About this file

This document is an Addendum 1 containing Questions and Answers for Illinois Department of Healthcare and Family Services (HFS) Invitation for Bid (IFB) 26-478HFS-DIREC-B-51797, soliciting communications and advertising services for Medicaid outreach. The IFB is being conducted under the Illinois Procurement Code and represents a lowest-price competitive bidding process with award to a single responsive and responsible vendor.

The contract requires comprehensive statewide Medicaid outreach and communications services across twelve geographic regions with distinct demographic, linguistic, and media-market characteristics. The total not-to-exceed contract value is $9 million over an initial five-year term beginning upon execution, with $6.3 million designated specifically for media purchases and pass-through costs billed at actual cost with no markup. The remaining approximately $2.7 million is available for labor and other costs, including Project Manager, Creative Lead, Media Lead, and General Personnel positions with pre-set hours provided for evaluation purposes. Award will be made based on total evaluated cost, calculated by applying bidder-proposed hourly rates to state-specified hours plus the media allocation. The solicitation includes a 2% Business Enterprise Program (BEP) participation goal and requires vendors to complete Attachment A demonstrating a minimum of three qualifying public-sector campaigns as a pass/fail responsiveness requirement. Campaign execution timing is contingent upon federal Medicaid policy changes scheduled for January 2027, with specific language translation needs to be determined by the Agency based on program requirements and target audiences.

Questions and Answers Addendum 1

Question NumberVendor QuestionsSolicitation ReferenceAgency Response
1When does the State expect to provide responses to all questions and how will it share those responses with prospective applicants?A.6BIDDER QUESTIONS AND AGENCY RESPONSEResponses to questions may be issued via a Bid Amendment to the original solicitation and posted on BidBuy. Bidders are responsible for monitoring BidBuy and related email notifications, and only posted responses are considered binding. There may be more than one bid amendment document posted at different times to address all questions that have been received.
2Within Attachment A, under the first column within the table, “Public Sector Or Government Client (Name)”, is it acceptable to also include the campaign or topic area along with the government name? In some instances, we have done several campaigns with the same agency on different topics so this would be a way for us to differentiate the different contracts. Please confirm this is acceptable to include.Attachment AAttachment A establishes minimum responsiveness requirements on a pass/fail basis.

This is an Invitation for Bid (IFB), and award will be made to the lowest priced responsive and responsible bidder meeting the requirements of the solicitation. Experience beyond the minimum threshold is not evaluated on a comparative or qualitative basis. The vendor response will need to limit each entry to factual information to identify the campaign.

3 Attachment A also states: “Limit each entry to brief factual information to identify the campaign”. Does this mean we should include a brief narrative about each campaign? Or only fill out the columns as stated? Attachment A Bidders must complete Attachment A by providing the information requested in the table, limited to factual information necessary to identify each campaign, as stated.

A narrative description is not required and will not be evaluated.

4 Other than demonstrating vendor qualifications in Attachment A and completing the other required forms, are there any other recommended materials that should be submitted as attachments? Please specify if an agency is discouraged from submitting supplemental materials not expressly outlined in the vendor instructions. Attachment A The solicitation identifies the required documents and forms to be submitted. Bidders should submit only the materials specified in the solicitation.

No additional documentation or support for Attachment A is required and will not be evaluated.

5 Attachment A establishes a minimum of three (3) qualifying public-sector campaigns as a pass/fail responsiveness criterion. Under the lowest-price award structure, will the Agency consider depth of relevant Medicaid or large-scale public-sector outreach experience above this minimum threshold as part of its responsibility determination, or is the three-campaign minimum the Agency’s sole inquiry into qualitative campaign experience? Attachment A Differentiation Above the Pass/Fail Threshold Attachment A establishes minimum responsiveness requirements on a pass/fail basis.

This is an Invitation for Bid (IFB), and award will be made to the lowest priced responsive and responsible bidder meeting the requirements of the solicitation. Experience beyond the minimum threshold is not evaluated on a comparative or qualitative basis.

6 The solicitation includes a list of attachments on page 32. Can you confirm which attachment file is the “Illinois Standard Certifications” attachment that is required to be completed by both the prime and any subcontractor? There is no file by this name. Attachments Required Attachment: Illinois Standard Certifications The “Illinois Standard Certifications” referenced in the solicitation is the Required Attachment titled “Illinois Standard Certifications.”

calendar days following Contract execution. The Contract also states that the Vendor shall not commence performance, incur costs, or make commitments without prior written Agency approval.

