About this file
This is an Addendum No. 1 document dated February 26, 2025, for ARFQ ERP2500000001 from the WV Enterprise Resource Planning Board addressing vendor questions regarding a Twilio messaging service contract. The document clarifies that the agency will provide their own Twilio account SID to the winning vendor, confirms that one toll-free number is required (not twelve), and explains that Section 3.1.3 should reference a toll-free number rather than a local number as originally stated in error.
The addendum provides technical clarification about the Twilio Verify API service requirement, explaining that it allows verification of user devices, phone numbers, and email addresses. It also emphasizes that the estimated quantities listed in the pricing sheet (150 verifications and 2,400,000 messages per month) are approximate volumes of anticipated purchases only, as referenced in Section 4.2 of the specifications.

ARFQ ERP2500000001 – Addendum No. 1
Vendor Questions
February 26, 2025
Vendor Questions:
1) The RFQ requires to use WV Enterprise Resource Planning Board's own Twilio account, does it mean that the Vendor will need to pay for Twilio on this account? That is:
Vendor pays Twilio using WV Enterprise Resource Planning Board's own Twilio account WV Enterprise Resource Planning Board then pay Vendor for the cost actually incurred
A. In our conversations with Twilio about our needs, we were informed that we could bring our own Twilio account if we make sure to provide the SID on the contract to the reseller who wins the award.
As noted, in the second paragraph of ‘Purpose and Scope’, this SID will be provided upon award of the contract.
2) Pricing sheet requires 12 Toll Free numbers (Line 3.1.1), but the outbound messages is via "Local Number" (Line
3.1.3), could you please clarify whether the messages will be sent via toll-free or local numbers?
A. The quantity of twelve (12) on the pricing sheet is the number of months to extend the price for the annual period. Section 3.1.1 requests one (1) Toll-Free Number.
Section 3.1.3 should say Toll-Free Number to match Section 3.1.1. Local Number was entered here in error.
3) Line 3.1.5 needs a quotation of Verify Service, but the estimated quantity is only 150 -- does it mean that WV
Enterprise Resource Planning Board will only send 150 messages per month to verify login numbers? Then in this case, what are the 2400000 messages per month in Line 3.1.3 used for?
A. This line is requesting pricing for the Twilio Verify API service. The Twilio Verify REST API allows you to verify that a user has a claimed device, phone number, or email address in their possession. The API lets you start a new verification for a user, and then check that the verification was successful.
As noted on the pricing page and in Section 4.2 of the specifications, the estimated purchase volume for each item represents the approximate volume of anticipated purchases only.
