Contract Summary

DEP Contract No. HW510, Amendment No. 5 is an amendment to an indefinite delivery contract between the Florida Department of Environmental Protection (DEP) and Metcalf and Eddy, Inc. The amendment, executed on November 17, 2004, modifies the original contract dated April 28, 2003, and subsequent amendments from June 25, 2003, August 3, 2004, and October 8, 2004. This contract represents a state and local indefinite delivery vehicle for environmental services provided to the DEP.

Amendment No. 5 increases the contract funding from $5,689,800 to $6,520,300, representing an increase of $830,500. The amendment revises the rate schedule by replacing the previous Attachment E-1 with a new Attachment E-2, effective August 2005. The revised rate schedule provides comprehensive fully loaded pricing for direct labor (office and field personnel), laboratory analyses (primary and secondary), equipment rental, vehicle rental, personal protective equipment, and miscellaneous supplies and services. Labor rates for office personnel range from $12.00 to $75.00 hourly, while field personnel rates range from $12.00 to $58.80 hourly. Laboratory analysis rates for metals, purgeables, extractables, and other analyses vary by testing method and sample type. Equipment rental rates are provided on daily, weekly, and monthly bases. Quick turnaround services are available at premium rates (100 percent for 24-hour emergency service, 50 percent for 3-day service, and 15 percent for 1-week service). Expendables are compensated at a flat rate of $28.50 per day for fieldwork activities. Indirect rates for overhead, general and administrative costs, fringe benefits, and project management are applied as multipliers to direct labor costs, with subcontractor fees capped at $2,500 per subtask.
