied in areas where high concentrated flows are anticipated such as channels and swale bottoms. The Engineer shall identify those areas.
3.03 SEEDING SEASONS
A. Seeding materials shall not be applied during windy weather or when the ground is excessively wet or frozen. Work shall be performed during each specified seeding season on all completed and previously untreated sections.

3.04 SOIL PREPARATION
A. The areas to be seeded shall be finished as required by other applicable Sections to the lines and grades SHOWN ON THE DRAWINGS. Areas that are damaged by erosion or other causes shall be restored. The surface soil shall be in a roughened condition favorable for germination and growth. Remove all weeds, sticks, stones 2 inches in diameter and larger, and other debris detrimental to application, growth, or maintenance of the turf. Cultivate the seeding area to a minimum depth of 4 inches and prepare a firm but friable seedbed before seeding.
3.05 APPLICATION METHODS FOR SEED
A. Material shall be placed by the Dry Method: Mechanical seeders, seed drills, landscape seeders, cultipacker seeders, fertilizer spreaders, or other approved mechanical seeding equipment shall be used to apply the seed in the amounts specified - 15 pounds PLS (Pure Live Seed).
3.06 APPLICATION OF MULCH
A. Mulch shall be placed by the Dry Method: Mulch shall be applied after seeding is completed. Apply wood straw mulch at a rate of 4 tons per acre on slopes 1v:3h and flatter, and at a rate of 7.0 tons per acre on slopes steeper than 1v:3h.
B. Care During Construction: The contractor shall be responsible for protecting and caring for seeded areas until final acceptance of the work. The contractor shall repair all damage to seeded areas caused by construction operations without additional compensation.

PART 5 - PAYMENT

MAINTENANCE FOR TRAFFIC
PART 1 - GENERAL
1.01 ROADS TO BE CONSTRUCTED
A. Existing roads, while undergoing improvement, shall be closed to all public access. No work that interferes or conflicts with traffic or existing access to the roadway surface shall be performed until a plan for the satisfactory handling of traffic has been submitted by the contractor and approved by the Contracting Officer. Specific requirements for temporary closures, detours, part-width construction and access to adjacent or intersecting facilities will be the responsibility of the Contractor. Contractor shall be responsible for any requirements of the Clear Creek County when operations interfere with traffic safety. The Contractor shall not store materials or equipment nor park vehicles on the highway except in the designated areas. Construction signing for traffic control shall conform to the Manual on Uniform Traffic Control Devices (MUTCD).
B. Contractor shall submit for approval a Construction Signing Plan prior to on-site construction begins.
C. Prior to the contractor shutting down any operations, the contractor shall take such precautions as may be necessary to prevent damage to the project, such as temporary detours, approaches, crossings or intersections; and shall make provisions for normal drainage and minimization of erosion. All travelways shall be left in a condition suitable for traffic.
D. The Government may permit use of portions of the project during periods that the contractor has shut down operations. All maintenance attributable to permitted use during periods of work suspension will be provided by the Government unless the maintenance results from fault or negligence of the contractor. Any maintenance not attributable to use, or necessary during suspensions resulting from fault or negligence of the contractor, shall be the contractor's responsibility.
1.02 USE OF ROADS BY CONTRACTOR
A. The contractor is authorized to use Forest Service roads for all Use of Roads activities necessary for completion of this contract when such use will not cause damage to the roads or National Forest resources and when traffic can be accommodated safely.

MATERIAL AND EQUIPMENT
A. The work of this section consists of the general procedures for handling, storing, and protecting material and equipment.
1.02 TRANSPORTATION AND HANDLING
A. Arrange deliveries of materials in accordance with construction schedules; coordinate to avoid conflict with work and conditions at the site. Deliver materials in undamaged condition, in manufacturer's original containers or packaging, with identifying labels intact and legible. Contractor is encouraged to obtain materials in biodegradable or recyclable/reusable packaging which uses the minimum amount of packaging possible.
1.03 STORAGE AND PROTECTION
A. Store materials in accordance with manufacturer's instructions, with seals and labels accessible for inspection.
B. Interior Storage: Maintain temperature and humidity within the ranges required by manufacturer's instructions.
C. Exterior Storage:
1. Store products subject to damage by the elements in weathertight enclosures.
2. Store fabricated products above the ground, on blocking or skids; prevent soiling or staining.
3. Cover products subject to damage or deterioration with impervious sheet coverings;
provide adequate ventilation to avoid condensation.
4. Store loose granular materials in a well-drained area on solid surfaces to prevent mixing with foreign matter.
D. Protection After Installation: Provide adequate coverings as necessary to protect installed materials from damage resulting from natural elements, traffic, and subsequent construction. Remove when no longer needed.
1.04 NOXIOUS WEED PREVENTION
A. Contractor shall clean equipment prior to moving on the site and utilize whatever cleaning methods deemed necessary to ensure that all equipment is free of noxious weeds, soil, seeds, vegetative matter, or other debris that could contain or hold seeds.

B. All Equipment shall be inspected by the Forest Service for approval before entering the Forest. Disassembly of equipment components or specialized tools will not be required.

A. The contractor shall keep the work site free from accumulation of waste materials and rubbish resulting from the work.
B. Before final acceptance of the project by the Government, the contractor shall remove from the site all waste materials and rubbish resulting from this work.
1.02 DISPOSAL
A. Haul to State-approved sanitary landfill.
B. Washing waste material down sewers or into waterways will not be permitted.

1.01 DESCRIPTION
A. This work shall consist of the obliteration of existing trails, and the demolition and removal of existing concrete toilet building and vault, existing storage shed and other marked campground site facilities.
3.01 PERFORMANCE
A. Sections of the existing facilities and campgound site and trails shall be obliterated where
SHOWN ON THE DRAWINGS and as designated by the Contracting Officer Representative.
