The choice of the Reference project/client and designated point-of-contact is critical to accurate evaluation of the Offeror’s Past Performance. The Government will award one contract resulting from this solicitation to the responsible Offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. However, as Non-Price factors become more equal, Price will become significantly more important in the best value trade-off analysis.

The following adjectives will be used in assessing the Technical and Management factor:

o Exceptional o Very Good o Satisfactory o Marginal o Unsatisfactory

SECTION E

SOLICITATION PROVISIONS

Evaluation of Past Performance will use the following adjectival ratings to assess confidence.

o Substantial Confidence o Satisfactory Confidence o Limited Confidence o No Confidence o Unknown Confidence

In the case of an Offeror without a record of relevant past performance or for whom information on past performance is not available, the Offeror will not be evaluated favorably or unfavorably on past performance. A neutral rating or “Unknown Confidence” will be utilized if no relevant past performance is available for evaluation.

(a) TECHNICAL APPROACH

The Technical Approach Factor will be evaluated on the basis of:

(1) Proof of DCMA/DCAA certification. Any Offeror (or subcontractor) that does not hold a current DCMA/DCAA Company Certification will receive an unsatisfactory rating and the rest of its proposal will not be evaluated.

(2) The extent to which the Offeror demonstrates in-depth understanding of the PWS objectives and the extent to which its approach to satisfy all technical requirements, including Offeror-provided vehicles and major equipment, is feasible, cost-effective and will meet or exceed PWS performance requirements.

(b) MANAGEMENT APPROACH

The Management Approach Factor will be evaluated on the basis of:

(1) The extent to which the Offeror’s management approach demonstrates the organizational capability to satisfy all the requirements set forth in the PWS, particularly within the context of incident response, and the organizational capability to ensure, promote, and manage safety within the company as documented via the completed Safety Management System Component Questionnaire (Exhibit 4).
