Vendors may submit bids electronically through wvOASIS, in paper form, or via facsimile. The procurement requires vendors to be properly registered with the West Virginia Purchasing Division prior to contract award and to pay applicable fees. Unit prices shall prevail in cases of discrepancy in vendor bids. The solicitation applies reciprocal preference provisions and preferences for small, women-owned, or minority-owned businesses in accordance with West Virginia Code. The State reserves the right to reject any bid, waive minor irregularities, or determine vendor non-responsibility based on capability and integrity to perform.