Please clarify: Does the 14-calendar-day clock for campaign plan submission begin at the moment of contract execution, regardless of when the Agency provides initial program direction, background materials, or a project briefing to the Vendor? 24We are assuming this “Offer to the State of Illinois" is where we provide the narrative describing how we would perform the contract (our capabilities, experience, technical approach, personnel, etc.). Is this correct? If not, where would we provide the information needed to evaluate our proposal?OfferNo. This solicitation is being conducted as an Invitation for Bid (IFB).The “Offer to the State of Illinois” is not intended for submission of a technical proposal or narrative response. Vendors are required to submit the documents identified in the solicitation and BidBuy submission requirements. The State will evaluate bids for responsiveness, responsibility, and pricing in accordance with the IFB requirements.
25Will out-of-state offerors be considered?OfferYes. Out-of-state offerors may submit bids and will be considered in accordance with the requirements of the solicitation, the Illinois Procurement Code, and all applicable State laws and requirements.
26Are there any format requirements or length restrictions on the offer or whatever technical approach document is sought?OfferNo separate technical approach document is required under this Invitation for Bid (IFB). Therefore, no format requirements or page limitations have been established for a technical proposal or narrative response.
27The Invitation to Bid Vendor Instructions and Requirements lists five required documents: (1) Vendor Disclosure or IPG Active Registered Vendor Disclosure (2) Offer to the State of Illinois (3) Contract, (4) BEP Utilization Plan and (5) Attachment A – Vendor Qualifications Attestation. Four of the documents are provided as part of the bid and simply need to be completed by the vendor. The “offer” document (invitation-for-bid-offer-to-thestate-of-illinois-v-25-3-2-24-25~1.pdf) is two pages long but appears to be what you would want as the final page of a technical proposal. Is that the intention? Is there anything beyond that document expected as part of the Offer?OfferThe “Offer to the State of Illinois” form is to be completed and submitted as provided. This is an Invitation for Bid (IFB), and the solicitation does not require or request a technical proposal.

Bidders must submit all required documents identified in the Instructions, completed in accordance with the solicitation. No additional materials are required or will be evaluated beyond those specified.

28Will Key Personnel changes during the contract require formal amendment or only written approval?IFB 1.5.9.2Any changes to key personnel during the contract term will be subject to Agency review and approval in accordance with the contract and, if appliable, the Illinois Procurement Code.
29Where should we describe our key personnel? Should this
include their resumes? Is there a length restriction on resumes?IFB 1.5.9.2This solicitation does not require submission of key personnel descriptions, resumes, or a technical staffing proposal as part of the bid response. Therefore, no resume format or length restrictions have been established under this IFB. Per IFB 1.5.9.2 the Key Personnel will be submitted 7 business days after notice of award.
30Can we receive a copy of that video (IFB) to reference?Prebid ConferenceThe pre-bid meeting was not recorded, so there is no video available for reference. The Bid Buy IFB vendor instructor video shown during the pre-bid conference can be found here https://www.youtube.com/watch?v=dk1xBAVyjPo.
31Under the Bid Buy tab, “General Personnel” is listed as an Item. Given there is no option to add numerous roles, is the expectation that we utilize a blended hourly rate for this line item?Section 2 PricingPlease see IFB Section 1.5.9 - 1.5.12. Bidders must submit pricing in accordance with the structure provided in the Bid Buy Items Tab, including the “General Personnel” line item.

Responsive bidder must propose rates consistent with the solicitation requirements.

