About this file
This is an Acceptance of Offer Form issued by the City of Phoenix, Arizona, formalizing the acceptance of a contractor's proposal for the Phoenix Main Line Transit-Oriented Development (TOD) services. The contract encompasses urban design and urban planning services focused on strategic updates to Transit Oriented Community (TOC) Plans along a 0.5-mile buffer of the Valley Metro Rail extending from Dunlap Avenue and 19th Avenue through Downtown Phoenix. The solicitation targeted qualified urban design and urban planning firms through a competitive procurement process. The procurement timeline included a pre-offer conference on August 13, 2025, with proposal submissions due by September 12, 2025. The contract term is anticipated to commence on or about January 1, 2026, for a two-year period. Upon acceptance of this form, the contractor becomes bound to provide all materials and services outlined in the attached contract, solicitation documents, specifications, conditions, amendments, and the contractor's accepted offer, and is cautioned not to commence billable work or provide services until receiving official purchase order or contract documentation from the City.
The project is funded through federal transit assistance and requires the selected contractor to implement a Small Business Participation Plan compliant with Department of Transportation DBE program requirements, including good faith efforts to engage Disadvantaged Business Enterprises (DBEs) and small businesses. Contractors must track and report monthly DBE and small business participation through the City's Certification and Compliance System at phoenix.diversitycompliance.com, with initial participation plans due 30 calendar days after contract award and annual resubmissions on the contract anniversary date. The City will employ race- and gender-neutral measures to facilitate DBE and small business participation. The project addresses Phoenix's rapid population growth and housing shortage through developing mixed-income housing scenarios, creating an opt-in rezoning process, refining the Walkable Urban Code, and updating TOC policy plans, with extensive community engagement including design charrettes and public meetings across different planning areas.
