About this file
Summary
This is Addendum 2 to an Invitation for Bid (IFB 26-478HFS-DIREC-B-51797) issued by the Illinois Department of Healthcare and Family Services (HFS) for Communications and Advertising Services for Medicaid Outreach. The document comprises a Q&A section addressing vendor inquiries regarding the Business Enterprise Program (BEP) utilization requirements and submission procedures outlined in the original solicitation.
The solicitation establishes a 2% BEP participation goal applicable to the total contract value of $9 million. BEP-certified prime contractors can satisfy this goal through self-performance and direct participation in commercially useful functions, without requiring subcontractor involvement. BEP-certified subcontractors may perform any assigned contract functions, including media buying and translation services, provided they meet commercially useful function requirements. Subcontractors holding certifications under commodity codes beyond the three initially listed (915-48 Graphics, 961-75 Translation Services, and 965-46 Design/Printing) are acceptable. Subcontractor payments are not itemized in BidBuy but are tracked and monitored through CEI's SDMP system. Vendors utilizing the BEP Utilization Plan form must indicate their BEP certification status and corresponding compliance method in the designated sections of the plan.
