About this file
This is Addendum #01 to Bid Invitation 493-26 issued by the State of New Hampshire Division of Procurement and Support Services, Bureau of Purchase and Property, addressing clarifications to the Professional Development Training Services RFP. The addendum provides responses to 29 vendor inquiries regarding the scope of professional development and training services, which encompasses over 50 training classes across fundamental and advanced business skills, 13 professional development programs including Google IT Support Professional Certificate and PMP Certification Preparation, and organizational development professional services such as instructional design support, e-learning development, leadership coaching, strategic planning facilitation, and metrics consulting. Services will be delivered through live online sessions via Microsoft Teams and in-person instruction at the primary facility located at 54 Regional Drive, Suite #5, Concord, New Hampshire, with occasional onsite delivery at individual state agencies throughout New Hampshire. The vendor inquiry period closed on May 22, 2026, with proposals due on June 10, 2026 at 11:00 AM Eastern Time. Vendor interviews and presentations are estimated for June 22 through July 2, 2026, with vendor selection anticipated for July 7, 2026. The contract term shall be five years commencing upon Governor and Executive Council approval with an anticipated effective date of September 16, 2026, and may be extended for up to two additional years under mutual agreement.
Pricing must be submitted on a fixed-price basis per class or program with separate pricing spreadsheets required if vendors offer both online and in-person formats, with all development, preparation, instruction time, meals, travel, and expenses included in the proposed pricing. Evaluation will be based on a 100-point scale with 20 points for bidder qualifications, 15 points for experience, 25 points for training quality, and 40 points for price proposals calculated on cost per student or cost per hour for professional services. The addendum clarifies that vendors are not required to bid on all services, that copies of certifications and licenses need not accompany proposals but will be requested prior to award, that insurance documentation is required after award but not with the proposal, and that materials developed at the State's request become state property while vendors retain ownership of pre-existing intellectual property. No set-asides for disadvantaged enterprises or incumbent vendor preferences are designated, there is no identified budget range, and the 10 percent processing fee charged by the New Hampshire Bureau of Education and Training to eligible participants is assessed separately from vendor pricing.

STATE OF NEW HAMPSHIRE
DIVISION OF PROCUREMENT AND SUPPORT SERVICES
BUREAU OF PURCHASE AND PROPERTY
STATE HOUSE ANNEX
25 CAPITOL STREET
CONCORD, NEW HAMPSHIRE 03301-6398
Date of Change: May 21, 2026
ADDENDUM # 01 TO BID INVITATION 493-26
DATE AND TIME OF BID CLOSING: 6/10/2023 11:00 AM
FOR: PROFESSIONAL DEVELOPMENT TRAINING SERVICES
Question 1: Are there any required certifications, licenses, or credentials for facilitators providing services under the subsections?
State Response: Applicable certifications apply. For example, a person teaching Microsoft Suite classes must hold a Microsoft certification, a person facilitating a Lean Process Improvement event must be a Lean Black Belt, and a PMP (Project Management Professional) Prep Course instructor must be a PMI Authorized Training Partner (ATP).
Question 2: For Metrics Consulting under Section 6.3.6, does the State require specific analytics platforms, dashboard tools, or technical software experience?
State Response: No, although experience with current and relevant tools will be important.
Question 3: What criteria will the State use to select a vendor for an individual work assignment: lowest total cost, hourly rate, technical approach, availability, past performance, or a combination of factors?
State Response: Work assignments for Organizational Development Professional Services will be requested from selected vendors as outlined in Section 6.2. Such work assignments will be awarded based on vendor qualifications and experience, proposed approach, and total cost.
Question 4: Does the State anticipate that most assignments under these categories will be virtual, in-person, hybrid, or determined case by case?
State Response: Most organizational development professional service work is expected to be performed in-person or hybrid.
Question 5: Can the State provide examples of likely work assignments under Sections 6.3.5, 6.3.6, and 6.3.7, including anticipated size, timeline, number of participants, and expected deliverables?
State Response: Work assignments for organizational development professional services, such as meeting facilitation, metrics, and team building, are highly variable depending on the scope/need and size of the state agency, bureau, or program. Past assignments are not indicative of future needs.
Question 6: How should vendors account for fully loaded travel costs when future work assignment locations and on-site requirements are unknown at proposal submission.
State Response: See page 19, Section VIII items 50-52.
Question 7a&b: (a) If Attachment 3 does not provide separate rows for virtual and in-person services, may vendors submit separate Attachment 3 spreadsheets for virtual and in-person pricing? Should vendors submit two versions of Attachment 3 if they want different rates for virtual and in-person facilitation or consulting.
