Notes from the Site Visit for Shelter Stewardship 7/7/2015

Vendors: Bower Logging/ Larsen Timber/ A.T.R./ S.P.I.

Forest Service: Steve M./ Ray H./ Kevin G./ Pete S./ Bob M./ Jennie C./ Chris D/ Jana C./ Gavin S.

The group met at the Pacific Ranger District in Forks Washington and discussed the following solicitation information.

This solicitation and resultant contract is an Integrated Resource Service Contract using Stewardship Authority which allows the government to trade the value of the standing timber to pay for service restoration work. Under this solicitation the government appraisal of the timber is anticipated to be less than the total cost the service work therefore the government has appropriated dollars to help pay for service work that the value of the timber can not cover.

Items discussed in general terms:

The contracting officer discussed the main solicitation and the need for interested vendors to become registered in the System for Award Management (SAMs). There are resources (one is the Association for Procurement Technical Assistance Centers APTAC) out there to help new contractors navigate government requirements to bid on federal contracts. A link to their site is listed below:

http://www.aptac-us.org/contracting-assistance/

The contracting officer identified the main sections of the solicitation and emphasized the information on the front of the SF-33, where the contractor is required to sign and where the contractor is required to provide pricing on the subsequent pages. Additionally, the contracting officer discussed section L and what the contractors would be required to submit for their proposals as well as section M which lists how the contractors would be evaluated based on the technical and pricing elements submitted. No questions from the group over the solicitation.

Q1: Is there any heritage identified in the project?

A1: No, there are none identified at this time.

Q2: How is local defined and how many sub-contractors can be used?

A2: Local is defined in section L under L.5 “Instructions for the Preparation of Technical and Business Proposals” in technical element 5 “Utilization of Local Workforce”. It is further discussed in section M where the solicitation describes how the highest rating for this element can be achieved.

There is no limit to how many subcontractors can be used under this contract since it is being competed full and open with no business size class identified.

The group then briefly talked about safety when traveling out to the project area and where we were going and the known hazards. The group departed at 0900 to Forest Road 2900-110

Group arrived at 0930 and discussed the specifications for the road reconstruction and culvert removal, Item 2900110 and all technical information was referenced from Appendix D associated with this work activity. Also discussed was the requirement that road reconstruction work needed to be completed by July 31, 2016. The culvert removal was to be completed by end of contract now the government would like it complete no later than October 31st 2017. Cutting units 7,7A,7B have to be logged by October 31, 2016. The group also talked about the urgency to remove this failing culvert before it completely collapsed and caused tremendous resource damage. The disposal site for the excavated material was identified as an old helicopter landing approximately 100 feet away from the culvert to be removed. All the rock for the road reconstruction is to be sourced from commercial site which are certified weed free. Appendix B was also covered at this site since there is a priority logging requirement for units 7, 7A, and 7B (Appendix B under K-G.3.1.5# - PROJECT OPERATION SCHEDULE). All the skips and gaps are identified on the ground and K.C.3.5.7# was discussed as to how the thinning was to be completed under the DxD. Additionally, the inspection of this requirement was pointed out in the provision based on species retention, cut tree stump diameters, and residual spacing. It was emphasised that contractors respond to these timing requirements in their proposals.

Q3: Does the logging of these units have to go down this road?

A3: No, if the the contractors think they can pull the volume behind this pipe removal area out from the upper road that would be acceptable. Please identify how you would do this in your technical proposal.

Q4: How is the decomissioning of the segment behind the pipe going to be achieved?

A4: That all really depends on how the logging of the units will happen. If the material is not hauled out this road then the decom could happen sooner. If the volume it going down the road then that would have to happen first and then the decomissioning would happen after that.

Q5: Is there a volume summary?

A5: Yes, it will be posted with amendment 1 as a separate attachment.

Departed this site at 10:25 Arrived at the 2900-100 road at 10:45

The location of a temp road was identified near unit 5 to access this area.

The group walked down the 105 spur road and looked at the Optional Item of the culvert removal on this road.

Q6: How do contractors do this work without improving the access down this road?

A6: The government has made an allowance in the mobilization costs for contractors to open this segment up down this spur to the pipe.

At this location the decommission specs were discussed out of Appendix D for this work to be done.

Q7: So how is the stumpage really calculated for this contract?

A7: The traditional cost centers for standard timber appraisals were removed in this calculation for stumpage and placed in the contract as service activities to be bid on. What happens when the government appraises timber under these contracts using fewer costs allocations, the value of the timber increases and is reflected in the minimum acceptable bid rate for included timber. The intent is to let the contractors earn the costs of the service work in the Schedule of Items to be used to reduce the actual amount of timber value charged as subdivisions are released.

Q8: How do prime contractors pay their subs if they are exempt from Davis Bacon (Construction Wage Rates)?

A8: Really what it comes down to is how the sub-contractor is set up as a company. The responsibility of the prime is to ensure the sub-contractor is aware of the prevailing wage rates and fringe benefits for the work categories they are performing under the contract. How payments are made should be based on their company structure and how they hire employees. It is your responsibility as a prime to indicate this on the payroll sheets. If there are any questions or doubts please pay your sub-contractors at the prevailing wage identified in this contract. Any further clarification should be submitted to the regional Department of Labor office for your area.

The site visit concluded at 11:30.
