About this file

This is Addendum 1 to a Request for Quote (RFQ) issued by the West Virginia Department of Environmental Protection (WVDEP) for the Z&F System Upgrade Project under Permit #S-21-84 and Agency Solicitation Number ARFQ DEP2600000032. The project encompasses comprehensive wastewater treatment facility improvements including sludge cell rehabilitation with geosynthetic clay liner installation, treatment pond cleaning, treatment building roof replacement with corrugated metal roofing, installation of two caustic tanks within the building, construction of water bypass systems, electrical infrastructure installation including a new power pole and underground conduit, and ditch construction and maintenance. A pre-bid conference was conducted on-site on October 14, 2025. The addendum provides 45 questions and answers addressing technical specifications and clarifications, along with pre-bid conference sign-in sheets. Key project details include approximately 700 yards of sludge from the treatment pond requiring hauling to LaRosa (located 2.6 miles southwest at coordinates 39.548493, -80.082065), approximately 250 yards from the sludge cell for onsite use or relocation, and approximately 100 yards of wet sludge requiring off-site disposal. The sludge cell berm will be narrowed to 6 feet in width at the top, and trees within the cell, on the berm, and on outer slopes must be removed while chips or off-site hauling is required rather than burning.

The Engineer's Estimate for the project is $498,668. The contractor is responsible for sludge hauling, lime silo disposal, temporary road construction across Ditch 1, water treatment bypass system construction, installation of two force main drain systems, power pole and conduit installation, and treatment pond cleanup. WVDEP will provide power to the new transformer pole and handle water treatment operations. The contractor must acknowledge receipt of all addenda by submitting an Addendum Acknowledgement with the bid to avoid disqualification. The addendum clarifies that the geosynthetic clay liner does not require keying-in, baffle curtains should be ordered without windows, the 30-yard dumpster requires one dumping, and the bypass ditch does not require stone lining. Water flow rates fluctuate approximately 1-5 gallons per minute seasonally, and excavated ditch material may be applied to the southeast slope of the sludge cell.

The following are questions that were identified at the Pre-Bid Conference (PBC) conducted on-site on October 14, 2025, questions provided to the WVDEP Procurement, Project Clarifications, Project Notes, Project changes, Technical Specification Changes, and Project Plan Changes. The answers and clarifications provided herein take precedence over verbal answers at the PBC and previously provided specifications and descriptions provided in the Solicitation should there be any conflicts between the two.

QUESTIONS

Q1. What is the approximate volume of sludge that needs to be hauled to LaRosa?

A1. 700 yards from the treatment pond, this will be too thin to haul and may require a vac truck.

Approximately 250 yards from the sludge cell to be used onsite or relocated below the sludge cell. Possibly 100 yards to sludge that will be too wet to leave on site, may be required to be hauled to Larosa.

Q2. Do you have to line the entire sludge cell with the geosynthetic clay liner?

A2. You do not have to key the liner in. The entire sludge cell will be lined, but the berm will not be lined. Focus on getting the liner on the southwest side of the cell and on the floor of the cell.

Q3. Can we burn the trees that we cut down?

A3. No, the trees need to be chipped or hauled off site.

Q4. Which trees need to be removed in and around the sludge cell?

A4. There may be some trees on the northeast side of the sludge cell that can remain in place.

The trees growing inside the sludge cell, on the berm and the outer slope, need to be removed.

Q5. Are we taking out all of the trees within the fence that surrounds the sludge cell or just what we need to work?

A5. You do not have to remove all the trees. The trees inside the sludge cell need to be removed.

The trees on the sludge cell berm need to be removed. Otherwise, you only need to remove the trees necessary for you to perform your work.

Q6. Is the fence on the northwest side of the sludge cell on the property line?

A6. No, it is not on the property line. It goes through the tree line.

Q7. Are we expanding the size of the sludge cell?

