Addendum 2 Summary

This is an addendum document issued by the West Virginia Joint Forces Headquarters (JFHQ) for the Construction-Joint Forces Headquarters JFHQ Window Replacement project. The addendum provides clarifications, modifications, and additional requirements to the original solicitation for window replacement services at the JFHQ facility. The document addresses questions submitted by prospective bidders and updates specifications, site conditions, or project requirements that were identified after the initial solicitation release. Bidders are required to acknowledge receipt of this addendum as part of their bid submission to ensure compliance with the most current project requirements and specifications.

The addendum establishes binding modifications to the original contract documents that all bidders must incorporate into their proposals. Any bidder failing to acknowledge receipt of Addendum 2 may have their bid deemed non-responsive. The changes outlined in this addendum supersede conflicting language in the original solicitation documents and become part of the enforceable contract terms for the selected contractor. All clarifications and modifications contained within this addendum are mandatory requirements for bid consideration and contract performance.

ADDENDUM NO. 2- CRFQ-ADJ2700000021

RE: Construction-Joint Forces Headquarters JFHQ Window Replacement West Virginia Army National Guard Joint Forces Headquarters Building 1703, Charleston, WV

TO: Prospective Bidders

FROM: West Virginia Army National Guard

NOTE: This Addendum forms a part of the Contract Documents and modifies the original Bidding Documents.

PART 1 – INFORMATION FOR BIDDERS

Bid opening date remains on September 9, 2026 @ 1:30 pm EST

PART 2 – BIDDERS’ QUESTIONS AND RESPONSES

Question No. 1: Will our employees be able to use the restroom facilities in the building that they are working in, or do we need a porta johns?

Response No. 1: Contractor will be able to use Guard facilities as long as they clean up after themselves.

Question No. 2: Will an office trailer be needed?

Response No. 2: No, we can find a place to put a small connex for storage.

Question No. 3: The existing caulking looked like it could contain asbestos, will the Guard be responsible for testing, and if asbestos is found, will a change order be in place to mitigate hazards?

Response No. 3: Yes, the agency will be responsible for testing, we are having it tested now.

And if asbestos is found the agency will have it removed at our expense under the statewide contract. No change order will be needed.

Question No. 4: The existing steel lentils are started to rust: do you want to include painting the lentils in this project?

Response No. 4: Yes.

Question No. 5: Does the spec call for 6-inch store front frames, because the setback for the existing frames will tight for 4-inch frames to fit?

Response No. 5: No, the specifications call for 4” frames.

Question No. 6: The add alternate for the large windows with the metal panels located by the existing aluminum awning is one complete unit approximately 266 inches tall by 96 inches wide. The bottom half of these windows have had a block wall constructed inside and they are no longer needed or being used. The existing awning will need to be removed to replace these windows as well. It was discussed in the field that you block the existing opening with masonry brick to the bottom of the second-floor windowsill, then replace the second-floor windows with the same kind of windows being used for the others for appearances. Is this something that you would like to be included in the bid?

Response No. 6: Contractor shall remove the lower level windows and install insulated panels.

Question No. 7: Since the existing awning is being removed for construction, and it has shown signs of age and wear, do you want to price a nice awning to be installed?

Response No. 7: Yes.
