Road construction will likely be occurring on Forest Service Road 7785 simultaneously with construction of the North Fork Catherine Creek Bridg #2 project. The Contractor is required to coordinate work acitivities with the contractor for Road 7785 so there is no unreasonable interference.
USE LIMITATIONS:
If the Contractor requests use of a National Forest road or road segment not listed above, authorization to use such additional roads may include maintenance requirements and use limitations.
The Contractor has full responsibility for roads being constructed or reconstructed under this contract. This includes winterizing of disturbed areas by construction of temporary cross drains, drainage ditches, dips, berms, or other facilities necessary for control of erosion, and removal or draining of ruts, and other depressions, which would collect water and add to saturation of subgrade material.
The Contractor's maintenance responsibilities for any road will cease when contractors use is over and the final maintenance is approved by the Engineer.
In the event that another commercial user(s) use of the road at the same time as the Contractor, the Forest Service shall designate the work activity and amount of work to be performed, so as to share work, proportionate to the total uses of each.

106.03 Units of Measurement
Delete this subsection and add the following:
“Forest Service Specifications for Construction of Roads and Bridges (Revised August 1996) are based on Modern Metric units of measurement. The dimensions and units of measure SHOWN ON THE DRAWINGS for this contract utilize U.S. Standard English units of measure. The SPECIAL PROJECT SPECIFICATIONS developed for this contract, utilize dual units of both Modern Metric and U.S. Standard English units of measure. Convert all measurements referenced in the August 1996 Forest Service Standard Specifications (EM-7720-100) to U.S. Standard English units of measure. Appendix A – Engineering Conversion Factors and Appendix B – SI (Modern Metric) Conversion Factors, are included on pages 612 – 614 of the Standard Specification Appendices to assist with any required conversions.
Where references are made to a Metric technical specification, such as ASTM or AASHTO, use the equivalent U.S. Standard English technical specification for purposes of material certifications.
Work required by the contract will be paid based on the PAY UNIT (U.S. Standard English measure) as DESIGNATED IN THE SCHEDULE OF ITEMS.
Under each Specification Section with PAY ITEMS of work DESIGNATED IN THE SCHDULE OF ITEMS for measurement and payment under this contract, the last subsection “Payment - Basis”, shall have the following format:
Pay Item - Numbering system and work description to remain the same.
Pay Unit - Pay unit(s) DESIGNATED IN THE SCHEDULE OF ITEM have been changed from metric to the corresponding unit of U.S. Standard English measure.
Payment will be by units defined and determined according to U.S. Standard English measure and by the following:
(a) Cubic Yard in Place. Measure solid volumes by the average end area method as follows:
(1) Measure cross sections of the original ground and use with design or staked templates, or take other comparable measurements to determine the end area. Do not measure work outside of the established lines or slopes.
(2) If any portion of the work is acceptable, but is not completed to the established lines and slopes, re-measure cross sections or comparable measurements of that portion of the work. Deduct any quantity outside the designated or staked limits. Use these measurements to calculate new end areas.
(3) Compute the quantity using the average end areas multiplied by the horizontal distance along a centerline or reference line between the end areas. Deduct any quantity outside the designed or staked limits.
Where it is impractical to measure material by the average end area method, other approved methods involving three-dimensional measurements may be used.
Measure liquid volumes in accordance with SPS Subsection 106.03(h).
(b) Cubic Yard in the Hauling Vehicle. Measure the cubic yard volume in the hauling vehicle using three-dimensional measurements at the point of delivery. Use vehicles bearing a legible identification mark with the body shaped so the actual contents may be readily and accurately determined. Before use, mutually agree in writing upon the volume of material to be hauled by each vehicle. Vehicles carrying less than the agreed volume may be rejected or accepted at the reduced volume.
Level selected loads. If leveling reveals that the vehicle was hauling less than the approved volume, reduce the quantity of all material received since the last leveled load by the same ratio as the ratio of the current leveled load volume to the agreed volume. Payment will not be made for material in excess of the agreed volume.
Material measured in the hauling vehicle may be weighed and converted to cubic yards for payment purpose if the conversion factors are mutually agreed to in writing.
Compute measurement using measurements of material in the hauling vehicles at the point of delivery. Load vehicles to at least their water-level capacity. Leveling of the loads may be required when vehicles arrive at the delivery point.
(c) Cubic Yard Mile. A combination of linear and volumetric measurement meaning the movement of a cubic yard of material one(1) mile.
(d) Hour. Measurement will be for the actual number of hours ordered and performed by the Contractor.
(e) Each. One complete unit, which may consist of one or more parts.
(f) Lump Sum. Do not measure directly. The bid amount is complete payment for all work described in the contract and necessary to complete the work for that item.