32Is the $9 million budget for a single year, or is it meant to cover the entire duration of the multi-year contract?Section 2 PricingPlease see IFB Section 2 - Pricing. The $6.3 million media purchases amount represents a not-to-exceed total for the full contract term, which may be up to five (5) years.
33Are you required to go with the lowest-cost bid?Section 2 PricingYes. This is an Invitation for Bid (IFB), an award will be made to the lowest priced responsive and responsible bidder that meets all requirements of the solicitation.
34Are we able to add additional items under the Items tab in Bid Buy? Or is the expectation that all costs only be associated with Items 1-5 as listed?Section 2 PricingPlease see IFB Section 1.5.9 - 1.5.12. Bidders must submit pricing in accordance with the structure provided in the Bid Buy Items Tab. Line items shall not be added to, removed, or modified, and alternative pricing structures will not be considered. All proposed costs must be incorporated within the items and pricing format provided in the solicitation.
35How should production expenses be budgeted? Are they expected to come out

of the $6.3 million media pass-through budget, since there isn't a separate line

item for out-of-pocket production costs?Section 2 PricingPlease see IFB Section 2 - Pricing. Bidders must submit pricing in accordance with the structure provided in the Bid Buy Items Tab. Line items shall not be added to, removed, or modified, and alternative pricing structures will not be considered. All proposed costs must be incorporated within the items and pricing format provided in the solicitation.
36The Contract requires bidders to enter an hourly labor rate for each labor category in the

Bid Buy Items Tab. The IFB documents reference Key Personnel roles (Project Manager, Creative Lead, Media Lead) and General Personnel but do not enumerate all labor categories or billing tiers.

(a) Please confirm the complete list of labor categories in the Bid Buy Items Tab. Are there additional categories beyond the Key Personnel and General Personnel roles described in the Contract (e.g., senior strategist, copywriter, digital specialist, translator, junior staff) that bidders should plan to price?

(b) The Items Tab requires hourly rates but the IFB documents do not specify estimated hours per category. Are bidders expected to enter estimated hours alongside their rates? Please clarify how the lowest total price determination will be calculated across labor categories. Section 2 Pricing (a) Bidders must submit pricing for the labor categories identified in the Bid Buy Items Tab. No additional labor categories should be added beyond those provided.

(b) The pre-set hours in the Bid Buy Items Tab are provided for evaluation purposes. Bidders are required to enter hourly rates only; bidders will not enter or modify hours. The total evaluated cost will be calculated based on the proposed hourly rates multiplied by the stated hours, along with any other applicable cost elements, in accordance with the solicitation.

37How is the net $6.3MM budget to be allocated over the term of the contract and is this
the grand total media for up to five years?Section 2 PricingThe $6.3 million media purchases amount represents a not-to-exceed total for the full contract term, which is 5 years.

38 Can the agency confirm the anticipated split between labor vs. media spend within the $9M NTE? Is $6.3 all media buys and no labor? Section 2 Pricing Please see IFB Section 2 - Pricing. The $6.3 million amount is designated for media purchases. The remaining portion of the $9 million not-to-exceed total contract value is available for all other contract costs, including labor.

The solicitation does not establish or guarantee a specific allocation between labor and media beyond these amounts.

39 Please provide clarity with regards to the contract value as it relates to the initial term of the contract. Is the NTE contract value of $9M over the 5-year initial term and not an annual amount? If the former, should the $6.3M be spread across 5 years as well? Section 2 Pricing Please see IFB Section 2 - Pricing. The $9 million total contract value and the $6.3 million media purchases amount represent not-to-exceed amounts for the full contract term, as described in the solicitation, and are not annual amounts.

The timing and allocation of expenditures will be determined by the Agency based on program needs and available funding. Bidders are not required to propose a specific allocation across the contract term.

40 Since the budget is provided through Bid Buy in the Items and Subcontractors section, where should we provide written

justification or explanatory notes on the budget?Section 2 PricingBidders must submit pricing in accordance with the Bid Buy Items and Subcontractor sections and include only the materials specified in the solicitation. Additional information is not required and will not be evaluated.
41The Items section of Bid Buy has 5 Items – 4 labor items and
the mandatory $6.3 million for pass-through media costs. The four labor items are each populated with a pre-set number of hours. Are bidders being asked to populate the rates for those positions to generate the total budget outside of the media buy (up to $2.7 million)? If so, how are other direct costs beyond media and subcontractors – for example production costs, printing or travel – supposed to be budgeted?Section 2 PricingPlease see IFB Section 2 - Pricing. Bidders must complete pricing in accordance with the structure provided in the Bid Buy Items Tab, including entering hourly rates for the specified labor categories and the required amount for media pass-through costs.

The pre-set hours are provided for evaluation purposes to calculate total cost. Costs not included in the media pass-through line should be reflected within the bidder’s pricing as structured in the BidBuy Items Tab, consistent with the solicitation.

