BIDDING & CONTRACT REQUIREMENTS
Amendment No. 2
DATE: 4/16/10
United States Department of Agriculture Agricultural Research Service
Bailey Edward Design, Inc.
35 E. Wacker, Suite 2800 Chicago, IL 60601
TO: PROSPECTIVE BIDDERS
SUBJECT: AMENDMENT NO. 2 TO THE BIDDING DOCUMENTS FOR:
RECOVERY – REPAIR MECHANICAL AND ELECTRICAL SYSTEMS
USDA-ARS
CEREAL DISEASE LABORATORY
ST. PAUL, MN 55108
RFI QUESTIONS:
1. What data and what features are to be made available thru this ‘communication link’ to the new system? Is all programming, monitoring, trending and supervisory control capabilities that are existing to be provided for thru this ‘communication link’?
Response: See Clarification Item 1 and Amendment Item 1.
2. Are approved Controls Contractors required to be Niagara R2 or Niagara AX Certified?
3. If the existing controllers of the existing system are to be reused with a new system and new contractor, will the new successful bidder/contractor be required to provide the programming tool(s) for the existing system controllers -- to allow for full access of those controllers from the new operator workstation?
4. Are Bid Options mandatory to bid? Again, if not, you may end up with a Controls System for the new project scope that does not interface with the existing system as the low bidder could elect to not bid Bid Option #4.
Response: Contractors shall bid Base Bid and all bid options.
00 20 10-2
5. Is the existing system to be re-commissioned as part of the base bid requirements? It is being fully integrated into the new system and this verbiage should be added as this would be standard practice in integrating the existing system to the new system.
Response: See Clarification Item 2.
6. Due to the fact that a non approved controls contractor Company does carry the formal Company name ‘Approved Equal’ the design verbiage requirements may be better served by stating ‘Prior-Approved Equal’, based on bidder requirement conformance (See Section 230923: 1.06, 5).
Response: See Clarification Item 3.
CLARIFICATION ITEMS:
1. The intent of Bid Option #4 is simply to identify the added cost for integration of the existing building DDC system with the new DDC system. Specification Section 23 09 23, section 1.04.B.3 defines two different options for this work -- either 1) replace the existing controllers, sensors, etc. OR 2) keep the existing controllers with full communications integration. How this is accomplished is at the integrator’s option, within the general system communications framework defined in Specification Section 23 09 23, for sections 1.04.A. and 2.02.
2. Should Bid Option #4 be accepted and incorporated into the scope of work for construction, all work of Bid Option #4 shall conform to all specified requirements, especially the Checkout, Testing, Demonstration and Acceptance provisions defined in Specifications Section 23 09 23, for sections 3.13 and 3.14.
3. The term ‘Approved Equal’ utilized throughout the Specifications does not refer to a specific organization name. All unlisted suppliers must submit for approval in accordance with the post award submittal approval process.
AMENDMENT ITEMS:
1. Per Specification Section 23 09 23, for section 1.04.A Add “5. All work of Sections 23 09 23 and 23 09 93, including Bid Options, shall be provided by the same control system supplier, integrator and installer.”