(b) In case we want to propose pricing for both in-person and virtual formats, should we duplicate the cells and include both amounts in the same sheet, or should we submit two separate copies of the pricing Excel sheet provided by you?
State Response: Vendors must submit two separate bid sheets to submit different rates for virtual versus in-person classes or organizational development professional services.
Question 8: What are the areas/themes that are of interest for potential additional services? What departments, tasks, or roles do potential participants work in that would require further technical assistance?
State Response: The Offer spreadsheets provide space at the bottom for Vendors to identify other classes and/or professional services offered by a Vendor. These items will not be included in the RFP evaluation and scoring but may be included in a contract pursuant to SECTION 55: VENDOR’S BALANCE OF PRODUCT LINE
ITEMS.
Question 9: Section 41 VENDOR CERTIFICATIONS, do certifications only need to be pursued after offer but prior to official award?
State Response: A vendor application should be sent in at the time of RFP submittal with W9 if not already on File. All other certifications will be required at the time of awarded contract.
Question 10: We provide professional development and certification training, including PMP®, CAPM®, and PMI-ACP® exam prep programs. Before proceeding with the proposal, I wanted to ask whether project management certification (or project management fundamentals) training falls within the intended scope of this
RFP?
State Response: Yes, see offer sheet attachment 2, item 12 (for PMP Certifications). See offer sheet attachment 1, item 50 and 51 (for Project Management Classes).
Question 11: Is it mandatory to submit bid pricing for all topics listed under Attachments 1, 2 and 3, respectively?
State Response: No. Vendors should submit bid pricing for only those classes and/or programs for which they want to be considered.
Question 12: Could you please clarify what is meant by ‘10 hours of work over one week and 2 days, with 2 × 90-minute live Teams sessions’? and 1-week online course - with 2 - 90 min live TEAMS sessions is?
State Response: The bid sheets provide example current or expected class structures as reference for vendors.
The first example noted in the question refers to an expectation that an average student will spend 10 hours total over the period of the class, which runs for one work week, which includes 3 hours “in class” during the 2 – 90 minute live teaching sessions held via TEAMS and 7 hours doing work out of class (homework or self-directed work).
Question 13: Regarding Google Certification programs mentioned in Attachment 2, is only the training for these courses required, or is an official certification from Google also required?
State Response: Official Google certifications are expected to be awarded at successful completion of the Google Certificate classes/programs listed.
Question 14: In the attachment 02 Programs category, there is a course for LEAN Six Sigma Program with a duration of 2 - 1/2 day in-person or live TEAMS sessions. Are you looking for any specific course such as Yellow Belt or green belt in this program?
State Response: The State is looking for a class/program focused specifically on the data analysis tools and approaches employed under Six Sigma specifically.
Question 15: Could you please clarify what is meant by '2-90min live Teams sessions & 3-4 hours homework per week for 3 weeks' for Project Management - Agile for IT Projects course?
State Response: The bid sheets provide example current or expected class structures as reference for vendors.
The noted course is expected to be three weeks in duration with 2 – 90 minute live teaching sessions held via TEAMS (in total) and an expectation that an average student will spend 3-4 hours each week doing work out of class (homework or self-directed work).
Question 16: Insurance Documentation: Section 38.7 states that bidders awarded a contract shall submit proof of insurance prior to performing services. Please confirm that vendors are not required to include certificates of insurance with the proposal submission and may provide required insurance documentation after award and prior to contract performance.
State Response: Correct, insurance documentation is required to finalize a contract after a vendor is selected.
Question 17: Intellectual Property: Sections 6.3.1 and the sample P-37 agreement state that materials developed under contract become State property. Please clarify whether vendors retain ownership of pre-existing intellectual property, including proprietary methodologies, facilitation approaches, templates, frameworks, exercises, slide content, and training materials developed prior to contract award, while granting the State use rights only for deliverables specifically created under the contract.
State Response: Anything developed at the request or direction of the State is considered property of the State.
The State treats materials developed by a vendor outside of our State contract that are used by the state or for a class held for the State remain proprietary property of the vendor.
Question 18: Pricing by Class and Cost Per Student: The prior RFP 2502-22 Addendum 2 stated that vendors could not price a leadership program by person and had to offer the course at a price per class while indicating the maximum number of students per class. Section 22 of RFP 493-26 states that price evaluation will be based on cost per student.
Please confirm whether vendors should price each proposed class as a fixed price per class and list the maximum number of students, with the State calculating cost per student for evaluation.
State Response: The state will calculate cost per student using the maximum number of students expected based on the range on the bid sheet (see BET Anticipated Class Size) unless a vendor indicates a lower maximum number of students, under which number of students for the calculation will be reduced accordingly.
