MEMORANDUM FOR RECORD
SUBJECT: Questions & Answers Post Pre-Bid Meeting – Solicitation No. AG-82AT-S-17-0014, CCRD Clear Lake & Clear Creek Campground Construction/Re-Construction
1. Solicitation No. AG-82AT-S-17-0014 replaces obsolete Solicitation No. AG 82AT-S-17-0006.
2. This document reflects the questions and answers that resulted from the obsolete solicitation.
Sr. Query Raised Reply/Clarification
1. Where is the nearest gravel/aggregate source?
Everist Materials in Silverthorne CO is approximately 29 miles from Georgetown, CO. Albert Frei & Sons is approximately 18 miles from Hwy 119/ Hwy 6/ I-70 Junction to Georgetown, CO.
2. Can the existing vault toilet at Clear Lake CG be demolished & buried on site?
Yes- the vault must be pumped empty, remove the above ground portion of the toilet and haul off National Forest, and then the vault can be demolished and broken in place and backfilled so long as the vault structure is two (2’) feet below ground.(Specification 02020- Obliteration)
3. If large boulders are encountered during facility excavation, will blasting be allowed or can the facility be adjusted/moved?
No Blasting, Move the facility to fit the field conditions.
(Specification 02221-2, 3.17 Blasting)
4. Is the contractor responsible for staking the location of facilities?
The Contractor shall survey and stake roads, parking spurs & culverts.
The Forest Service will stake facilities and minor adjustments may be necessary. (Dwg G2-Note 6, 18, 19, & 24) (Specification 00250- Construction Surveying)
5. Will the existing timber borders be reused at Clear Lake CG?
No- Utilize existing Native Stone Material from within construction limits. (Dwg G2-Note 28) (Specification 02221-2 2.01, Barrier Rock)
6. What should be done with the trees within the Clearing Limits?
Merchantable timber will be cut to 16’ lengths and stacked, root wads will be removed, slash will be chipped or scattered. Dwg G-2, Note 29, (Specification 02130-2, 3.01 I & 3.02 A2)
7. Where does the contractor pick up the Government Furnished Materials (GFM)?
Forest Service - Clear Creek Work Center, #4 County Road 314, Idaho Springs 80452 (Specification 01510-1 GFM)
8. Are the gates to be installed GFM? No- Contractor is responsible for fabricating or obtaining them.
(Specification 02833)
9. Will the existing picnic tables be reused? No- Colorado Precast Concrete or approved equal was Spec’ed (Specification 02472)
10. Will the existing Fee Tubes be reinstalled at Clear Lake CG?
No- Iron Ranger or approved equal was specified (Specification 10415)
11. Will the campgrounds be open during construction?
No- Specification 01571.
12. Will additional time be allowed for ordering CXT Toilets?
No- Contractor to submit product data with time for review.

13. Will there be any individual trees marked for keeping intact for wildlife habitat?
Yes, Possible, they will be marked per Specification 02130.
14. For bidding purposes each campground is a separate bid correct?
Incorrect. Although the pricing has been separated by project name, this is one project. The pricing has been separated for internal tracking and accountability purposes only.
15. Can there potentially be two awardees one for each campground?
No, there cannot be two (2) awardees. This project will be awarded to one (1) contractor.
16. Are any assumptions & exclusions allowed in proposals? (example: exclude winter temp protection, temp heat for concrete)
Weather has been factored in, hence the project end date. Should this project require a winter shut down, the proposal should factor in additional mobility costs. Any other factors requiring consideration shall be worked out on a case by case basis at the discretion and approval of the contracting officer.
17. Are any considerations given for weather days?
Yes. This has been addressed under assumptions and exclusions allowable question.
18. The picnic tables that are specified are no longer manufactured by Colorado Precast Concrete. Do you know of another company that you can recommend that might meet the same specifications?
Colorado Precast was bought out by Old Castle. The information provided is that Old Castle can produce what is required as they have the forms for the product.
ARCO Concrete, Inc. can also supply what is required complete (unassembled but complete) with concrete foundation and wood tops.

Original Response: Colorado Precast was bought out by Old Castle.
The information provided is that Old Castle can produce what is required as they have the forms for the product.
ARCO Concrete, Inc. can also supply what is required complete (unassembled but complete) with concrete foundation and wood tops.
Amended Response: The Contracts Specialist with CO approval elected to weigh in on the correspondence that followed the original post of this question dated 05/27/2017.
Colorado Precast was bought out by Old Castle. Old Castle cannot provide any part of the specifications for this requirement as they sold the FS picnic table forms to ARCO Concrete.
ARCO Concrete, Inc. has the forms and can supply concrete foundations only. The contractor (offeror to this solicitation) making the request will have to supply the wood tops.
The Forest Service recommended previously known suppliers but does not require or dictate that any contractor supplying a proposal in response to this solicitation use those recommended suppliers. The Forest service will not dictate any portion outside of the specifications or solicitation terms for this solicitation.
24. I was talking with a contractor for the vault installation. I know we have delivered (REDACTED) to the summit. I do not know what the site access is for the campgrounds. Are you the contact for logistics and access?
Original Response: The technical contact for this project is Ms.
Karen Mighell who can be reached at kmighell@fs.fed.us. You can make arrangements with her. If you are intending to work as a subcontractor, please ensure that you are working with the prime contractor offeror to set up meetings for whatever work you are considering and include them on any email correspondence.
Additional: We do have a contract out for bid right now for re/construction of campgrounds to include installing 2 vault toilets on the Guanella Pass Road. The bidders are probably contacting you now to see prices for shipping, delivery and installation for their estimates.
Both sites are campground locations- the first is Clear Lake Campground, which is about 6 miles south of Georgetown, CO The 2nd site is a proposed campground to be built as part of the larger contract and is about 8 miles south of Georgetown.
Both toilets would be similar in style to the one your company provided for the summit.
25. How long does bid need to good for? 120 days following receipt. An amendment to the solicitation will be posted. Reference item 13d. of the Form 1442.
26. Cut off period for questions. The cutoff for questions pertaining to the subject solicitation is 7 June 2017, 1300 MT. Reference the pre-bid meeting minutes and the first set of questions and answers posted to FBO. The cutoffs are normally placed at the bottom.
3. Any changes or applicable correspondence is published on the website, FedBizOps
(https://www.fbo.gov/). Offerors should regularly visit the FedBizOps website for updates.

4. The cutoff for questions pertaining to the subject solicitation is 1300 MT, 9 August 2017. All inquiries must include the solicitation number in the subject of the email(s) and the contractor name. (e.g. Questions | Sol No. AG-82AT-S-17-0007 | ABC Company)
