About this file

This Addendum No. 1 modifies the Invitation for Bid (IFB 2000004389) issued by Fairfax County Financial Services Office of Procurement Services for musical instruments to be supplied to Fairfax County Public Schools and Fairfax County Government. The solicitation establishes a term contract for percentage discounts off manufacturers' suggested retail prices (MSRP). A Pre-Bid Conference was held on July 10, 2026, and the deadline for submitting questions to be addressed in future addenda is July 23, 2026 at 2:00 p.m. ET. The bid due date is August 6, 2026 at 2:00 p.m. ET. Bidders must acknowledge receipt of this addendum by signing and returning a copy as part of their bid submission.

The addendum introduces critical modifications to delivery and pricing requirements. Bidders must provide definitive delivery timeframes in days from receipt of order (ARO) on their pricing schedules; indefinite terms such as "promptly" or "stock" are not acceptable and failure to comply may result in disqualification of the entire bid or specific items. All pricing must be quoted as a percentage discount from MSRP and must be FOB Destination, freight prepaid and allowed, with all shipping, handling, and delivery fees included in the net price; separate shipping charges or administrative fees cannot be added. Contractors must submit updated MSRP lists within seven business days of any manufacturer price revisions. Bidders must identify the specific MSRP price list name and revision date for each item and may indicate "No Bid" for manufacturers they do not carry. MSRP lists should be submitted through the Euna Procurement/Bonfire portal, and bidders are responsible for monitoring www.fairfaxcounty.gov/solicitation for the most current addenda.

1. Special Provisions, Paragraph 14, Addenda, is deleted in its entirety and replaced with the following:

a. Bidders are reminded that changes to the Invitation for bid, in the form of addenda, are often issued between the issue date and within three (3) days before the due date. The last chance to submit questions to be addressed in addenda is Thursday July 23, 2026 at 2:00 p.m. ET. Addendum No. 1

IFB 2000004389

Q1. On the Appendix C Pricing Schedule, next to each item are two blanks that say "Price List" and "Date". Can you please clarify for me what these blanks are for and how to properly complete them?

A1. For the “Price List” blank, insert the name of the MSRP. For the “Date” blank insert the revision date of the MSRP List.

Q2. For manufacturers who our business does not carry, how should I indicate "No Bid" for those?

A2. Yes.

Q3. When manufacturer's suggested retail prices change during the term of the contract, will awarded vendors be expected to send updated MSRP price lists? Or since the percent discount off MSRP will not change, are no updated price lists required? If updated price lists are required, how frequently or how soon after price changes?

A3. Contractor shall submit updated MSRPs within seven (7) business days of any manufacturer price revisions. Refer to Special Provisions Paragraph 5, Price and Price Adjustments.

Q4. Where should I provide the MSRP List?

A4. Refer to Requested Information section in Euna Procurement/Bonfire. There is a submission line specifically for “Manufacturer’s Suggested Retail Price List(s)”.

Q5. Special Provisions Paragraph 7, Delivery/Time of Performance it states to insert a definitive time frame, in days, on the Pricing Schedule within which delivery will be made after receipt of order (ARO).

Indefinite terms such as "promptly," "stock," "without delay," etc., will not be given consideration.

FAILURE TO PROVIDE A DEFINITIVE DELIVERY TIME WILL RESULT IN THE DISQUALIFICATION OF THE BIDDERS’ BID IN ITS ENTIRETY OR FOR THE ITEM SPECIFIED. The delivery times vary per instrument and manufacturer group within the categories presented on the Pricing Schedule. What timeframe should I provide?

A5. Fairfax County requires that delivery be made at destination within the shortest time frame possible.

Bidders must insert a definitive time frame, IN DAYS, on the Pricing Schedule within which delivery will be made after receipt of order (ARO). If there are multiple delivery timeframes within one line item or manufacturer group on the Pricing Schedule, bidders must enter the shortest timeframe that applies to all in-stock, non-custom/non-special instruments. Reference Modification 2 of this Addendum 1.

Q6. Special Provisions, Paragraph 5.1, Price and Price Adjustments, mentions all prices/discounts shall be FOB Destination, freight prepaid and allowed and shall include all charges that may be imposed in fulfilling the terms of this contract. Do I need to include this cost onto the MSRP price list?

A6. No. Under the terms of Paragraph 5.1, all pricing and discounts must be FOB Destination, freight prepaid and allowed. This means the net prices derived from the MSRP list must already encompass all shipping, handling, and associated delivery fees. You may not add separate shipping charges or administrative fees to the MSRP price list or to subsequent invoices.

Q7. Unfortunately, I was unable to join the Prebid conference Are there meeting minutes that are sharable or a recording available?

QA. No.

All other terms and conditions remain unchanged.