(g) MFBM. One thousand feet board measure based on nominal widths, thickness, and extreme usable length of each piece of lumber or timber actually incorporated in the job. For glued laminate timber, 1,000 board feet based on actual width, thickness, and length of each piece actually incorporated in the job.
(h) Gallon. The quantity may be measured by any of the following methods:
a. Measured volume container.
b. Metered volume. Use an approved metering system.
c. Commercially packaged volumes.
(i) Station. One hundred linear feet measured horizontally.
(j) Station Yard. A combination of linear and volumetric measurement meaning the movement of a cubic yard of material one station.
(k) Square Yard. Measure on a plane parallel to the surface being measure or horizontal.
(l) Thousand Gallons Mile. A combination of linear and volumetric measurement meaning the movement of 1,000 gallons of material one (1) mile.
(m) Ton. Short ton consisting of 2,000 pounds. Use net certified scale weights based on certified volumes.
(n) Ton Mile. A combination of linear and weight measurement meaning the movement of one (1) ton of material one (1) mile.”

201.02 General. Clear the area SHOWN ON THE DRAWINGS. Cut brush and trees to a maximum height of 6 inces above the ground surface, or obstructions such as rocks or stumps, except as provided in Section 201B.04.
Remove all limbs which extend over the roadway and within 14 feet above the traveled way surface, unless otherwise SHOWN ON THE DRAWINGS. When SHOWN ON THE DRAWINGS, lop limbs or otherwise cut limbs to produce a reasonably smooth vertical face, as flush with the trunk as practical. When SHOWN ON THE DRAWINGS, limb trees within the area to be cleared, in excess of 4 inches in diameter at a point 6 inches above the ground, to a height of 14 feet above the traveled way surface, instead of removing them. Treat trees damaged by cutting operations with a commercial nursery sealer.
201B.03 Removal of Hazard Trees. Cut all dead trees over 6 inches in diameter, outside of the established clearing limits, which lean toward the road, and are sufficiently tall to reach the roadbed. Cut other fire dangerous dead or unstable live trees outside of the established clearing limits which are tall enough to reach the roadbed when marked by the Contracting Officer in advance of other clearing work in the immediate vicinity. Stump heights must not exceed 1 foot, or 1/3 of the stump diameter, whichever is higher, measured on the side adjacent to the highest ground. All hazard trees designated for removal shall be felled away from the roadway and left on the ground.
201B.04 Cutting Traveled Way and Drainage Ditch Vegetation. Cut vegetation off within 4 inces of the traveled way and within 4 inches of the ditch slope surfaces.
Remove stumps resulting from cutting within the traveled way that present a pointed end to traffic. Other stumps resulting from cutting may remain in place unless otherwise SHOWN ON THE DRAWINGS. The Contractor may elect to remove stumps to facilitate operations unless otherwise SHOWN ON THE DRAWINGS. Smooth and shape the disturbed areas where stumps are removed to prevent water ponding.
201B.05 Slash Treatment Methods. Remove limbs, chunks, and debris within the roadway in excess of 1 foot in length or 3 inches in diameter, or concentrations which may plug ditches or culverts, from the traveled way, shoulders, ditches and water courses.
Dispose of slash in accordance with one or more of the following methods, as shown in the SCHEDULE OF ITEMS:
(1) Scattering. Scatter slash outside the roadway limits without damaging trees.
(2) Chipping. Process slash through a chipping machine. Deposit chips on embankment slopes, or outside the roadway, to a loose depth not exceeding 6 inches.
(3) Burying. Bury slash at the locations SHOWN ON THE DRAWINGS and DESIGNATED on the ground. Mat slash down in layers and cover with rock and soil. Slope the final surface to drain.
(4) Removal. Remove or haul slash to locations SHOWN ON THE DRAWINGS and DESIGNATED on the ground.

701.02 High-Strength Non-Shrink Grout.
(g) The following is added at the start of the second sentence:
Unless using one of the products described in (h) below, submit ...
Add the following after subsection (g):
(h) Keep grout in the original manufacturer's labeled containers until used. Provide protection requirements as specified for cement in 701.01. Do not use grout after the expiration date shown on the container or 1 year from date of purchase, whichever date occurs first.
Store, mix, place and cure grout in accordance with the manufacturer's instructions; submit a copy to the CO in advance of use. Do not place grout when the air temperature is below 5° Celsius (41° Fahrenheit) or above 30° C (86° F), except as provided for Set-45 grouts below.
