USDA FOREST SERVICE PROCUREMENT DASHBOARD FOR THE SMALL BUSINESS PROGRAM
Small Business Goals Achievement Performance (Obligated Dollars Distribution by Small Business Group Category)
FY 2017 Reference Period: 10/1/2016 ‐ 4/03/2017 (First Two Quarters of FY 2017). FPDS Data Extraction Date: 4/03/2017. Contact: Cele Aguirre‐Bravo
Descriptors: Contracting Office Region (COR), Total Small Business Eligible Dollars (TSBED), Small Business Dollars (SBD), Small Business Dollars Percentage (SBDP), Small and Disadvantaged Business Dollars (SDBD), Small and Disadvantaged Business Dollars Percent (SDBDP), 8(a) SB Dollars (8(a)SBD), 8(a) SB Dollars Percent (8(a)SBDP), Service Disable Veteran SB Dollars (SDVSBD), Service Disable Veteran SB Dollars Percent (SDVSBDP), Women SB Dollars (WSBD), Women SB Dollars Percent (WSBDP), HUBZone SB Dollars (HZSBD), HUBZone SB Dollars Percent (HZSBDP), Small Business Goals Achievement Performance (SBGAP = Maximum number of achieved Small Business Goals (SBG); maximum number of SBG to achieve is 6). Percent GAP (PGAP = SBGAP/6). FPDS NG data extraction date: 4/03/2017. Check enclosed data sources if further analysis is needed. Main Contact for questions: Cele Aguirre‐Bravo (caguirrebravo@fs.fed.us; 703‐605‐5144).
Calculated Metrics: Gap indicators for procurement opportunity differences in obligated dollars between large (LBD) and small business (LBD) group categories: ΩLS = 1.0 ‐ SBDP; ΩLS < 20% is a planning goal. Obligated dollars gap differences (ΩIG) between SB group categories (i.e Non‐Socioeconomic Small Business Groups (NSESBGD) and Socioeconomic Small Business Groups (SESBGD)); ΩIG = SBD‐(NSESBGD ‐ SESBGD)/SBD. For planning purposes, ΩIG<20%. Gap difference indicators are points of reference for assessing the socioeconomic performance of agency and regions's small business programs.
Remarks: Please note that Region 6 is exceedingly performing in both SBGA and socioeconomic performance. Three regions are at 83% PGAP and exceeding in socioeconomic performance. At the agency level, while the WO‐AQM Region is a major acquisitions player, it seems that significant improvements need to be made in both SBGA and socioeconomic performance efficiency. SB groups that remain SBGA challenging for the agency and regions are: 8(a), SDV, and HUBZone. How incident support acquisitions are impacting agency's SBGA performance remains a topic for serious dicsussion and analysis, one that transcends multiple management domains.
USDA FOREST SERVICE PROCUREMENT DASHBOARD FOR THE SMALL BUSINESS PROGRAM
Small Business Goals Achievement Performance for the Washington Acquisition Management Office and its Branches (Obligated Dollars Distribution by Small Business Group Category)
FY 2017 Reference Period: 10/1/2016 ‐ 4/03/2017 (First Two Quarters of FY 2017). FPDS Data Extraction Date: 4/03/2017. Contact: Cele Aguirre‐Bravo
Remarks: This dashboard clearly exemplifies that exceeding the general SBGA is not a sufficient measure for assessing the efficiency performance of the agency and regions's small business programs (Metrics: SBGAP, PGAP, ΩLS, and ΩIG)While most of the general SBGA metrics show an exceeding status, all other SB‐Group metrics are below 50% PGAP, including the lowest SBG socioeconomic performance (Specifically Incident Support Branch and Operations Support Branch). Because of its strategic mission, the agency's acquisition programs are expected to have a significant impact on the socioeconomic component of its whole equation, particularly across economic regions that depend on national forest natural resources, but the metrics reveal that that macroeconomic effect is not being realized; an agency's chronic problem currently being addressed by internal and external regional economists.
