(a) Fixed Mobilization Rate – GAP Only

The Contractor must propose a fixed mobilization rate for the cost of transportation from the Contractor’s Base of Operation to the Designated Base. The fixed mobilization rate accounts for the normal cost of transportation from the Contractor’s Base of Operations to and from the Designated Base of Operation. Per diem is not paid as part of this rate.

When the Contractor is dispatched to an alternate base, the Government will reimburse the Contractor for the difference beyond the normal cost of transportation from the Contractor’s Base of Operations to the Designated Base (fixed mobilization rate) and the Contractor’s Base of Operations to the Alternate Base.

Per Person Fixed Mobilization Rate: $_______

(b) Administrative Mark-Up For Reimbursement Of Parts And Shipping

The Offeror may propose a mark-up to the cost of parts/services purchased by the Offeror.

Historically, this rate has been applied to an average of $350,000.00 for parts purchased annually (based upon a two helicopter operation).

(c) Extended Standby Hourly Rate

An extended standby rate of $51.00 per hour per authorized Contractor employee will be paid for hours worked over and up to position duty day limitations when ordered by the Government.

These hours are any hours worked over a regular eight-hour day during the GAP or a regular nine-hour day in OAP. Extended Standby will be measured in hours (rounded to the next full hour) and paid at the rate specified in the Schedule of Items, B.2. Extended Standby is not intended to compensate for travel time.

The rate will be reviewed on an annual basis to ensure compliance with the Service Contract Act, and an adjustment will be made if needed. The rate will be computed by taking the minimum wage rate from the Department of Labor Wage Determination (current at that time), for Nationwide Pilot, times 1.5 plus 20% for benefits, overhead and profit and rounded to the nearest dollar. If needed, adjusted rates will become effective at the time of the annual Option Renewal modification.

(d) Travel

Travel expenses will be reimbursed for assignments away from the Designated Base of Operations. Travel expenses include transportation to and from any temporary alternate field bases and per diem expenses equal to the current standard maximum rate as established by the Federal Travel Regulation (FTR). A list of localities and maximum rates is available on the GSA Website.

(1) Overnight Allowance

Overnight Allowance will be paid equal to the current standard maximum rate that is allowed (or high rate, if applicable) as established by the FTR for each authorized crew member for every night assigned to an alternate base or at the Government’s option may provide meals/and or lodging. A list of localities where high rates are authorized is available upon request. Crewmembers who elect to return to the Designated Base of Operations by alternate means rather than remain overnight with the helicopter will not be paid an overnight allowance.

Overnight allowance will not be paid when the aircraft is assigned to the Designated Base of Operation during the GAP and any extension thereof where no break in service occurs.

The Government will pay the Contractor an overnight allowance equal to the current standard maximum rate that is allowed (or high rate, if applicable) as established by the FTR or at its option may provide meals and/or lodging. A list of localities where rates are authorized is available upon request.

(2) Payment for Relief Crew Costs Away from the Designated Base

When the Government’s aircraft is dispatched away from the Designated Base of Operation, the Government will authorize payment for additional necessary and reasonable costs involved in transporting authorized relief crewmembers to and from alternate field bases when approved in advance by the Contracting Officer. These costs are limited to the actual transportation of the individual; e.g., airplane tickets, car rentals, etc. Salary costs for the Contractor's employee(s) while in travel status are not a cost for which the Government will reimburse the Contractor.

The Contractor will be reimbursed for the difference between the normal cost of transportation from the Contractor’s Base of Operations to the Designated Base (fixed mobilization rate) and the Contractor’s Base of Operations to the Alternate Base.

If the Government does not authorize such relief exchange, no deduction will be made for unavailability incurred because of personnel duty limitations.

Payment of necessary and reasonable transportation costs to and from the location of the aircraft is authorized. Itemized receipts must support claims for reimbursement and must be kept on file by the Contractor. Copies of receipts will be provided to the Government upon request.

(e) Miscellaneous Costs Included in the CLIN Structure

The Government will reimburse the Contractor for any airport use costs the Contractor is required to pay when ordered to operate from an airport other than the Designated Base of Operation such as airport landing fees, tie-down charges, or other similar type costs.

