About this file

This is Addendum #2 to Bid Invitation 200-25 issued by the New Hampshire Division of Procurement and Support Services for a single 4x4 Loader Backhoe to be procured for the New Hampshire Department of Transportation. The addendum addresses twelve specific technical questions raised by potential bidders regarding machine specifications and design requirements. Key clarifications include confirmation that the "Power Curve" boom design is mandatory, the "hourglass" shape configuration is required for operator safety and line of sight, and divergent loader arms are essential design features. The bid closing date is May 28, 2025, at 1:30 PM, and all changes noted in this addendum supersede previously submitted documents and must be included with bid submissions. The addendum specifies that manufacturer-supplied, factory-installed OEM couplers are required, though attachments may be aftermarket if compatible with OEM specifications. Additional mandatory features include sealed switches in the cab, water-cooled transmission and hydraulic systems, and a factory-installed single electric FNR cooler (auxiliary transmission cooler) with a swing-out AC condenser rather than a chaff screen alternative.

The addendum provides flexibility on certain specifications while maintaining strict requirements on others. The state will accept 1700CCA batteries and 95 NET horsepower, provided all listed performance requirements are met, though the original solicitation specified a minimum of 100 NET horsepower. Drive shaft paint color is flexible, accepting any color of lead-free paint. Machine security protection systems must be factory-installed anti-theft systems; telematics with GPS geofencing does not satisfy this requirement. All responses to the addendum must be signed and submitted with bid documentation, with inquiries directed to Lincoln Adams, the Purchasing Agent, at NH.Purchasing@das.nh.gov. Complete bid solicitation documents and addendums are available on the New Hampshire Department of Administrative Services website.

ADDENDUM # 02 TO BID INVITATION 200-25

DATE AND TIME OF BID CLOSING: 5/28/2025 1:30 PM

FOR: Loader Backhoe

QUESTION 1:

Does the machine have to have a “Power Curve” boom design? Deere only terminology from sales literature. How does one meet or exceed this spec?

STATE RESPONSE:

Yes this is required. Per our preliminary research, multiple vendors can provide a "Power Curve" boom. This design requirement reduces the risk of damage to the machine as well as truck during the load and unloading process.

QUESTION 2:

Does the machine need to have an “hourglass” shape? Deere only spec from sales literature. How does one meet or exceed this spec?

STATE RESPONSE:

Yes this is required. Per our preliminary research, multiple vendors can provide an "hourglass" shape. Operationally, this configuration provides better line of sight for our operators, improving safe maneuverability and operation of the equipment.

QUESTION 3:

Does the loader need “divergent loader arms”? Please explain what this means.

STATE RESPONSE:

Yes, this is required. Divergent loader arms on a backhoe refer to a specific design of the front loader arms where the arms flare outward as they extend from the machine towards the bucket, rather than running parallel to each other.

QUESTION 4:

Manufacturer built and installed Coupler/bucket Thumb/ Loader coupler, does this mean that the attachments must be from the machine manufacturer? Can they be aftermarket and installed by the dealer?

STATE RESPONSE:

The coupler must be OEM and factory installed. Attachments may be aftermarket; however, they must be compatible with the OEM coupler and meet or exceed OEM specifications.

QUESTION 5:

I don’t have a “machine security protection system” through the display. Does telematics with GPS geofencing and machine starting after curfew, notifications qualify?

STATE RESPONSE:

This will not be acceptable; telematics is not an anti-theft system.

QUESTION 6:

I don’t have “sealed switches” in the cab, are standard switches acceptable where there are protected from weather inside the cab?

STATE RESPONSE:

Standard switches will not be accepted, they must be sealed.

QUESTION 7:

I don’t have an AC condenser that swings out. I do have a Chaffe screen that does not allow debris buildup and does not require radiator cleaning, does this qualify?

STATE RESPONSE:

A "Chaffe screen" will not be accepted, the unit must be equipped with a swing-out AC Condenser.

QUESTION 8:

I don’t have a water-cooled transmission or hydraulic system. Will air cooled be acceptable?

STATE RESPONSE:

Air cooled will not be accepted, the machine must be water cooled.

QUESTION 9:

What color should the drive shaft be painted? Is black acceptable?

STATE RESPONSE:

The State will accept any color of Lead Free paint.

QUESTION 10:

What is a Factory installed single electric FNR cooler?

STATE RESPONSE:

This refers to an auxiliary transmission cooler.

QUESTION 11:

Would 1700CCA be sufficient for the batteries?

STATE RESPONSE:

The State will accept 1700CCA

QUESTION 12:

Would 95 NET horse power be sufficient?

STATE RESPONSE:

The State will accept 95 NET horsepower provided the machine meets all listed performance requirements.
