About this file
This is Addendum #2 to RFP 493-26 issued by the State of New Hampshire, Division of Procurement and Support Services, Bureau of Purchase and Property, clarifying requirements for Professional Development Training Services. The RFP seeks qualified vendors to deliver training classes, professional development programs, and professional services to state agencies, municipalities, and nonprofit organizations. The solicitation includes over 50 training courses, 13 professional development programs, and nine categories of professional services including instructional design, e-learning development, coaching, and organizational development consulting. Class sizes vary from 5 to 20 participants depending on the course offering. The vendor inquiry period ended May 22, 2026, with proposals due June 10, 2026 at 11:00 AM Eastern Time. Vendor interviews and presentations are estimated for June 22 through July 2, 2026, with vendor selection anticipated for July 7, 2026. The contract term shall be five years commencing September 16, 2026, with potential extensions of up to two additional years under mutual agreement.
Pricing must be submitted on a per-class fixed-price basis, with vendors required to provide annual pricing breakdowns for each contract year from September 2026 through September 2031. Pricing escalation year-over-year is permitted, and vendors must submit separate pricing schedules for both online (Microsoft Teams) and in-person delivery formats if offering both modalities. All pricing must be fully loaded, including instruction preparation time, travel, meals, and expenses, with no additional surcharges permitted. The State of New Hampshire will award multiple vendors to ensure coverage of all requested classes and services, with evaluation based on a 100-point scale consisting of bidder qualifications (20 points), experience (15 points), presentation quality (25 points), and price proposals (40 points). The procurement addresses current contract expirations scheduled for September 30, 2026, and the State reserves the right to verify qualifications of all instructors and staff members, including subcontractors, providing services under the contract.

ADDENDUM # 2 TO RFP INVITATION 493-26
DATE AND TIME OF BID CLOSING: 6/10/2026 11:00 AM
FOR: PROFESSIONAL DEVELOPMENT TRAINING SERVICES
Question 1: The Offer Bid column on Attachment 1 is labeled "Price Per Class," but Section 22.1.3 references "cost per student per class" in the scoring example. Please clarify whether pricing should be submitted per class delivery (one cohort) or per student.
State Response: Pricing should be per class. See also state response to Q18 of Addendum #1.
Question 2: The anticipated class size ranges vary across courses (for example, 5-10, 10-15, 10-20). If pricing is per class delivery, should vendors assume the minimum or maximum class size when developing pricing?
State Response: Pricing should be per class and will be a fixed price regardless of the number of students up to the maximum stated on the bid sheet.
Question 3: Pricing is required across five contract years (September 2026 through September 2031). Are vendors permitted to escalate pricing year over year, or must pricing remain flat across the contract term?
State Response: Vendors are asked to provide pricing (bid) for each year for all potential contract years.
Question 4: For Attachment 1 training classes, who retains ownership of vendor-developed course materials, syllabi, and proprietary content? State Response: Vendors will be evaluated separately for classes, training programs, and organizational development support.

State Response: The proposal due date is set to ensure that new contractors are in place for the next academic year; an extension is not possible.