42 Obviously, a vendor will have to apply more than three key personnel to successfully fulfill this contract. Is the intent to show a “General Personnel Rate” to establish a blended rate for all those working on the project outside key personnel?

Besides being used to generate the budget for this solicitation, will these rates have any meaning beyond the contract award since this is a fixed price contract? Section 2 Pricing Please see IFB Section 2 - Pricing. Bidders must complete the pricing structure as provided in the solicitation, including all labor categories identified in the BidBuy Items Tab.

Labor rates are used to establish the total evaluated cost for bid comparison purposes and must be used for contract administration in accordance with the Contract. Bidders must submit pricing consistent with the solicitation requirements.

43 Is there any other budget information sought by the state outside of the rates in the Items section and the Subcontractor

section in BidBuy?Section 2 PricingPlease see IFB Section 2 - Pricing. No. This is an Invitation for Bid (IFB). The State may award to the lowest priced responsive and responsible Bidder whose Bid meets all specified requirements. The State intends to make a single award based on the lowest overall total price, inclusive of all required line items.
44How will the budget amounts established in the Items and

Subcontractor sections be evaluated to determine the best

value to the state?Section 2 PricingPlease see IFB Section 2 - Pricing. This is an Invitation for Bid (IFB). The State may award to the lowest priced responsive and responsible Bidder whose Bid meets all specified requirements. The State intends to make a single award based on the lowest overall total price, inclusive of all required line items.
45The pricing section of the contract states that media purchases will total $6.3 million and that the total payments under this contract shall not exceed $9 million. The Term and Termination section of the contract states the initial term of the contract is five years. Is the $6.3 million and $9 million figures meant to cover a five year term or is that an annual spend? If those amounts are meant to cover the full five-year term, do you expect contractors to recommend how to allocate that budget given the needs of the outreach campaign (new rules coming into effect January 2027) OR will that full amount not be available in year one?Section 2 PricingPlease see IFB Section 2 - Pricing. The $6.3 million (media purchases) and $9 million total contract value represent not-to-exceed amounts for the full contract term, as described in the solicitation.

These amounts are not annual budgets. Actual expenditures, including the timing and allocation of funds, will be determined by the Agency based on program needs and available funding. Bidders are not required to propose a specific multi-year budget allocation.

46 Could you please confirm the intended period of performance for the labor hours indicated in the item pricing tab in BidBuy? E.g., 2,400 hours are specified for the Project Manager; are these hours intended to be allocated across the initial contract term + 5 years (per contract section 3.1)? Section 2 Pricing Please see IFB Section 2 - Pricing. The labor hours identified in the BidBuy Items Tab represent estimated quantities for evaluation purposes and are intended to apply across the full contract term, which is five (5) years in accordance with Section 3.1.

Actual hours may vary based on Agency needs, but bidders must base their pricing on the quantities provided.

47Will bids be evaluated based on the total cost calculated as the proposed hourly rates multiplied by the stated hours for each labor category?Section 2 PricingPlease see IFB Section 2 - Pricing. Bids will be evaluated based on the total evaluated cost, which includes the proposed hourly rates multiplied by the stated hours for each labor category, as set forth in the solicitation. Award will be made to the lowest responsive and responsible bidder.
48Is there any requirement or expectation that the total labor cost (rates × stated hours) align with or be below the implied labor budget (approximately $2.7M), or will the lowest total
calculated cost be selected regardless of that total?Section 2 PricingPlease see IFB Section 2 - Pricing. The solicitation does not establish a required or target labor budget. Bidders should complete pricing in accordance with the structure provided in the BidBuy Items Tab.

This is an Invitation for Bid (IFB), and award will be made to the lowest responsive and responsible bidder based on the total evaluated cost, as calculated in accordance with the solicitation

49Contract section 2.2 specifies that media purchases and other pass-through costs shall be billed with no markup. Beyond the bidding vendor, does this apply to media implementation partners who may charge an administrative fee alongside the cost of media?Pricing Section 2.2Costs directly associated with media placement, distribution, production, outreach implementation, or pass-through activities related to text messaging, direct mail, outbound calling, or similar outreach efforts should be included within the applicable media purchase or pass-through cost amounts, as appropriate under the solicitation.
50If we are suggesting text messaging, direct mail, and outbound calls to hard to reach segment(s) is the production cost (printing, call personnel, text technology cost part of the Media Purchase cost?Section 2 PricingPlease see IFB Section 2 - Pricing. Costs directly associated with media placement, distribution, production, outreach implementation, or pass-through activities related to text messaging, direct mail, outbound calling, or similar outreach efforts should be included within the applicable media purchase or pass-through cost amounts, as appropriate under the solicitation.
51Sections 1.3.4 and 2.1.2 reference "media purchases and other pass-through costs" billed at actual cost with no markup. Please confirm whether the