A7. The berm on the southwest side of the berm will be narrowed to 6 feet in width (top of the berm). The sludge will need to be removed. Some of this material can be used to create the berm in the treatment pond.

Q8. Who is responsible for hauling the sludge offsite?

A8. The Contractor is responsible for hauling the sludge offsite.

Q9. Is the sludge in the sludge cell dry enough to haul off?

A9. You will probably need a vac truck to haul the sludge on the bottom of the cell. The sludge on the top is drier.

Q10. Does this driveway (west of the treatment building) circle around the sludge cell?

A10. No, it does not circle around the sludge cell. A temporary road will need to be constructed across Ditch 1. It will be determined later if the 18” culvert in Ditch 1 will remain or be removed.

Q11. Can you give more details about the 30 yd. dumpster listed in Note #11, Sheet 7? How many times does it have to be dumped??

A11. The dumpster needs to be dumped one time. The landowner has requested a dumpster to be able to remove debris from their property. We have given them 30 days to place their trash in the dumpster. It is not anticipated that their trash will fill the 30 yard dumpster.

The Contractor can also use the dumpster.

Q12. Will metal trusses be required for the new roof on the treatment building?

A12. The Technical Specifications detail the new roof. It must be a corrugated metal roof. The

Contractor can cut a section out of the roof to remove the lime silo. Then the Contractor can place the new roof on top of the remaining roof with the trusses or support necessary.

You can use wood or metal trusses. It would be better to remove the entire roof. The 2 tanks need to be able to be lowered into the building.

Q13. The lime silo is being removed, correct?

A13. The Contractor is responsible for disposing of any remaining lime inside the silo. The silo should be less than 30% full. Upon further investigation, the lime silo is almost empty. The lime can be mixed with soft sludge. It can be land-applied.

Q14. Is the Contractor responsible for disposing the lime silo?

A14. Yes, the Contractor is responsible for the disposal of the lime silo.

Q15. Will both of the caustic tanks fit inside the treatment building?

A15. Yes, they will both fit inside the treatment building.

Q16. Will the WVDEP empty the caustic tanks?

A16. The caustic tanks are empty.

Q17. How many force main drain systems will be installed?

A17. Two, one on the existing force main and one on the new force main.

Q18. Is the Contractor responsible for cleaning the treatment pond out?

A18. See Sheet 11, Notes. The treatment pond needs to be cleaned out. The sludge will be hauled with a vac truck to LaRosa.

Q19. Where is LaRosa?

A19. LaRosa is located at the end of CR 74/2, Monongalia County. It is approximately 2.6 miles SW of Z&F.

Coordinates: 39.548493°, -80.082065°.

From Z&F, get back to Smithtown Rd. (CR 73). Turn right onto Smithtown Rd. (CR 73).

Smithtown Rd. turns into Meadowdale Rd. (CR 73). Turn right onto Jordan-Catawba Rd.

(CR 74), the next road after T&T Pump. Bear left onto CR 74/2. The road ends at LaRosa.

Q20. Is the liner key profile detail for the ditch (Sheet 12) applicable to this project?

A20. No, it will not be used on this project.

Q21. Will the baffle curtains have windows?

A21. Order the baffle curtains without windows. Windows can be cut into the baffle curtains if they are needed later.

Q22. Who is responsible for the new power pole near the treatment building?

A22. WVDEP is responsible for bringing power to the new pole by the treatment building.

WVDEP already has a work order in with Mon Power. Mon Power is putting a transformer at the top of the pole. There will be a second pole with the meter and 200 amp breaker. It is the Contractor’s responsibility to install the second pole, purchase and install the underground conduit from the transformer pole and bring the power from pole with the meter into the treatment building .

Q23. Where does most of the water come from?

A23. Most of the water flows through Ditch 1 and the ditch between the sludge cell and ditch 1.

Q24. What should be done with the water while the Contractor is working?