Five products that meet these requirements are Masterflow 928 grout manufactured by Master Builders; HornGrout manufactured by Tamms Industries.; SikaGrout 212 manufactured by Sika Corporation; Crystex grout manufactured by L&M Construction Chemicals, Inc.; and Conbextra S grout manufactured by Fosroc-Preco, Inc. Two other products that meet these requirements and which do not have to be cured, but which shall only be used in applications where their tendency to flow sideways is prevented, are Regular Set-45 and Set-45 Hot Weather Formula, both manufactured by Master Builders. Set-45 Hot Weather Formula shall be used in air temperatures of 10° - 38° C (50° - 100° F), while Regular Set-45 shall only be used in air temperatures below 10° C (50° F).
701.04 Mortar.
Replace all but the last paragraph of this subsection with the following:
Use this mortar in bridge deck and prestressed multi-beam girder keyways; and, when approved, as a structural repair mortar.
Keep mortar in the original manufacturer's labeled containers until used. Protect as specified for Portland cement in 701.01. Do not use mortar after the expiration date shown on the container or 1 year from date of purchase, whichever date occurs first.
Store, mix, place and cure in accordance with the manufacturer's instructions; submit a copy in advance of use to the CO.
Require mortar to be a chemical action concrete of the magnesium phosphate family, requiring no curing under ambient temperatures of 2° - 38° C (36° - 100° F). Require recommendation by its manufacturer specifically for use in prestressed concrete bridge member keyways that are to be part of the finished wearing and running surface of the bridge, subjected to normal roadway contaminants and conditions promoting wear of normal bridge deck concrete.
Require mortar to have the following typical properties when tested neat, without aggregate except as noted. Compressive strength (ASTM C 109 modified) of 42 Mpa (6000 psi) at 24 hours at 22° C (72° F) or above, and when used below 10° C (50° F), 35 Mpa (5000 psi). Modulus of elasticity (ASTM C 469) at 7 and 28 days of 28.8 (4177 ksi) and 31.4 Gpa (4554 ksi). Freeze-thaw durability (ASTM C 666, Procedure A Modified) of a relative dynamic modulus greater than 80 percent after 300 cycles. Scaling resistance to deicing chemicals (ASTM C 672) after 5 and 25 cycles at a rating of 0, shall show no surface scaling; after 50 cycles at a rating of 1.5 shall show only slight surface scaling. Sulfate resistance (ASTM C 1012) length change after 52 weeks shall be no greater than 0.9 percent. Coefficient of thermal expansion (CRD-C 39-81) when run with 25.4 mm x 25.4 mm x 280 mm (1 inch x 1 inch x 11 inch) bars and neat mixes without aggregate, shall be within 10 percent of 88.74 mPa per degree Celsius (7150 psi/degree Fahrenheit). Flexural strength (ASTM C 78 Modified) of 76 mm x 102 mm x 406 mm (3 inch x 4 inch x 16 inch) prisms shall be 3.8 MPa (550 psi) at 24 hours for the mortar only, and 4.6 MPa ( 670 psi) with 9.5 mm (3/8 inch) pea gravel. Require independent test results of the mortar recommended for use from 10° - 38° C (50° - 100° F), when used to fill test specimens conforming to the Government's bridge box beam test keyway, to be in the range of 204 kN/m (14 k/ft) of keyway for lateral (horizontal) shear between adjacent members, 234 kN/m (16 k/ft) of keyway for vertical shear between adjacent members, and 83 kN/m (6 k/ft) of keyway for direct tension between adjacent members. Require test results for the mortar recommended for use from 10° C (50° F) down to 2° C (36° F), to be in the range of 35 kN/m (2.4 k/ft) (horizontal shear), 82 kN/m (6 k/ft) (vertical shear), and 55 kN/m (4 k/ft) (direct tension).
Two products that meet these requirements are Master Builders' Regular Set-45 [for use below 10° C (50° F)] and Set-45 Hot Weather Formula [for use from 10° - 38° C (50° - 100° F)].
Use Set-45 Hot Weather Formula in air temperatures from 10° - 38° C (50° - 100° F). Use Regular Set-45 only in air temperatures below 10° C (50° F). When used in temperatures below 2° C (36° F), use approved weather precautions designed to prevent the mortar from freezing. Except when used in bridge deck keyways and blockouts, Regular Set-45 may be extended by the addition of 9 kg (20 pounds) of washed and clean 9.5 mm (3/8 inch) minus pea gravel per 23 kg (50 pound) bag when placed in thicknesses over 38 mm (1.5 inches), or when approved by the CO.

SECTION II
Road Maintenance Specifications
*Note: All road maintenance requirements shall be considered incidental to construction work.
811 BLADING (2/02)
811.01 Description
This work consists of surface blading the traveled way to a condition to facilitate traffic and provide proper drainage. Blading includes shaping the crown or slope of traveled way, berms, and drainage dips in accordance with this specification. Compaction is required when shown on the road listing.