$6,300,000 pass-through allocation is intended to cover (a) only third-party media placement costs, or (b) media placement plus other third-party costs incurred in connection with creative development (e.g., videography, photography, design, editorial, post-production, printing, etc.). If (a), where in the pricing structure should bidders account for creative development costs? Section 2 Pricing The $6,300,000 Media Purchases (Pass-Through Costs) allocation represents the estimated not-to-exceed amount for media purchases and pass-through costs as described in the solicitation, billed at actual cost with no markup..

“Other pass-through costs” are intended to include costs directly related to media placement and execution. Costs not directly associated with media purchases, including those related to creative development, will be proposed within the appropriate labor rates or cost categories in the BidBuy Items Tab, consistent with the solicitation.

Bidders should structure pricing in accordance with the solicitation requirements.

52 To confirm, under 2.3 the RFP states: “Media Purchases (Pass-Through Costs) line: Bidders must enter $6,300,000.00 for this line item. This amount represents the estimated not-to-exceed allocation for media purchases and other pass-through costs under the Contract.” Are “other pass-through costs” considered any other hard costs such as research recruitment vendor fees, production hard costs, etc.? Or is this solely for media buys? Section 2 Pricing The $6,300,000 Media Purchases (Pass-Through Costs) allocation represents the estimated not-to-exceed amount for media purchases and pass-through costs as described in the solicitation, billed at actual cost with no markup. Costs not directly associated with media purchases will be proposed in the appropriate cost or labor categories, as applicable and consistent with the solicitation.

Bidders should structure their pricing in accordance with the solicitation and the BidBuy Items Tab.

53 Will the State provide estimated annual hours per labor category to support comparable pricing across bidders? If not, what level-of-effort assumptions should bidders use? Section 2 Pricing The estimated hours reflected in the Bid Items Tab are established by the State to facilitate uniform pricing comparisons across bidders for evaluation purposes.

Bidders should utilize the estimated hours provided in the Bid Items Tab when preparing their pricing responses in accordance with IFB Section 1.5.11 and Section 2 Pricing.

54 What if the Prime vendor does not provide media planning and media buying services, but it has a partner with extensive experience in these areas? Can we still bid as Prime?? Section 1.5.1 Vendor Qualifications. Under the Illinois Procurement Code, awards are made to responsive and responsible bidders capable of performing the work (30 ILCS 500/20-15; 30 ILCS 500/20-20; 44 Ill. Admin. Code §1.2020). Where applicable, work must reflect a commercially useful function (30 ILCS 575/2; 44 Ill. Admin. Code §8.60).

This solicitation includes a 2% BEP participation goal.

55How should the regional breakdown be managed for media planning; is each area treated as its own de-facto market?RegionsThe solicitation does not prescribe a specific regional media planning structure or require that each region be treated as a separate market. Bidders are responsible for developing an approach that ensures effective coverage across the required regions and meets the objectives of the campaign.
56Section 1.3 of the Contract requires statewide messaging to reach all or any part of twelve (12) geographic regions, each with distinct demographic, linguistic, and media-market characteristics. How does the price-only evaluation account for the additional planning, localization, regional media relationships, and quality assurance effort required to deliver consistent plain-language messaging across all twelve regions, particularly given that bidders may differ substantially in their existing regional infrastructure?Regions Section 1.3The solicitation uses a lowest responsive and responsible bid (IFB) methodology and does not assign separate score or weight to regional infrastructure, localization, or related efforts. Bidders must include all costs necessary to meet the requirements in their proposed price.
57What is the seasonality or flight date window for the campaign?Solicitation Section 1.2Please refer to Section 1.2 – The campaign does not have a fixed seasonal window. It is tied to federal Medicaid policy changes scheduled to take effect beginning January 2027, with the exact timing and execution to be determined and directed by the Agency.
