Solicitation AG-02NV-S-10-0075

Questions and Answers

8/4/2010

Q1. Who is responsible for reclaiming and seeding the construction site?

A1. It is the contractor’s responsibility to finish grade the construction site to the profiles shown on the site grading plans, and prepare the ground for seeding.

Seeding is the responsibility of the government.

Q2. Section 312000 – Earthworks

• Can specified borrow meet gradation requirements?

• Is it suitable for proper compaction?

• Do pits need to be filled-in to prevent ponding?

A2. See grading plans sheets C3, C4, and C5. No pits are shown. Obtain borrow uniformly across the indicated areas and finish to grades shown.

Q3. What type of finish is required on the primary structure of the rappel tower?

A3. Per 000601, 3.4 C: “Steel Finishes per Section 051200 “Structural Steel Framing” and as indicated on the drawings. If not indicated on the drawings shall be galvanized.”

Q4. Drawing T-4.1, Note 5 specifies shop welds. Detail 10, of Drawing T-4.2 details a connection designed as a field welded assembly. Must all welds be shop welds or can some be field welds?

A4. All welds on the Rappel Tower should be shop welded. If there is a special case for a field weld, then the Contractor could request a change to perform one. However, the Contractor would be required to provide field inspection “specialized inspection” of those welds – similar to the building requirements, as a condition of the change.

Q5. Drawing W1, page 28 of 183, Notes 1 and 2, specifies a minimum 1% slope away from the main for water lines. This may require extensive excavation at the building. Is this correct?

A5. The line needs a minimum bury depth of 42-inches.

Q6. Section 312000, 3.13E2, Page 8 requires a restrictive dam. “The Contractor shall construct restrictive sections (dams) in the special bedding material at least every 200 feet to minimize the possibility of excessive ground water flows undercutting the pipe. The dam shall extend across the entire width of the trench, be a minimum of 3 feet long, and shall extend to the top of the pipe zone material.”

What material should be used for the dam?

A6. Dams can be created from any material that meets bedding requirements (excavated trench material, special bedding, etc.)

Q7. Will all Idaho state permits be required and who is responsible for getting them?

A7. Contractor shall coordinate with State of Idaho, and Lemhi County, and acquire all required permits. Requirements of the contract documents may be more stringent than those required by the relevant codes. Acceptance by a building official will not obviate the Government’s right to reject any work not conforming to the contract requirements.

FS Handbook 7309, section 35:

“Contractors must abide by all local and State laws including securing building, utility, and other permits to execute the work. This requirement is covered by Federal Acquisition Regulation Clause 52.236-7 and applies to fixed-price contracts. Building permit coordination prior to construction shall be done by the Forest Service and specific permits required to execute the work shall be secured by the contractor. If the State or local authorities provide inspection services as a part of permit requirements, the Forest Service may consider those services as part of the contractor-provided quality control.”

Q8. How long will the Govt. hold the bid guarantee?

A8. The time bid guarantee is held will depend on quantity and quality of proposals received. It could be up to 2 weeks.

Q9. How will alternate bid items be evaluated?

A9. Proposals will be evaluated on all items. You must bid on all items.

Q10. If asphalt option is awarded will the Govt. extend the timeframes until weather is suitable for asphalt placement?

A10. If weather is unsuitable for asphalt placement, time may be extended.

Q11. Can existing improvements such as helipads, fences and asphalt be removed at the same time, at the start of the project?

A11. Yes

Q12. What is the anodized color of the aluminum curtain wall and storefront entry?

A12. Color of Aluminum Curtain Wall and Storefront Entry Door - is shown on "Finish Legend" on drawing sheet A901. Use same as listed under "Aluminum Storefront Finish" for "Aluminum

Curtain Wall."

Q13. What color are the aluminum clad windows?

A13. Color of Aluminum Clad Wood Windows - is shown on "Finish Legend" on sheet A901.

Use same as listed under "Aluminum Clad Wood Windows and Doors."

Q14. Are the aluminum clad windows a standard paint color?

A14. Color is standard color available by "Pella" window manufacturer.

Q15. Page # 0841 3-4-paragraph 2.5-#1 Entrance doors: concerning door construction -

Standard doors in the industry are 1 3/4" thick Thermal constructed doors are a waste of money due to the opening and closing of the door constantly. Thermal doors are 2"-2 1/4" thick. Do you really want a thermal door or a 1 3/4" standard door?

A15. There is a conflict with the spec. Spec states that doors are to be 1-3/4" thick and

Thermal Construction which appears to conflict with each other. Clarification - Thermal doors shall be provided of manufacturer’s standard thickness. Doors may need to be thicker than 1-

3/4".

Q16. How many past performance projects should we reference? We are requested to provide a narrative on our current work load. We are requested to provide a list of all similar projects we have completed (with a detailed project description) over the last 5 years. How many projects should we reference in to meet the requirements on page 58 (of 66) on the RFP?

A16. As stated in the RFP: “ Provide details on contracts performed within the last 3 years, with

Government agencies and private industry in terms of cost control, quality of work, and compliance with performance schedules. List any past or pending contract claims. List and discuss any work not paid at full bid price. Address specific performance failures and how you mitigated the cause of those failures.

Provide details regarding timeliness of performance or lack thereof. Discuss business performance statement that describes relationships and cooperation with customers. List any contract that was terminated for convenience of the Government within the past 3 years, and any contract that was terminated for default within the past 5 years. “

Q17. The information requested is as follows:

• Contract number

• Total dollar value

• Title of Contract

• Name, address, current telephone number of CO or CN

• Description of project (I imagine you would also want to see period of performance on these)

Most RFP’s request 5, but is there a minimum or maximum number you would like to see for this proposal?

A17. See answer A16.

Q18. The Solicitation states that proposals are due on August 16, 2010 but the Federal Business

Opportunities announcement states they are due on August 17, 2010. Which is correct?

A18. Proposals are due on August 17, 2010 at 3:00 pm Mountain time.
