SECTION M - EVALUATION FACTORS FOR AWARD

M- 1 Evaluation Criteria

Technical Evaluation factors, when combined, are approximately equal to Past Performance and to Price in the award decision. However the importance of price may become greater as the differences between technical proposals decrease. Where technical proposals are determined to be substantially equal, price may control award.

(a) Past Performance and Company Experience: Quality and timeliness of performance, business relations and customer satisfaction, cost and cost control on previous contracts; and company experience for similar work.

(b) Technical Proposal. The technical proposals will be evaluated and ranked on the basis of the criteria below.

(i) Experience in trail construction, reconstruction, and maintenance in the Rocky Mountains including Grizzly Bear habitat; wilderness environment, fire effected trails, Leave No Trace practices, remote location; variety equipment and tools (hand and motorized); variety of trail types (hiker, pack and saddle, and motorized trails)

(ii) Camp/Stock Management Plan; Quality Control Plan and project oversight; Explosives Use qualifications and experience (sample from previous projects)

(iii) Ability to respond to emergency requests that requires response within 7 days (such as blow-down blocking trail, bridge washouts, trail sloughs or avalanches)

(iv) Capacity including number of personnel available; equipment; stock; use of sub-contracting; ability to perform multiple task orders; and bonding capacity.

(c) Price Proposal. Complete Section B, Schedule of Items and supporting documentation. Price for Projects 1 & 2 will be used for price evaluation. These are real projects which the Government intends to issue task orders for once awards are made.

M- 2 Award Statement

Multiple awards will be made to Offerors whose proposal is (1) technically acceptable and (2) whose technical/cost relationship is the most advantageous to the Government.

The Government reserves the right to make cost/technical trade-offs that are in the best interest and advantageous to the Government. The critical factor in making any cost/technical trade-off is not the difference between the technical evaluations but the significance of the difference. The significance of the difference between the technical evaluations will be determined on the basis of what the difference might mean in terms of performance and what it would cost the Government to take advantage of that difference.

The Government may reject any or all offers if such action is determined to be in the best interest of the Government.

Technical proposals will be evaluated and ranked by an evaluation panel according to the criteria in Section M-1 (a). The panel will not have access to the price proposal during the technical evaluation process. See Section L for information required for the price and technical proposals.

The Government intends to evaluate proposals and award a contract without discussions with Offerors (except clarification as described in FAR 15.306(a)). Proposals should be submitted initially on the most favorable terms, from a price and technical standpoint, which the offeror can submit to the Government.

However, the Government may, after evaluation of proposals, conduct further oral or written discussions as appropriate, with all Offerors whose proposals are within a competitive range.

M- 3 AGAR 452.216-72 Evaluation Quantities—Indefinite Delivery Contracts (FEB 1988)

To evaluate offers for award purposes, the Government will apply the offeror’s proposed fixed-prices/rates to the estimated quantities included in the solicitation, and will add other direct costs if applicable.

Projects 1 & 2 will be used as price evaluation. Prices for scheduled items must match offer for the Base Year.