A24. A bypass will be required. A temporary bypass ditch can be constructed, following the force main line, to bring the water into the western end of the finishing pond. The temporary bypass ditch will need to be in place before the treatment pond can be cleaned out.

Q25. What should be done with the water at the treatment building?

A25. A sump near Ditch 1 may be necessary to be able to pump the water around the treatment building to the temporary bypass ditch.

Q26. Does the bypass ditch need to be lined with stone or other material?

A26. No, the bypass ditch does not need to be lined. A culvert can be used. The bypass ditch is incidental to cleaning out the treatment pond. The final solution is being left to the discretion of the Contractor.

Q27. Is the Contractor responsible for treating the water that is being bypassed?

A27. No, the WVDEP will be responsible for all water treatment.

Q28. How much does the flow rate of the water change in the winter?

A28. The flow fluctuates approximately 1-5 gpm.

Q29. Where can the excavated material from the ditches be placed?

A29. The waste material can be applied to the southeast slope of the sludge cell.

Q30. Is the Contractor just responsible for laying conduit from the new power pole?

A30. The Contractor is responsible for laying conduit from the new power pole to the new pole at or weather box on the treatment building. The Contractor is also responsible for laying conduit from the outside of the treatment building to the inside of the treatment building.

Q31. Will the power drop will be pulled by Mon Power?

A31. Yes, the power drop will be pulled by Mon Power to the meter.

Q32. When the outlet on the outflow is ready to be installed on the finishing pond, do we need a bypass or do we need to pump the water down?

A32. Pump the water down.

Q33. Are there any cleanouts on the seep collectors?

A33. No, cleanouts are not required on the seep collector that will be located on the road by the treatment pond. The seep collector will drain into the treatment pond and can be cleaned from there.

Q34. Is ditch 1 Noncalcareous?

A34. Yes, the noncalcareous ditch will come through this area (as shown on the project plans). You will remove the vegetation grown up in the ditch. The ditch will go into the building. There are several seeps along the path of Ditch 1 that will be collected

Q35. Will there be seep collectors above Ditch 1?

A35. No new seep collectors will be constructed above Ditch 1. There are existing seep collectors near the sludge cell. No work will be done to the existing seep collectors.

Q36. What is the incidental non-calcareous stone used for?

A36. The non-calcareous stone will be used in Ditch 1and behind the building. Construction of ditch

1 will be paid with under Line item 13, the stone is paid under line item 12.

Q37. What is the incidental limestone used for?

A37. The incidental limestone will be used for road maintenance. After all the work is completed, the road will be covered with fresh stone.

Q38. What is the elevation of the concrete spillway that goes in beside the 18” culvert on the finishing pond?

A38. The invert of the 18” pipe will be the same as the water level in the finishing pond.

Q39. Will the 18” culvert on the finishing pond be encased in concrete?

A39. Yes, the culvert will be encased in concrete. The spillway can be right beside the culvert or on top of it.

Q40. Can you describe the headwall on the finishing pond?

A40. The headwall on the finishing pond is not the same as the headwall above the manhole. The headwall on the finishing pond is to seal the pipe in by grouting the slopes.

Q41. What should be done with the landowner’s items, like the pig box, around the finishing pond?

A41. The Contractor will have to work around those items.

Q42. Which headwall on the project plans is the headwall listed in Line Item 21?

A42. The headwall for Line Item 21 is the one above the manhole.

Q43. What work shall be done at the driveway to the trailer adjacent to the treatment building?

A43. Do not do any work to the driveway to the trailer. The landowner does not want his driveway touched. The Contractor will build the riprap ditch up to both sides of the existing culvert under the driveway, except to run the conduit across the driveway.

Q44. Where should the electrical conduit for the pH meter be installed for the manhole?

A44. When the conduit comes out of the building, keep it on the west side of the grouted ditch. Bury the conduit under the driveway and then continue to the manhole.

Q45. What is the Engineer’s Estimate?

A45. The Engineer’s Estimate is $498,668.