Question 19: Class Size and Enrollment Assumptions: The prior RFP 2502-22 Addendum 2 stated that class participation could range from fewer than 10 to 30 students, depending on the class. Please confirm whether this remains the expected participant range for RFP 493-26. If the range has changed, please provide the current expected average and range of participants for training classes and professional development programs.
State Response: See Attachment1, Bid sheets for expected class size by class or program.
Question 20: Delivery Geography: The prior RFP 2502-22 Addendum 2 stated that most in-person classes, if held, would be held at 54 Regional Drive, Suite #5, Concord, NH 03301, with some classes held onsite for individual agencies or organizations within New Hampshire. Please confirm whether 54 Regional Drive, Suite #5, Concord, NH remains the primary in-person training location for RFP 493-26 and whether vendors should still assume occasional onsite delivery within the State of New Hampshire.
State Response: Correct.
Question 21: Training Facilities and Equipment: The prior RFP 2502-22 Addendum 2 stated that BET training rooms at 54 Regional Drive were equipped with projectors, screens, and whiteboards, with one computer-training room, and that contractors may need their own computer and projector for classes held outside BET if the requesting agency lacks equipment. Please confirm whether this facility and equipment approach remains accurate for RFP 493- 26.
State Response: Yes, this is still accurate, but at this time there is not a computer training room.
Question 22: Virtual Delivery and Platforms: The prior RFP 2502-22 Addendum 2 stated that the State’s educational programs were online using live/virtual and asynchronous online work, including Microsoft Teams sessions and Moodle classroom assignments. For RFP 493-26, please confirm whether vendors should assume continued use of State-supported systems such as Microsoft Teams and Moodle for virtual or hybrid courses, or whether vendors may use their own virtual platforms.
State Response: The State will continue to use Microsoft Teams and Moodle for instruction.
Question 23: Current or Prior Utilization: The prior RFP 2502-22 Addendum 2 stated that past expenditures on contract instructors ranged from $10,000 to $40,000 per year, and that prior use was not necessarily a good indicator of future opportunity. Please provide any updated utilization history, annual spend, or order volume under the current Training and Professional Development Services contract, including training classes, professional development programs, and professional services.
State Response: This information is not available as it is based on agency and municipality usage.
Question 24: Current or Prior Awarded Vendors: The prior RFP 2502-22 Addendum 2 identified prior vendors and stated that the State had one incumbent vendor at that time. Please identify the current incumbent vendors under the existing Training and Professional Development Services contract and confirm whether incumbents receive any evaluation preference under RFP 493-26.
State Response: There is no evaluation preference for any vendors.
Question 25: Professional Services Work Assignments: The prior RFP 2502-22 Addendum 2 stated that BET had not previously offered direct consulting services at that time. RFP 493-26 includes organizational development professional services under Attachment 3. Please provide examples, if available, of work assignment scopes, level of effort, duration, and utilization history for professional services under the current or prior contract.
State Response: See question 5, State response.
Question 26: Bidding on Individual Services: The prior RFP 2502-22 Addendum 2 confirmed that vendors may bid on individual classes and individual organizational development services and do not need to bid on all services. Please confirm that this remains true for RFP 493-26 and that contracts may be awarded only for the specific classes, programs, or professional services proposed by a vendor.
State Response: Correct.
Question 28: Certifications and Credentials: The prior RFP 2502-22 Addendum 2 stated that copies of licenses, certificates, and credentials were not required with the proposal, though the State could request them if needed. Please confirm whether RFP 493-26 follows the same approach and whether vendors may list relevant credentials in resumes and staff qualification summaries without attaching copies of certificates.
State Response: Yes, vendors may list relevant credentials without attaching certificates. Copies of certificates will be requested of selected vendors prior to award of contract.
Question 29: NH BET Processing Fee: Section 44 of RFP 493-26 references a 10% NH BET processing fee charged to eligible participants for training or professional development services scheduled specifically for an eligible participant through NH BET. Please confirm that this fee is paid separately by the eligible participant to NH BET and should not be included in vendor pricing.
State Response: Correct. Any BET fees are in addition to the vendor charge for the class, program, or support service.

37.2. The State of New Hampshire reserves the right to add or delete classes throughout the term of the contract. For the addition of classes, the Bureau of Education and Training within the Department of
Administrative Services shall submit a request for quote (RFQ) including a detailed scope of work to the contractor through the Division of Procurement and Support Services. Quotes shall be in accordance with pricing and service requirements contained herein and no service shall be performed until documented acceptance by the State is received. The Contract may be amended, by agreement of the parties, effective upon approval of the commissioner of the Department of Administrative Services or designee, without further approval needed by the Governor and Executive Council as long as the price limitation is unchanged or decreased as a result of the new or deleted classes.