811.02 Maintenance Requirements
A. Timing- Perform surface blading during the contract period as ordered by the Government. Commence surface blading within two (2) contract days after receipt of written order unless otherwise stated in the order.
B. General-
1. Blade and shape the existing traveled way and shoulders, including turnouts unless otherwise ordered, to produce a surface which is uniform, consistent to grade, and crowned or cross-sloped as indicated by the character of the existing surface, unless otherwise shown in the Road Listing, to at least 13 mm (½ inch) per .305 meter (1 foot) of width, but not more than 19 mm (¾ inch) per .305 meter (1 foot) of width. Thoroughly loosen surfacing material to no less than 50 mm (2 inches) depth or the depth of potholes or corrugations. Scarification to facilitate cutting to the full depth of potholes or corrugations may be elected, but will be considered incidental to blading. Do not scarify deep enough to cause contamination of the surfacing.
2. When Section 891 is included in the Road Listing, apply water during blading when sufficient moisture is not present to prevent segregation. Water supply, hauling, and application shall be in accordance with Section 891 and are incidental to blading unless Pay Items for Section 891 are designated in the SCHEDULE OF ITEMS.
3. Shape existing native rock or aggregate surfaced drainage dips to divert surface runoff to existing outlet devices, ditches, and discharge locations.
4. Establish a blading pattern which provides a uniform driving surface, retains the surfacing on the roadbed, and provides a thorough mixing of the materials within the completed surface width. Upon final blading, no disturbed rock shall protrude more than 50 mm (2 inches) above the adjacent surface unless otherwise provided in the contract. Remove and place outside the roadbed material not meeting this dimension so as not to obstruct drainageways or structures. This material may be scattered off the roadbed if there is free drainage.
C. Routine Blading
1. Conform to the dimensions SHOWN ON THE DRAWINGS or designated in the SPECIAL PROJECT SPECIFICATIONS upon completion of blading.
2. Shape roadbed width in excess of the dimensions shown only as needed to provide drainage away from the traveled way. Do not remove established grasses and other vegetation from the excess width except as incidental to providing drainage or unless otherwise provided in the contract.
D. Compaction- Roads requiring compaction will be included in the Road Listing. Unless Compaction Method B is designated in the SCHEDULE OF ITEMS and Road Listing, all traveled ways requiring compaction shall be compacted by Method A. Compaction shall commence immediately following blading. Compaction methods are:
Compaction Method A: By breaking track while operating equipment on the traveled way.
Compaction Method B: 7-9 (7-10 ton) metric ton pneumatic, steel, or equivalent vibratory roller, operated to cover the full width two (2) times.
E. Intrusions- Where the minimum width SHOWN ON THE DRAWINGS or included in the SPECIAL PROJECT SPECIFICATIONS is not available, the Contractor will construct berms where ordered and marked on the ground. Material to provide berms will come from sources SHOWN ON THE DRAWING or designated in the SPECIAL PROJECT SPECIFICATIONS.
F. Undercutting- Undercutting roadway back slope is not permitted.
G. Intersections
1. At intersections, blade the roadbeds of side roads which are not closed or restricted from vehicular use to ensure smooth transitions.
2. Signing, cross ditching in the road surface (traveled way), earth berms, or other devices placed to discourage or eliminate use by passenger cars, are field evidence of road closure or restriction. Roads listed for work under Sections 835 or 838 are considered restricted.
3. Side roads listed for work under this Section are not restricted.
H. Cleaning of Structures- Do not allow materials resulting from work under this Section to remain on or in structures, such as bridges, culverts, cattle guards, or drainage dips.
I. Berms- Maintain existing berms to the condition of adjacent segments when ordered by the Government.
J. Smooth blading- Smooth blading may be used as an interim measure to remove loose surfacing material from the wheel paths and store it in a recoverable windrow until blade processing, as described in this section, is feasible. Watering will not be required for smooth blading. Accomplish smooth blading without distorting the existing cross-slope or crown of the traveled way.
Move and store loose surfacing materials on the high side of super-elevated curves and sections with uniform inslope or outslope. In crowned sections, store the material on either or both sides as elected. Windrow and place stored materials to provide not less than 3.6 meters (12 feet) of smooth traveled way on one-lane segments, or 6 meters (20 feet) of smooth traveled way on two-lane segments, or segments with turnouts. Cut holes through windrows, which may collect water on the road, for drainage at least every 150 meters (500 feet).
811.03 Measurement
Measurement under this Section will be made by the total number of units for each item listed in the SCHEDULE OF ITEMS completed and accepted.