Miscellaneous unforeseeable costs not recovered through the contract payment rates and are the direct result of ordered services may be reimbursed at actual cost if approved by the Contracting Officer. Itemized receipts must support claims for reimbursement and must be kept on file by the Contractor and made available to the CO upon request.

Mileage for the maintenance service truck with operator will be reimbursed at the proposed rate in the schedule of items, for each mile travelled as ordered by the Government.

Mileage for the Fuel Service Vehicle with operator will be reimbursed at the proposed rate in the schedule of items, for each mile travelled as ordered by the Government.

Travel (ABS) in General – OAP Only includes per diem. Housing, subsistence, ground transportation, and other expenses will be the responsibility of the Contractor or its employees at the Designated Base of Operation.

B.4 BACKGROUND

The FireWatch Program operates as a research and development program pertaining to technology-enhanced aerial supervision. The program provides research in optical intelligence gathering and the real-time sharing of information via microwave downlink and portable storage devices. The average annual flight time per aircraft is approximately 275 hours. These aircraft often work in remote locations where field maintenance is crucial to sustain operations. See Exhibit 7, Historical Workload Data regarding labor provided under the previous contract.

B.5 MANDATORY AVAILABILITY PERIODS

Two maintenance periods are addressed in this contract: a General Availability Period and an Operational Availability Period.

(a) General Availability Period

The General Availability Period (GAP) begins on January 1st and extends through December 31st of each year. A typical duty day during GAP is 8 hours. Because of the nature of aircraft maintenance, the Government expects the Contractor to demonstrate flexibility in availability, if needed, such as shifting work days to accommodate the delivery and installation of parts. As discussed in B-2(c), Extended Standby can be applied to the GAP when additional support is required from the Contractor. The Government must approve Extended Standby prior to use.

(b) Operational Availability Period

The Operational Availability Period (OAP) occurs concurrent with the GAP, beginning on June 8th and extends through October 7th. During OAP, additional activities are anticipated due to fire season, which requires support seven days/week with each day being 9 hours. Each OAP helicopter team is comprised of a pilot, field mechanic, geographic information system (GIS) support and fuel services. Not all helicopter flights will require a Contractor pilot. Contractor pilots will not fly for more than 90 days in the OAP.

Return-to-Duty. The Contractor will inform the Contracting Officer as to how appropriate personnel may be contacted. Subject to Flight and Duty Limitations, these persons will be allowed one (1) hour to return to availability status after the contact attempt is made. Failure to return-to-standby status within one hour may result in loss of availability as determined by the Contracting Officer. If not requested to be on return-to-standby status, the Contractor's personnel will be considered to be off duty and cannot be required to return to duty status that day.

Equipment: Equipment will be available for a 9-hour day during the OAP. The equipment will not be removed from the Designated Base of Operation or any alternate field base without the approval of the Contracting Officer.

(c) OAP Flexibility

The OAP may become effective up to 45 days before the date specified or the OAP may become effective up to 45 days later than the date specified based on FS need. In the event the Government elects to deviate from the scheduled start date, a Notice to Proceed will be issued to define the new start date. This may be for one or both helicopters.

(d) Optional Additional Support

The Government may, at its option, extend the OAP for up to 45 days on a day-by-day basis.

This may be for one or both helicopters. The Contractor is obligated to perform in accordance with the terms and conditions of this contract for optional additional support.

B.6 DISPATCH PROCEDURES

Pilots: The beginning of the operational period will be set by the COR and may be adjusted day-to-day by the government representative assigned to the aircraft. Once the period begins, it will continue for 9 consecutive hours regardless of the availability status of the aircraft. During this period, the personnel/aircraft shall be able to respond to a dispatch within 15 minutes unless an alternate response time is established by the government representative assigned to the aircraft. Delays caused by local air traffic and other causes beyond the pilots control will not be considered part of the 15 minutes. This requirement does not apply when aircraft are being relocated to an alternate base for preparedness.

Support Personnel: (Fuel Service Vehicle Operator, Field Mechanic and GIS Technician). The beginning of the operational period will be set by the COR and may be adjusted day-to-day by the government representative assigned to the aircraft. Once this period begins, it will continue for 9 consecutive hours regardless of the availability status of the aircraft. During the operational period, the personnel and associated support equipment shall be able to respond to a dispatch within 15 minutes unless an alternate response time is established by the assigned government representative.
